3 Rates and Resource Planning The level and structure of an electric utility rates is greatly affected by system load and the types of resources required to serve that load. The nature of those resources drives the annual revenue requirement and rate levels. Rate design structures and rate levels can in turn significantly impact customers energy consumption decisions and their consumption patterns, which will impact future resource needs. Customer Response Rates System Load Revenue Requirement Resources
4 Characteristics of EPE s System and Resource Needs EPE s system peaks during summer months EPE s predominant peak hours are during summer weekdays between Noon and 6:00 pm, June through September (approximately 525 hours or 6% of the year) EPE s revenue requirement includes the cost of all resources necessary to meet system peak

7 What is Rate Design? The process of setting prices for utility services at levels that permit a utility to recover the total revenue requirement allowed by regulatory authorities in an equitable manner that satisfies corporate, regulatory (just and reasonable) and legislative (public policy) goals.
8 Rate Design Principles and Goals Effectiveness Yield total Revenue Requirement / capital attraction Fairness / Discrimination Avoid undue discrimination Stability / Predictability / Efficiency Discourage wasteful use, encourage innovation and economic response Simplicity / Understandability Reduce misinterpretations
9 Definitions Power Kilowatt (kw) relates to power, capacity or demand Instantaneous measure Work Kilowatt-hours (kwh), or energy Load factor Relationship between energy and capacity Expressed as a percentage, it relates actual energy to the maximum energy available
10 Revenue Requirement Overall revenue requirement is calculated, which equals all costs associated with providing electric service to customers Individual costs are functionalized as to: Generation Transmission Distribution Customer Accounting and Services Functionalized costs are classified as to: Demand-Related Energy-Related Customer-Related
11 Cost Allocation System Cost of Service New Mexico Texas / FERC Residential Commercial Industrial Agricultural St. Lighting Generation (Capacity/Energy) Transmission (Capacity) Distribution (Capacity/Customer)
12 Cost Allocation (Drivers) Costs are allocated to jurisdictions based on: Contribution to system coincident peak demand or non-coincident peak demand (kw) Energy consumption (kwh) Costs are allocated to rate classes within jurisdictions based on: Contribution to system coincident peak demand or non-coincident peak demand (kw) Energy consumption (kwh) Customer characteristics (e.g., voltage level at which customers are served or types of metering required) Costs may also be directly assigned
13 Allocating Generation Costs Capacity Costs Typically allocated based on contribution to System Peak Demands Plant O&M Both fixed (Demand) and variable (Energy) related Fixed costs allocated on System Peak Demands Variable costs allocated based on annual kwh by class Fuel Allocated based on Class Energy Responsibility Passed through to customers based upon kwh consumption
14 Coincidence of Demand Integrated Utility Coincident Peak maximum demand of aggregate customer load at one point in time. Non-Coincident Peak sum of individual maximum loads for all customers (independent of when they occur).
15 Generation Resources Nuclear Generation Very High Fixed Costs, Low Fuel Costs Coal Generation High Fixed Costs, Low Fuel Costs Natural Gas Generation Low Fixed Costs, High Fuel Costs Renewable Resources High Fixed Costs, No Fuel Costs (Still Have O&M costs) Energy Efficiency and Demand-Side Resources Costs are based upon avoided costs and consistent with Natural Gas Generation
16 Basics of Rate Design Design Rates Based on Class Cost of Service Recover costs allocated to each customer class from that customer class in a manner to minimize or eliminate inter-class subsidies Recover costs within a class in a manner that appropriately reflects cost characteristics and limits intra-class subsidies Rate structures should appropriately reflect characteristics of predominant current and future cost considerations
17 Basic Rate Structures Energy only rates Generally consist of a fixed monthly customer charge and an energy (per kwh) charge Usually smaller less sophisticated energy users May include optional TOU (seasonal) energy rates Blocked Energy Demand (per kw) charge Energy charges blocked first 200 hours, next 150 hours, all remaining Essentially a proxy for TOU energy rates Demand Metered Demand (per kw) charges, may be TOU differentiated TOU energy charges Optional Real Time energy prices (RTP)
18 NM Rate Structure Overview All rates except Street Lighting Service, Private Area Lighting and Outdoor Recreational Lighting Service contain seasonal price differentials to encourage conservation during summer months. Most rates contain optional time-of-use rate structures to specifically encourage energy conservation and load shifting during summer on-peak hours. Large Power Service does not have a non-tou rate option. Encourage customers to improve load factor, higher load factors help level System Profile Demand Charge and Energy Charges have lower rates for service delivered at primary and transmission voltages
19 Typical Residential Rate Structure Customer Charge Energy Charge [CCCCCCCCCCCCCCCC rrrrrrrrrrrrrr CCCCCCCCCC AAAAAAAAAAAA CCCCCCCCCCCCCCCC MMMMMMMMMMMM] Customer-related costs include those costs associated with maintaining a customer in the system, including metering and billing, and other customer service costs. [EEEEEEEEEEEEEEEEEEEE eeeeeeee AAAAAAAAAAAA EEEEEEEEEEEE] The volumetric rate will recover all remaining costs, whether variable or not. Pros Simple Easy to understand/bill Stable Cons Sales risk Unfair to larger customers Inefficient (not an accurate price signal)
20 TOU Residential Rate Structure Customer Charge TOU Energy Charge [EEEEEEEEEEEEEEEEEEEE eeeeeeee AAAAAAAAAAAA EEEEEEEEEEEE] Allocated energy costs differentiated by season and TOU period (higher fuel and O&M costs). Generation capacity costs allocated to the class are assigned for recovery during peak season and period. Pros Simple Easy to understand/bill Better price signals, enable load shifting and conservation Cons Sales risk Complicated, requires greater focus on usage characteristics
21 Demand Rate Structure Customer Charge Demand Charge T&D capacity costs allocated to the class are assigned for recovery on a monthly basis. Generation capacity costs allocated to the class are assigned for recovery during peak season and period. TOU Energy Charge Allocated energy costs differentiated by season and TOU period (higher fuel and O&M costs). Pros Better price signals, enable load shifting and conservation Limits intra class subsidies Cons Complicated, requires more expensive metering

23 Distributed Generation Pricing structure and tariffs provide incentives per kwh for customer-owned renewable distributed generation resources such as solar photovoltaic and wind generation. Energy is net metered Reduces energy supplied by EPE Reduces energy bills for participants EPE obtains Renewable Energy Certificates (RECs) for energy produced by Distributed Generation resources. To the extent fixed (capacity) costs are avoided by participants, these costs are unrecovered or are borne by non-participants.
24 Dynamic Pricing Critical Peak Pricing Rates Increased prices for consumption during specific peak hours, offset by reductions to non-cpp usage. Advance notice may vary (usually day-ahead) Price differentials can cause significant consumption changes Requires more sophisticated metering and communications Peak Time Rebate Customers compensated for reductions during called curtailment periods Other Load Management Options Capacity Bidding establish processes whereby larger customers can bid capacity for use as a resource during curtailment period Evaluate direct load control programs for smaller customers Programs are designed to target specific applications and increase participation Require more sophisticated metering and billing
