4 SECTION 1 1. SCOPE 1.1 Purpose MIL-STD E outlines standard processes for the development and documentation of Military Packaging, as distinct from Commercial Packaging. This standard covers Methods of Preservation to protect material. It also provides guidance criteria (Military vs. Commercial Packaging) using the FIGURE 1, Military Packaging Requirements Development Decision Chart. 4

7 SECTION 3 3. DEFINITIONS MILITARY PACKAGING - A means to specify military preservation and packing. MILITARY PRESERVATION Application of materials or methods designed to protect items during shipment, handling, storage & worldwide distribution. MILITARY PACKING Application of exterior protective methods, materials or devices to assure integrity of the item. LEVEL A PACKING Protection required to meet the most severe conditions. LEVEL B PACKING Protection required to meet the moderate conditions. 7
8 SECTION 4 4. GENERAL MILITARY PACKAGING REQMT S Develop Military Packaging using Appendix A. Haz Mat packaged I/A/W applicable regulation. Classified Items packaged I/A/W DOD M. Develop Quantity Per Unit Pack I/A/W Appendix B. Select containers I/A/W Appendix C. Loose Fill Materials are prohibited in military packages except for the packaging of hazardous materials that may require absorption materials. To help determine fragility of an item see Table I. 8

DETAILED MILITARY PACKAGING REQMT S Military Preservation Methods: 10=Physical protection 20=Preservative coating 30=W/P protection 40=W/V/P protection 50=W/V/P protection with desiccant Blunt corners & edges of fiberboard ctrs. within bags. Remove trapped air from heat-sealed bags. Intermediate ctrs. must be used when unit pack is bag. ESD preserved I/A/W Table J.Ia, code GX. Interior bags require unit container markings. Choose shipping container I/A/W Table C.II. A quality system must be maintained by the contractor. 9
10 SECTION 5 5. DETAILED MILITARY PACKAGING REQMT S CONTINUED Items with moveable external parts shall have these parts secured. Compatibility of the item with VCI shall be considered I/A/W MIL-I Special care will be exercised when minimizing the volume of trapped air within a barrier bag to assure negative pressure does not develop inside the bag. All init, intermediate and exterior containers will be marked I/A/W MIL-STD-129. Intermediate containers shall be used when the exterior surface of the unit container is a bag or wrap of any kind. 10
11 SECTION 6 6. NOTES This section contains information of a general or explanatory nature which may be helpful, but is not mandatory. Table I has approximate fragility factors for specific items. Table II has MIL-B-117 preservation method/bag cross reference. Para 6.11 states that the following items are to be packaged I/A/W Commercial Packaging: Items for immediate use Items for non-mission-capable supply items intended for depot consumption Small parcel shipments (CONUS), not for stock Direct vender deliveries 11

13 APPENDIX B B. QUANTITY PER UNIT CONTAINER & INTERMEDIATE CONTAINER QUANTITY QUP of ONE: Repairable, Items $50 or more, Method 50 items, Irregular, delicate or fragile items, Pairs, sets and kits. QUP more than ONE: Formula A Cost, weight, cube, replacement % and method of preservation. Formula B Quantity per assembly, weight, cube, replacement % and method of preservation. ICQ: Maximum of 100 unit packs, 40 pounds or 1.5 cubic feet 13
14 APPENDIX D D. DEVELOPMENT OF MILITARY PACKAGING REQUIREMENTS FOR KITS Military preservation shall be applied to all items within the kit. Methods of preservation shall be I/A/W Appendix A. Hazardous Material can be packed in the same container if compatible. Items of different physical characteristics can be consolidated within the same method of preservation (see D.3.1). MIL-STD-129P, requires kit contents list. 14
15 APPENDIX E E. MILITARY PACKAGING DATA FORMS This appendix outlines procedures & provides necessary guidance & instructions for the preparation of required military packaging data. DD Form 2326 Preservation and Packing Data Part A for Item Identification Data Part B for Preservation and Packing Data Part C for Supplemental Data Part D for Special Packaging Instruction Data DD Form 2169 Special Packaging Instruction (SPI). This form is no longer required & has been deleted from revision E. DD Form 2169C Continuation Sheet. Also deleted. 15
16 APPENDIX F F. MILITARY PACKAGING DESIGN VALIDATION This appendix outlines the procedure for conducting appropriate tests to validate specific military package designs when such testing is required. ASTM D Performance tests & acceptance criteria apply 2. Containers are subject to Distribution Cycle 18 testing: For Level A Packing - Assurance Level 1 For Level B Packing - Assurance Level 2 Preservation Tests 1. Visual examination 2. 17 APPENDIX G G. QUALITY ASSURANCE PROVISIONS This appendix is a mandatory part of this standard & outlines requirements for conducting quality conformance inspection tests on all military packages. LEAK TESTS Test Method 5009 of MIL-STD-3010 for Preservation Methods 31, 32, 33, 41-45, & LEAK TESTS TECHNIQUES Vacuum retention, submersion, pneumatic pressure, hot water and squeeze techniques HEAT-SEALED SEAM TESTS Test Method 2024 of FED-STD-101 (MIL-STD-3010) for preservation methods 31, 32, 33, 41, 42, 43, 51, 52 & 53 INTERMEDIATE AND SHIPPING CONTAINERS Shall be examined for material, construction, size, closure and marking 17
18 APPENDIX H H. CONTAINER DESIGN RETRIEVAL SYSTEM CDRS services shall be solicited before initiating detailed engineering design of a needed container. The development activity (can be contractor) submits search to CDRS Management Office (MO). CDRS identifies suitable container and responds to requestor. The design activity checks on the availability of the container. The contractor interacts with Administrative and Acquiring Contracting Offices regarding contract terms. 18

ASTM D 3951 is the applicable document for Commercial Packaging Packaging definitions are found in Appendix B. QUP & ICQ are developed I/A/W Appendix B. The basic Military Methods of Preservation are 10, 20, 30, 40 & 50. Kits are packaged I/A/W Appendix D. Unit, intermediate & exterior container markings are I/A/W MIL-STD-129 Contractors are required to maintain a Quality System. Heat-Seal Seam tests are I/A/W Test Methods 2024 &
