2 Final Plan Allegheny County Freight At-a-Glance County Size: Population 214: 1,231,2 Total Freight 211: 7.2 square miles with 1 municipalities 7. MTons Total Freight 24: MTons 84% increase vs. 211 Key Industries: Construction, Manufacturing, Retail Trade Allegheny County serves as the epicenter of freight activity within the Southwestern Pennsylvania region. Its centralized location includes the Pittsburgh urban core, the surrounding population base, and related major industry, manufacturing, retail, and business hubs that are the heart of the broader metropolitan area. Key Interstate, rail, water, and air freight junctions all converge within the county, most recognizably including the confluence of the Allegheny, Monongahela, and Ohio s. To a large extent, the corresponding multimodal freight systems and transfer sites act as a sort of gateway for goods movement to, from, and through the SPC region as well as the surrounding multi-state freight influence area. Existing Freight Activity Areas Profile 1a Extensive freight activity clusters and localized freight sites are spread throughout Allegheny County. Based on historical development patterns and the region s coal and steel roots, many of the largest heavy industry clusters essentially follow the Allegheny, Monongahela, and Ohio corridors between Pittsburgh and the adjacent counties. Prominent clusters are also tied to major rail or multimodal sites e.g., Neville Island, McKees Rocks, Wall; Interstate access e.g., I- and I- in Carnegie or Bridgeville; I- in Harmar or Monroeville; and business or retail areas around Pittsburgh International Airport e.g., Findlay, Moon, or Robinson Townships. Additional clusters, primarily with a retail freight emphasis, also align with the area s larger suburban communities e.g., Monroeville, Ross Township, or Wexford. Existing Transportation Systems Profile 1b Allegheny County has many multimodal capabilities. Freight transportation assets include 4 major interstates, 1 railroads, 23 multimodal/intermodal transfer sites, 7 lock and dam facilities along the Ohio, Allegheny, and Monongahela s, and Pittsburgh International Airport s Air Cargo Terminal. Major north-south highway connections include I-, I-, and I-2, plus portions of US, PA, or PA. Major east-west connections, however, are somewhat more limited, predominately focusing on I- or the US / corridors. Hazmat restrictions along I- are a consideration, as flammable liquids and explosives are prohibited through the Fort Pitt and Squirrel Hill Tunnels, as well as the Liberty Tunnel. Given a separation between the county s Interstate routes and freight activity clusters along each of the county s river corridors, numerous state routes must provide critical linkages between the area s highway, rail, and water assets including, for example, PA Routes 8,, 48,, 6, 837, or 88, as well as many other key first/last mile links. System & Commodity Details Profile 1c Highway Freight Network: Less than a quarter of the county s Interstate route mileage is included on the federally-designated Primary Highway Freight System PHFS. Overall, however, federally-designated freight route coverage in Allegheny County is relatively well represented and includes portions of PA, four NHS Intermodal Connectors, the remaining non- PHFS Interstates, and portions of two routes US and PA on the National Network. Direct highway access to most freight activity areas, however, is still predominately handled by state, county, or local routes with no formal freight network designation. Multimodal Connections: Notable multimodal transfer sites include NHSconnected locations at Pittsburgh International Airport sites 2, 3, Neville Island site 37, Norfolk Southern s Pitcairn Intermodal Terminal sites 42, 44, and heavy industry clusters along the Monongahela in West Elizabeth sites 3, 86. Other key sites include the Port of Leetsdale site via PA 6, the McKees Rocks area site 8 via PA, and home of the future CSX Pittsburgh Intermodal Terminal, and the Carnegie, Thornburg, and Fairywood area sites 38, 39, 78 with access to both NS and W&LE rail services. Commodity Details and Influences: Given its central role in the region s freight industry, coupled with its large population base, Allegheny County sees the highest overall tonnage of all 1 counties within the SPC region, or approximately twice the overall tonnage of each of the second and third highest locations in Greene and Westmoreland Counties. Roughly twothirds of the county s overall freight moves by truck, while water and rail generally split the remaining third. The county s relatively high proportion of employment in the construction and manufacturing industries meshes with heavy freight flows that include nonmetallic minerals and primary metal products. Coupled with other hightonnage commodities such as coal, metallic ores, and petroleum or coal products, it is clear that the county s multimodal water and rail networks which typically carry such commodities are critical to the county s specific freight movement needs. Separate from its heavy freight interests, the movement of retail freight throughout Allegheny County is also a critical issue. The majority of the county is classified per census data as an urbanized area, and while 2% of the population resides in the City of Pittsburgh, the remainder is spread in small proportions across the county s 1 townships, boroughs, and cities. With such a population base, and as evidenced by the county s high proportion of employment in retail or wholesale trade, as well as a high tonnage of secondary traffic which often includes the movement of retail or wholesale goods between warehouses and final destinations the distribution of retail freight, urban area first/last mile access, e-commerce trends, or related issues and opportunities will be noteworthy throughout the county. Additionally, multi-jurisdictional cooperation relative to freight movements, policies, or related issues may also be important and challenging. System Data and Analyses Profile 1d Trade Partners: In reviewing the intercounty highway freight flows for the SPC region, Allegheny County s role as a regional freight hub is evidenced by notable freight flows between each of the other counties. These flows show predominately inbound traffic to Allegheny County, with the exception of substantial outbound traffic predominately non-metallic minerals to Washington County. Leading intercounty trade partners include Butler, Washington, and Westmoreland Counties, while partners beyond the SPC region also span west and south into Ohio and West Virginia. Highway Freight Operations: Highway truck volumes within the county are highest along I- the Pennsylvania Turnpike, while substantial truck traffic also uses I-, I-, I-2, and portions of PA. Countywide, potential highway infrastructure restrictions include: 19 miles 3% of county total of weight-restricted roadway including, for example, SR 1 West Liberty Ave < 14 vertical clearance at Liberty Tunnel Bigelow Blvd < 14 beneath ped bridge near Bloomfield Bridge 21 restricted vertical clearance locations beneath highway bridges 21 restricted vertical clearance locations beneath railroad bridges 18 bridges with posted weight limits, including 8 along NHS routes: Liberty Bridge, Pittsburgh T, 4T combinations Elizabeth Bridge, Elizabeth 32T, 4T combinations Blvd of the Allies over CSX, Pittsburgh 32T SR 6 over Spruce Run Creek, Ben Avon 32T, 4T comb. Braddock Ave over NS, Swissvale 6T Forbes Ave over Fern Hollow Creek, Pittsburgh 26T SR 48 over Wylie Run, Lincoln 32T SR 88 over mine haulage track, Finleyville T, 4T comb. Allegheny County experiences the most peak hour truck delay in the region, encompassing multiple Interstates and US or state routes, and often coinciding with congested commuter routes. Notable Interstate, NHS, or other bottlenecks include I-, I-2, I-, US, US /, and PA. Congestion along the Parkway West portion of I- was also specifically noted as a potential constraint to cargo traffic to/from Pittsburgh International Airport, while I- interchange congestion and surface street congestion in the Green Tree area was specifically noted as a potential constraint for truck access to/from the W&LE Railroad s Rook Yard. 3 Final Plan Growth Potential: Allegheny County is projected to see an 84% increase in commodity tonnage by 24. Growth areas may include numerous industrial park and/or Interstate corridor sites throughout the county, and may overlap with key development opportunities or projected employment growth areas within the county.
