3 Objectif de la formation The personnel concerned are: In accordance with chapter 11 of the European Regulation EU No , this course covers the training requirements set out in Paragraph Personnel involved with handling identifiable air cargo and air mail Those involved in the management of security documentation (Air Way Bills) Drivers responsible for the transportion of air cargo/air mail, Any other persons with access to identifiable air cargo and mail. Air carrier mail means mail whose origin and destination are both the carrier Air carrier material, also called co-mat is materials whose origin and destination are the air carrier itself or that are intended for use by only the air carrier 3

5 Definition of the security Introduction ICAO in its annex 17 to the Convention on International Civil Aviation defines security as safeguarding civil aviation against acts of unlawful interference. This objective is achieved by a combination of measures and human and material resources. Establishing a Security Restricted Area - SRA, whose purpose is, among others, to protect the boarding operations, The establishment of a SRA is always accompanied by access control measures, Screening of passenger and cabin baggage is a measure requiring human resources, which are the screening staff, and also material resources, which are screening equipments, The same applies for screening hold baggage, The screening of cargo is also a security measure, similar to the screening of passenger and cabin baggage, Security awareness training and other security trainings are other examples of security measures. The primary objective of aviation security is to safeguard: Passengers, Crew, Ground personnel, And the General Public, from acts of unlawful interference with Civil Aviation Aviation Security also seeks to protect aircraft and facilities serving civil aviation, such as: Essential airport facilities, Cargo facilities, Catering buildings, Cleaning facilities and air traffic control centers against acts of unlawful interference 5

6 Unlawful interference Cargo characteristics what are the main characteristics? First of all, there is huge diversity in size, weight or density of the consignments, The content of the packages is not easily understood (sometimes it is clear, sometimes not) Cargo and mail could be transported either on passenger flights or on all-cargo flights. They are loaded in the holds of the aircraft which are not accessible from the cabin of the aircraft, Cargo or mail is handled by many operators, composing the Cargo and Mail supply chain from the manufacturer to the air carrier Concealment of explosive and incendiary devices that could occur at any stage of the supply chain is the main threat against the security of air cargo/air mail. For example, in October 2010, an attempted attack was discovered. The explosives had been concealed in toner cartridges designed for laser printers bound for the United States 6

13 Main obligations of the different participants involved in air cargo and mail Definitions Regulated agent A Regulated Agent could be an air carrier, a freight forwarder, or any other entity who ensures that security controls in respect of cargo and mail are implemented Known consignor The known consignor is a consignor responsible for shipping freight or mail in their own name, and whose procedures comply with European Union security regulations and standards that ensures that cargo or mail may be transported by any aircraft Account consignor The account consignor is a transporter responsible for dispatching cargo or mail, and whose procedures comply with security regulations and standards that ensure that this cargo or mail may be transported by any all-cargo aircraft or all-mail aircraft respectively 13

14 Main obligations of the different participants involved in air cargo and mail Basic principles All cargo and mail shall be subjected to security controls prior to being loaded on an aircraft Security controls are defined as follows: application of means by which the introduction of prohibited articles may be prevented Air carriers shall not accept cargo or mail for carriage on an aircraft unless : It has applied such controls itself Or their application has been confirmed and accounted for : Regulated Agent Known Consignor Account Consignor Cargo and mail to be carried on an aircraft must be protected from unauthorised interference from the point at which security controls are applied until the departure of the aircraft on which it is to be carried Cargo and mail that are not adequately protected from unauthorised interference after security controls have been applied must be screened 14

15 Main obligations of the different participants involved in air cargo and mail Basic principles Cargo and mail to be carried on an aircraft must be protected from unauthorised interference from the point at which security controls are applied until the departure of the aircraft on which it is to be carried Cargo and mail that are not adequately protected from unauthorised interference after security controls have been applied must be screened Main requirements applicable Known consignor - Account consignor Designate at least one person at each site who shall be responsible for the application and implementation of security controls at that site The personnel who carry out the security checks on the cargo and mail are trained in accordance with the regulations Consignments of identifiable air cargo freight and mail do not contain any prohibited articles. Prohibit the access of unauthorised persons to premises where the consignments are packaged, handled and stored. Consignments of identifiable air cargo and mail are appropriately packed, if possible with tamper evident seals Provide accompanying documentation in conformity with regulation 15

16 Main obligations of the different participants involved in air cargo and mail Main requirements applicable Haulier Haulier s personnel who transport air cargo/mail shall receive general security awareness training (GSAT) in accordance with European Regulation Annex E Must also apply security measures to protect cargo and mail against any unauthorised intervention: Immediately before loading During loading During transport Regulated Agent Appoint, at each site, a person who is responsible for the implementation and application of the security measures Act in such a way that the personnel who carry out the security controls on cargo and mail are recruited and trained in accordance with the regulations Apply security measures, such as : Verification of the status of the entity from which the consignments are being sourced Verification that the security checks required have been carried out Inspection/screening if necessary After acceptance of the CARGO, ensure that : Access to the consignments of cargo or mail is controlled These consignments are protected from unauthorised interference Provide accompanying documentation in accordance with the regulations 16

20 Cargo and mail security measures Visitor Visitors must be authorised before gaining access to secured areas Examples of procedures which can be applied by your company: Management of admissions and departures, with the issue of badges Checking identities of the visitors at the reception desk Internal procedures of your company Your responsabilities Close the doors of secured areas Prevent unauthorized access Ensure that only authorised persons having a legitimate reason to be there can have access to the secured areas Ensure that no-one takes advantage of an open door allowing access to these areas Inform your supervisor of any breach in security Above all, always apply the procedures set out by your company 20

21 Cargo and mail security measures Air cargo and mail security Consignments of air cargo or air mail must be protected by one of the following dispositive : Consignments of air cargo or air mail must be adequately packaged and where possible, include tamper evident locks tamper evident seals plastic wrapping If this is not possible, other protective measures to guarantee the integrity of the consignment must be taken Physical protection Example : containers Cargo or mail must be left unattended Tamper evident seals must be designed in such a way that any attempt to break them is made visible Kept in a safe place when not in use Their use must be monitored by: A utilization procedure A register of assigned seals by number 21

22 Cargo and mail security measures Known consignors - Account consignors An account consignor may pass consignments which it has not itself originated to a regulated agent, provided that : They are separated from consignments which it has originated All such consignments must be screened before they are loaded onto an aircraft

23 Transportation Prior and during to loading The load compartment will be searched The integrity of this search maintained until loading is completed Each driver will carry an identity card, passport, driving licence or other document, containing a photograph of the person, which has been issued or recognised by the national authorities and is still valid Load compartments sealed or locked Curtain sided vehicles secured with TIR cards Payload areas of flat bed trucks will be kept under observation when air cargo is being transported During transportation The driver must ensure that the integrity of the load is kept until its final destination The vehicle must never be left without surveillance, at any point on its journey Drivers will not make unscheduled stops between collection and delivery Where this is unavoidable, the driver will check the security of the load and the integrity of locks and/or seals on his return If the driver discovers any evidence of interference, he will notify his supervisor and the consignments will not be delivered without notification of this at delivery 23

24 Acceptance of cargo and mail by the regulated agent Requirements Establish whether the entity from which it receives the consignments is Check the reason that the security status was issued, stating: SPX or SCO on the accompanying documentation. If none of this informations is present, then it must be assessed that no security controls have been previously performed Check the identity document of the delivery man with the required photograph Check the integrity of: load compartment of the vehicle consignment Check the contents of the consignment Implementation of technical or other mean aimed to identify or detect prohibited articles Hand search X-ray equipment Explosive detection systems (EDS) equipment Explosive detection dogs Equipment trace detection (ETD equipment) Visual check Metal detectors

25 Screening Different cases where screening is mandatory Different cases where screening is mandatory When the consignments comes from another source other than a Regulated agent, a Known consignor or an Account consignor Where there is any reason to believe that a consignment to which security controls have been applied has been tampered with or has not been protected from unauthorised interference from the time that those controls were applied, it shall be screened by a regulated agent before being loaded onto an aircraft Exemption from screening Products that are time-sensitive, products intended for life saving purposes Bio-medical samples which may be damaged if subject to screening Nuclear materials, SUBJECT TO CERTAIN CONDITIONS Mail consignments which, individually, are both: less than 6 mm thickness, and 250 grams total weight And grouped consignments composed solely of these consignments Consignments of mail comprised only of items that are 2 kilograms or less total weight which are to be carried on all-mail flights within the same State Diplomatic bags, and government freight or mail, SUBJECT TO CERTAIN CONDITIONS Other cases of exemption from screening are provided for by the regulations 25

26 Documentation Introduction After the application of the security checks associated with the reception of the consignment, the regulated agent must ensure that every consignment entrusted to: An air carrier Another regulated agent is accompanied by the appropriate documents, in the form of an air waybill (AWB) or a separate declaration, in electronic form or in hard copy This documentation must be available for inspection by the competent authority at any time before the loading of the consignment onto an aircraft The unique alphanumeric identifier of the regulated agent A unique identifier for the consignment, such as the number of the air waybill The contents of the consignment, except for: Consignments which, individually, are less than 6mm in thickness and of which the total weight is less than 250 grams Group consignments composed exclusively of these consignments The status of the consignment with regard to security, by means of one of the following acronyms: SPX (may be transported on a passenger flight, or all-cargo or all-mail flight) SCO (may be transported solely on an all-cargo or all-mail flight) SHR (may be transported on a passenger flight, or all-cargo or all-mail flight, respecting the requirements relating to highrisk cargo or mail) The reason for which the status with regard to security has been issued, per acronym are: KC - Received from a known consignor AC - Received from an account consignor The method of screening used The reasons for exemption from inspection/ screening of the consignment The name of the person who issued the classification status with regard to security, or an equivalent identification, as well as the date and time of issue The unique identifier received from the appropriate authority, or from any regulated agent who has accepted the status in respect of security assigned to a consignment by another regulated agent 26

28 Detection of prohibited articles Introduction In the event that a prohibited article is discovered, you must act: Immediately Cautiously Rigorously following the company s security procedures The prohibited article may be a part of an ongoing terrorist plot The discovery of a prohibited article may be the consequence of a break in the security chain The prohibited article detected may pose a threat to you and those around you, to your company, to the aircraft, or to the airport buildings Co-ordinated measures must be put into effect to manage the threat
