3 Scope of MRV Regulation All voyages to, from and between ports under Member State jurisdiction including EEA Norway & Iceland but not the outermost regions Time at sea (excluding anchoring) All ships >5,000GT Regardless of Flag Commercial voyages only Ships only calling EU ports all year only need to monitor annually Ships performing >300 voyages per calendar year only need to monitor annually Except Warships Naval Auxiliaries Wooden Ships of Primitive Build Ships not Propelled by Mechanical Means Government Ships on Non-Commercial Service Source: Marine Traffic
4 What will it mean to me? Monitoring Plan To be prepared and reviewed by 2017 for each vessel Will cover the method to monitor CO 2/ Fuel, distance and cargo Verification Owner/operators need to engage with a 3 rd Party accredited Verifier to review and approve their reports The plan will be assessed for conformity by an accredited verifier These are discussed in more detail in the following slides Reporting On an annual basis, reports are submitted to the EU
5 Cargo Parameters for different ship types Mass Chemical Tanker Gas Carrier Bulk carrier Refrigerated Cargo ship Oil Tanker Combination carrier Cargo carried defined as number of cargo units or lane meters multiplied by default values for weight Ro-Ro ship Mass of the cargo on board - either actual mass or units or occupied lane meters multiplied by default mass per unit or per lane meter. Vehicle Carrier Volume of the cargo, calculated as occupied deck area multiplied by deck height for Ro-Ro cargo and container volume for container cargo Container / Ro-Ro ship Deadweight carried (displacement deducted by the ship's lightweight and the amount of fuel on board. General Cargo Ship Number of passengers Passenger ships Volume on discharge LNG Carrier Total weight in metric tonnes of cargo or amount of 20 foot equivalents (TEU) multiplied by default values for weight Container Ship Number of passengers on board & mass of cargo on board. (either actual mass or calculated as units or occupied lane meters multiplied by default mass per unit or per lane meter) Ro-pax
6 What does the Monitoring Plan look like? Company specific, ship class specific and ship specific sections Refer to existing procedures or systems i.e. SEEMP, ISM, ISO50001 Any voluntary information is subject to verification Can be standalone or integrated into SEEMP
7 What does the Monitoring Plan look like? Basic Data Activity Data Data gaps Management Company details Emission sources & fuel types, Emission factors, Procedure for completeness Methods & procedures for; Fuel consumption monitoring Density Uncertainty Quality assurance of measuring equipment Completeness of voyages Distance procedure Cargo carried for fuel, distance cargo and time at sea check of MP Control activities e.g. IT system Internal review of data Corrective actions Outsourced activities and documentation
8 What do I need to monitor and report annually? Most of this will also be made publically available by the EC Annual average efficiency expressed as: Aggregated annual data Exceptions: Amount and emission factor per fuel type in total CO 2 emissions (from EC ports, to EC ports, between EC ports, at berth and total) Fuel consumption Distance travelled Time at sea & at berth Transport work Average energy efficiency Non-commercial voyages Fuel consumption CO 2 emissions Total annual fuel consumption Total distance travelled Total annual fuel consumption Total transport work Total annual CO 2 emissions Total distance travelled Total annual CO 2 emissions Total transport work
9 What else do I need to include in the annual report? Most of this will also be made publically available by the EC Identity of ship and owner Name, IMO No., Port of Registry Name, address and place of business Monitoring method and uncertainty DoC issue and expiry dates Technical details Technical efficiency (EEDI or EIV) Ice Class (if available) Identity of verifier Who approved the emissions report
10 What does the Annual Emissions Report Template look like? Ship Identification IMO Number Technical efficiency Owner Verification Who the verifier is Accreditation number Monitoring method & Uncertainty Method used Emission sources Uncertainty Results Fuel consumption & CO2 total, between ports, departed from and to Distance travelled / Time at sea / Transport work Average energy efficiency
11 Who to report to? Company - emissions report for each of their ships Verifier assesses work done by Companies, outside the system. In the system, they notify issuance of the document of compliance once the emissions report has been successfully verified Member States (and Flag States) will receive / have access to the emissions report and documents of compliance of ships flying their flag Commission will have access to the system to receive information on reporting and notification obligations of the companies and verifiers respectively
12 Verification how will it work? Verifiers will: Be accredited by a recognised body Assess monitoring plans for completeness, accuracy, relevance and conformity Assess emissions reports and verify they are accurate and correct to a reasonable level of assurance Assessment may be done by inquiry, document review, observation, site visit or remotely Confirm whether data is within the 5% materiality level Detail misstatements and non-conformities and give an opportunity to correct Issue a verification report and document of compliance (DoC) Inform the Commission and Flag State of DoC issue.
13 Verification how will it work? Companies will: Provide the verifier at each verification stage with relevant monitoring plan and emissions report templates and documentation, for example procedures and processes, voyage lists, bunkering documents Demonstrate compliance with the monitoring plan Demonstrate how they have obtained, calculated, and arrived at, final reporting information and data Correct misstatements and non-conformities identified by the verifier.
