1 Introduction: This leaflet Important Inspections on Loading Units ation is addressed to you as customers of TX Logistik as well as in the role of intermodal terminals who are handling loading units on behalf of TX Logistik. The present document shall serve as a descriptive help in providing for a frictionless terminal operation as well as a more secure and uninterrupted railway operation. In the initial inspection, loading units coming in via the terminals are inspected to verify whether they can be handled and transported. To avoid transportation failure or unnecessary waiting periods at the terminal from the outset, we recommend repairing obvious defects or damage on the loading units before they are delivered. The proper condition of the loading unit is within the responsibility of the supplier. The most frequently objected defaults that lead to the exclusion of transportation include: loose tarpaulins or open doors tarpaulins not properly fixed or damaged damaged or missing customs seals or custom ropes shifted cargo due to insufficient securing missing or inadmissible codification and designation as hazardous material strongly damaged grip edges or corner fittings damaged supporting legs As a matter of principle, the cargo in combined transportation should be secured in a way that the cargo can bear impact loads of 1 g in and against the direction of travel and 0.5 g transversely to the direction of travel during combined transportation. Cargo not secured may lead to the exclusion of transportation at any time. The inspection of the cargo securing is not within the terminal s responsibility. Please note that this leaflet does not replace the applicable rules and regulations of rail transport. 2 Important Inspection Steps on Trailers or Swap Bodies: At loading units with tarpaulins in curtainsider design, all lashing straps need to be closed and secured. (After makeshift securing, one damaged lashing strap on each side is tolerated. Such damaged strap may not be located directly next to the locking bar.) Corrugated canvas is not admissible. Example of a loose lashing strap. Lashing straps below the gripping edge are not admissible. Handling of the cargo is technically not possible. It is not admitted to fix strapping on the side plates or locking latches for tying down cargo. 2

3 Flexible straps must be pulled through all eyelets of the horizontal tarpaulin securing fixture. If an eyelet is missing, the strap must be secured with wire/plastic strips. It is not necessary to pull a safety rope through the eyelets of the lashing straps:... existing safety ropes must be either pulled through all eyelets or duly coiled up. For loading units with so-called Hamburg covering, a securing rope must be pulled through all eyelets. It is tolerable if up to three eyelets, not located in a row, are missing in the horizontal tarpaulin fixture. It is not tolerable if the first or last eyelet is missing. 3

4 Shirr is not admissible for securing. Shirr as a securing means is admissible in combination with a safety rope. In case of transportation via non- countries, the forwarder has to seal the doors. 4

5 At all loading units, the doors and front sides must be closed and secured! The upper latching also needs to be checked. On all loading units, the lateral panels must be closed and secured. 5

6 On all loading units, the side curtains must be closed and secured. The locking bar must be duly secured on the upper end and on the lower end. Terminal Operation Version: Insufficient securing of locking bars leads to open curtains during the train ride. Usually, wagons with open curtains have to be withdrawn. We recommend our customers to fix the locking bar by means of a lashing strap as an additional measure. 6

7 The locking bars must fit tightly to the guide with no play. Terminal Operation Version: Damage to the fixture of the locking bar is not tolerable. 7

8 In case of loading units with a tarpaulin body, the cargo must be duly secured (see page 1). The cargo may not be leaned against the tarpaulin. Units like this will be rejected by the wagon inspector or have to be left behind during the ride! If the tarpaulin is only pierced, this indicates that the cargo has shifted. Units like this have to be fixed before acceptance at the terminal. 8

9 On all loading units, the top sides must be closed and secured. On the top side of a loading unit, no more than one rivet may be missing per side. Such missing rivet must not be the first or last one. Example for missing rivet at the top side. Example for missing rivet at the last position at the top side. 9

10 The tarpaulins must be in a roadworthy condition without any holes. Holes or rips of a size of up to 30 mm may be fixed by the driver with sticky tape. Holes or rips that are larger than 30 mm must be welded. Rips in the tarpaulin, for example close to the locking bar, are also not admissible and must be repaired by a professional. 10

11 Bent supporting legs constitute a defect and must be recorded at gatein. Upon consultation with the wagon inspector, the trailers may be loaded. It must always be possible to retract the support legs. The yellow code plates must be mounted on each long side, where they are well legible. They provide information on the allocation of the loading units to the wagons and the admission of the units for route profiles. If a plate is missing on one side, it may be replaced by a provisional plate as long as there is an original plate on the other side. On all loading units with permanently installed steps or ladders, there must be a high voltage warning sign (lightning flash) close to such steps or ladder. 11

12 Foldable underride guard at the back and on the sides must be folded up and latched. This step has to be done by the driver. Semi-trailers must have a valid license plate. The roadworthy condition of the semi-trailers must be ensured. The air suspension system of the semi-trailers must be vented before the cargo is loaded (1). The brakes must be released before loading (2). After loading, the crank-handles must be secured. 12

13 Additional Inspection Steps on Swap Bodies: Terminal Operation Version: On all loading units, the side panels must be closed and secured! Supporting feet must be folded up and latched by means of a safety mechanism. The safety mechanism must work with two devices (inside and outside). 13

14 Important Inspection Steps on Containers: Terminal Operation Version: The doors must be locked. The fasteners must be closed each one by one. On the right side of the picture, one fastener is not closed. A sign indicating the height and width must be attached to the container. There must be a valid CSC plate on the container, indicating the next inspection date. If the CSC plate includes a complete ACEP admission code, the next inspection date is not required. If waste is forwarded to Italy, the loading units must be marked with a yellow sticker (25 x 25 cm) with a black R on it. 14

15 Due attention should be paid that each rod assembly is properly locked on top of the container and at the level of the container floor. The corner fittings must be in a functional condition. On open-top containers, the top must be duly closed. It is tolerable if up to three eyelets, not located in a row, are missing in the horizontal tarpaulin fixture. The same applies for strongly bent, ground reinforcement rings in eyelets. 15

16 Important Inspection Steps on Tank Containers: Terminal Operation Version: Blind flanges must be fastened. Both the fittings and the safety covers must be closed. The dome covers must be closed. There must be a valid date for the pressure inspection, to be found in several instances on the container, for example on the CSC plate. Railings on tank and silo containers must be folded in and secured. 16

17 Important Additional Inspection Steps for Truck Drivers on Loading Units with a Folding Top: On loading units with a folding top, the moving parts always have to be checked. For this purpose, the top tarpaulin must be closed entirely and the locks must be latched. The double-sided locking/securing appliance of the folding top must be inspected once again prior to transportation by train in order to avoid incidents during the ride. 17
