3 The Need for a Commodity Flow Survey Prioritizing Infrastructure Investment Not all roads are of equal economic importance. A truck counter might tell us the number on the roadway, but does nothing to understand the value of its cargo. By developing an understanding of the commodities on a specific corridor, we may generate a measure of the wider economic impact of its improvement.
4 National Datasets Freight Analysis Framework (FAF) Data from 2007 Commodity Flow Survey and other sources. Nationally Based Performs well when considering interregional flows. However, it does not have the capacity to detail the finer flows on smaller roads.
5 Two Major Origin-Destination Surveys: Eastern Washington Intermodal Transportation Study (EWITS) Strategic Freight Transportation Analysis (SFTA)
6 Surveys conducted on the roadway around ,000 trucks were stopped at 30 locations throughout the state. Conducted Seasonal (Winter, Spring, Summer, Fall) Produced a large database of highway specific information: O-D, Commodity, Volume, payload, configuration, Hazmat, major highways, and minor streets used, etc. FPTI researchers were able to generate 20+ reports for various agencies and Commodity groups throughout the state. However, data quickly becomes aged.
7 Surveys conducted on the roadway ten years after EWITS (~2004). 29,000 trucks were stopped at 29 locations throughout the state. Used 350+ Lions Club Volunteers as Survey takers. Able to generate a whole new round of reports to jurisdictions throughout the state..but again.data becomes obsolete!
8 The Economy of Washington is growing and changing. Budgets remain rather tight. Investment must be strategically planned and justifiable. Trucks make up a small percentage of road users, but a large percent of the costs borne due to delays Therefore know how they experience/use the roadways is vital.

11 Cooperation with the Washington State Patrol s Commercial Vehicle Enforcement Officers (CVEOs) Lion s Club Crews Work around the clock performing 3-5 minute questionnaires with the drivers. Collect between surveys per survey day.
12 How much freight is crossing the Snoqualmie Pass both in tonnage and value of freight? What types of products are crossing the Pass, on a daily, seasonal, and yearly basis? What routes does freight take when Snoqualmie Pass is closed? Which Ports benefit most from Snoqualmie Pass? Is Snoqualmie Pass used primarily for importing or exporting freight? How much does closing the Pass cost the state of Washington s economy? How much does it cost freight companies when the Pass is closed?
