CEF-Transport General Intermodal Platform- Port of Huelva

Content Objectives Activities and tasks Executed activities Expected impact Conclusions and next projects

Objectives APH s Mission: To offer intermodal transport services to logistics transport chains, managing the provision of infrastructures, land and other resources for industrial and commercial activities, as well as other services that promote the economic development of its area of influence. The Plan identifies the improvement of connectivity and intermodality of the Port as a key determining factor. The project will focus on the development of works that improve the interoperability of the transport services offered by the Intermodal Platform of the port.

Objectives Main Objective: To improve the connections in the South-West of Europe, on the basis of the intermodality in the Port of Huelva, reducing the existing pressure in the road transport`s bottlenecks (at North: toward Madrid and Pyrenees; at South: toward Canary Islands and Strait of Gibraltar). Specific objectives: Obj 1: To foster the freight transport in the South-Atlantic European Arc improving the intermodality. Obj 2: To reduce emissions derived from freight transport in the South-Atlantic European Arc. Obj 3: To encourage the increase of the North-South railway transport in Spain and with Portugal. Obj 4: To communicate the Port of Huelva as reference port in the South-Atlantic Europe.

Activities and tasks A1.- COORDINATION OF THE PROJECT, RISKS MANAGEMENT AND QUALITY CONTROL T1.1 Project coordination and management. T1.2 Reports and financial management. T1.3 Quality control and risk management. A2.- IMPROVEMENT AND ADAPTATION OF THE INTERMODAL TERMINAL T2.1 Improvement of the intermodal railway mode change facilities for bulk goods. T2.2 Adaptation of the railway terminal to trains with a 750m lenth. A5.- DISSEMINATION AND COMMUNICATION A3.- IMPROVEMENT OF THE ROAD ACCESIBILITY TO THE INTERMODAL TERMINAL T3.1 Redevelopment and improvement of access points to the Terminal. T3.2 Duplication of the last road section used to access the Southern area of the Terminal. T3.3 Improvement of the vehicle parking area. T5.1 Design and implementation of the communication plan and identification of the targets groups. T5.2 Preparation of general dissemination and communication material. T5.3 Communication with stakeholders. A4.-IMPROVEMENT OF THE SAFETY SYSTEMS AND THE INFORMATION FLOWS OF THE TERMINAL AND LOGISTICS CHAINS T4.1 Optical fibre cables and integration of systems installed in the Smart Port. T4.2 Command and control system used to improve safety.

Executed activities Intermodal railway mode change facilities for bulk goods The system Trucks go down a ramp and arrive to the pit (this is located at 2.5m under the level of the railway. Trains, with a diesel engine, stop in a track parallel to the general one, going on the downloading pit. 5: The truck goes up on the ramp towards the port. Work area 1: Trains with diesel engine arrive the pit 2: The good falls into the pit through the side gates of the wagons. 4: The shovel carries the good to the truck stopped in the pit. 3: A shovel takes the good. The pit is provided with a metal cover with 8.5m of span, that protects goods from rain. Profile detail Metallic structure The downloading pit is a reinforced concrete structure equipped with a metallic cover with 8.5 m of span that protects goods from rain. Sheet

Expected impact Containers TRAIN Traffic: , January: Kick Off , August: 200 Trains in total (the first 8 months). 30 Trains/month aprox , Year-end Forecast: 400 Trains/year 20,000 TEUS/year Forecast 100,000 TEUS/year

Expected impact POSITIVE IMPACT ON: Traffic management. Congestion. Modal distribution. Interoperability. Optimization of the current capacity. Service quality. Security in Access points.

Expected impact - IMPACT ON ENVIRONMENT. Reduction of GHG emmisions. Encouragement of the intermodal transport based on railway and maritime transport. Reduction of congestion in roads (fewer accident s risks and acustic and atmosferic pollution). Improved energy efficiency and energy saving. Improved protection against environment risks. Contribution to sustainable transport. - IMPACT ON REGIONAL AND LOCAL DEVELOPMENT. Reduction of costs for local and regional producers. Creation of value in regional/local chains. Diversification of the economic activity and increase in the possibilities of employment. Improvement of the knowledge about Huelva as service area in maritime transport. Increase of commercial relationship. Increase of the port land s value and surrounding areas.

Conclusions and next projects Intermodal Platforms, efficient infrastructures for multimodality logistics chains: Ports are nodes of complex logistics chains/networks, thus Ports must invest in Syncromodality, Efficiency and Connected Infraestructures and Processes. The key of success of intermodal port infrastructures, connected with dry ports located in the hinterland, should be based on a clear railway strategy. Next projects: Green corridor to optimize the logistics chain between Majarabique and South Wharf. Development of the clean fuel through the logistics chains. Implementation of ICT to monitor and control.
