6 Understanding the Opportunity ETA defines advanced manufacturing as the use of technology or other productivity enhancing business processes in the manufacturing enterprise and/or value added supply chain. This definition is not synonymous with high-tech manufacturing as the emphasis is on processes used in production rather than the output of high-tech products. In addition to actual production and assembly activities, this definition d includes product design, process engineering, quality control, software s support, product packaging, shipping, inventory management and maintenance of capital equipment.

11 Which Led To MSSC Recognized by federal National Skills Standards Board (NSSB) as Voluntary Partnership under National Skill Standards Act Responsible for developing nationwide system of industry-led standards, assessments, and certification Applicable to all manufacturing sectors and all production/production-support occupations from entry-level to first-line supervision 2001 NSSB formally endorsed MSSC standards in the six concentrations of manufacturing (now Tier 4 of DOL/ETA s Adv. Mfg. Competencies Model)
12 Strategic Partnerships North Central Texas Workforce Board serves as the fiscal agent. North Texas Logistics, Supply Chain & Advanced Manufacturing ClusterC provides subject matter experts for development of curriculum and assessments ents ensuring the program is industry driven. Texas Manufacturing Assistance Center manages the project. Manufacturing Skill Standards Council develops curriculum and corresponding assessment tools to complete training and credentialing for production and developing certification system for CPT. Cedar Valley College serves as a member of the North Texas Logistics, Supply Chain & Advanced Manufacturing Cluster and MSSC Assessment and Certification Center. Community Learning Center serves as a member of the North Texas Logistics, Supply Chain & Advanced Manufacturing Cluster and MSSC Assessment and Certification Center. Hillwood, Inc./Alliance Texas serves as an industry sponsor and coordinator of logistics subject matter (SME) experts through their 150+ corporate residents and17,000 acre industrial community and Foreign Trade Zone (FTZ)

15 Supply Chain Logistics CLA/CLT development by MSSC in line with US DOL definition of Advanced Manufacturing, which includes packaging, shipping (though not the actual transportation), inventory management MSSC s s CLA/CLT System will be comprehensive, covering the full spectrum of product handling, from the time product leaves the factory to its final delivery to the customer This is analogous to MSSC CPT, which covers the full spectrum of the production process and covers all industry sectors

22 Manufacturing Skills Standard Council (MSSC) PRODUCTION Certified Production Technician (CPT), Certificate (October 2007 to December 2008) In January 2008 and in coordination with its program partners CLC, begun to implement the MSSC s s established state-of of-the-art system for training, assessing and credentialing individuals for the MSSC- Certified Production Technician, a certification that covers four core competency areas: Safety Quality and Continuous Improvement Manufacturing Processes and Production Maintenance Awareness
23 As of today, CLC, Inc. has: Enrolled 50 individuals in the CPT program Delivered 102 modular courses 97 Assessments Graduated 16 individuals who have passed all four assessments and earned the MSSC Production Technician Certification Certificate (3 more pending by September 30, 2008) Placed 20 individuals in manufacturing positions in the DFW areaa In addition, CLC has enrolled 32 unemployed workers in a Tarrant County Workforce Development Board Aerospace Manufacturing Training Program and thus far has offered 32 modular courses in Safety. Twenty of the 32 individuals are still in training and ten graduates ates are either employed or their employment is pending.
24 SUPPLY CHAIN LOGISTICS Certified Logistics Associate/ Certified Logistics Technician (CLA/CLT) (April 2009 to March 2010) Given CLC s s experience with CPT, CLC, commencing in April 2009, will train 125 trainees in CLA/CLT. In coordination with its program partners, CLC s s will carry out the following CLA/CLT activities: Retain two MSSC CLA/CLT certified instructions. Engage in marketing activities with Industry, Academic and community based partners to increase MSSC CLA/CLT program awareness. Identify potential trainees and administer the Test of Adult Basic Education (TABE) to determine trainee suitability.
25 Activities cont d Trainees scoring below the 10th grade level on the TABE will be referred to the CLC s s United Way Academic Program for Intensive Literacy Remediation. Train and assess 125 suitable trainees in 188 CLA/CLT modular courses. Assist trainees obtain MSSC certificate for successful completion n of each module. With assistance and support from NCTWDB, TMAC, MSSC conduct on-going trainee and industry assessment of knowledge attained by trainees and skills demonstrated in accordance with performance standards.
26 The utilization of MSSC CLA/CLT modular courses will: Increase and enhance skill areas of program participants. Increase new opportunities for workers to gain access to high- skill/high-wage jobs in aerospace and manufacturing industries. Help workers get proper credit for the training they receive. Sustain an on-going MSSC CPT and CLT training program. Industry Partners will have increased flexibility relative to assigning signing workers in accordance with various needs in production schedules, tasks and demands. Increase manufacturing companies awareness of these essential certification programs resulting to hiring and retaining crossed sed trained workers.

29 Cedar Valley College Cont: Share and apply the MSSC training modules with the local high (Texas Can Academy) to help reduce dropouts and creates a strongers labor market as the Southern Sector anticipates the growth of the Dallas Logistics Hub Future: Applying for a Skills Development Grant to offer the MSSC M model and Lean Manufacturing training to local manufacturing g and logistics business in the Dallas County area by collaborating with 5 of 7 campuses in the Dallas County Community College District
30 Anticipated Outcomes Increase and enhance the CLA/CLT skill areas of participants. Have increased flexibility relative to assigning workers in accordance with various needs in production schedules, tasks and demands. Have increased capacity relative to responding to various needs n in production schedules, task, and demands in more cost-efficient and production-effective manner. Increase the flexibility of more skilled and productive CLA/CLTs thereby reducing costs for the hiring and training of new certified applicants Increase new opportunities for workers to gain access to high gh- skill, high-wage jobs in both advanced manufacturing and its related logistics fields.
