8 Overview of Review Comments Freeway System Plan Additional analysis needed to determine ultimate right-of-way needs based on the movements of people and goods. Corridor strategies (transit, freight, personal vehicle focus) should be established before determining suggested lane widths. Need to further define the relationship of a cap the footprint policy to future environmental study efforts. 11 Direct High-Occupancy Vehicle (DHOV) Locations and System Compatibility Over 35 potential DHOV locations were identified in the Planning Partners Charette and subsequent Assessment of Improvement Strategies technical memorandum. List was narrowed to best candidate locations based on system and land use compatibility. Concept drawings developed to illustrate potential connectivity with P&Rs and arterial road system. 13 Focus of Research: P&R w/dhovs RANCHO BERNARDODIRECT ACCESS RAMPS Transit Station 15 Case studies of Best Practices were conducted for San Diego, Denver, and Washington State to: Establish background for development of DHOVs. Identify key points of interest characterizing DHOVs. Define integration with freeway system. Identify physical features. Characterize operational conditions. Identify benefits. 14 Findings: P&R Connectivity w/dhovs MOUNTLAKE TERRACE TRANSIT CENTER DHOVs especially suited to support Express Bus and Bus Rapid Transit (BRT) services. DHOVs are a desirable element of HOT or TEL facilities. DHOVs generally result from cooperative effort by DOT and regional transit provider. Transit involvement boosts passenger throughput and brings transit funding sources to the table. Site selection typically integrated with corridor-level planning to evaluate capacity improvements, transit service options, and managed lanes concepts.
