2 The Way Ahead, A message from the Maritime Administrator A Vision for the 21 st Century November 2007 The Maritime Administration has a lead role in the advancement of the United States 21 st century marine transportation system. A system that will: Support the growing importance of international trade to the continued prosperity of the United States by easing congestion throughout the intermodal transportation network-from door to door Enhance America s leadership and prominence in the international marine transportation community while continuing to promote a strong domestic merchant marine, a highly skilled workforce and making better use of the nation s marine highways Promote U.S. shipbuilding and repair facilities Stimulate competition, innovation and efficiency and involve the private sector more fully in the financing, development and management of transportation infrastructure Meet national security transportation needs no matter where in the world conflict may arise Help overcome impediments to maritime system growth while addressing the concerns over safety, security and the environment 2

7 The Solution - Governments Supporting disasters an online repository of facility information, points of contact, resources, and plans Supporting the economy immediate access to assess business interruptions, respond to political questions, etc. Supporting planning & affiance a repository of data sets and access to transportation models to better plan for MTS investments Information sharing enable groups to collaborate that otherwise don t have a spot to interact electronically, both domestically and internationally 7
8 The Solution Commercial Industry Provide a single portal for interfacing with the federal government to reduce the reporting burden Provide an electronic mechanism to transfer data to the government, eliminate paper Provide status information about the MTS to reduce congestion and environmental impacts Enable collaboration by industry in policy formulation and vetting Enhance intermodal information capture using industry interaction 8
9 Authority Legislative Interest Report to Congress on strategic port status Funding actions from Congress FY Marine Transportation System- The Maritime Administration is the single source for all Marine Transportation System [MTS] information. The information advocate is a comprehensive database of information to assist in reducing intermodal congestion and to increase transportation efficiency. FY Marine Transportation System Information Advocate- As the lead agency for maritime matters within the Department of Transportation and as a result of the February 2005 congressional report on the interoperability of information resources among strategic ports, the Committee directs that MARAD be designated as the Marine Transportation System [MTS] Information Advocate to serve as the focal point for MTS information management. FY Maritime Information Management System- The DOT estimated that the volume of domestic and international maritime trade will more than double over the next 20 years. This increase in traffic volume will contribute to unmanaged congestion on the inter-coastal waterways and poses a potential security risk. To better understand and prepare to address this very critical issue, the Committee directs the Maritime Administration to prepare a conditions and performance report and needs assessment on the inland waterway system. Furthermore, the Maritime Administration is directed to initiate the development of an integrated marine transportation system information management system. 9

Intermodal Information about location, type, capacity and capability of the various modes of transportation that coincide with a particular port. Cargo and Cargo Flow Information about domestic and international cargo and cargo flows by port. Mariner Statistics on trained and licensed Mariners. Shipyards Information about domestic and foreign shipbuilding and repair yards. 10
