1 TEXAS FREIGHT MOBILITY PLAN: FACILITATING TEXAS ECONOMIC GROWTH AND GLOBAL COMPETIVENESS Regional Freight Advisory Council (RFAC) North Central Texas Council of Governments April 14, 2015 Goals and Objectives Feb. 20, 2014

2 Introduction: Texas Freight Mobility Plan First state level freight plan for Texas. Covers immediate and long-range freight-related planning and investment. Identifies critical freight transportation facilities. Prioritizes investments, initiatives and policies. 2

3 Funding Freight Improvement Projects MAP-21 legislation asks each state to develop a freight plan. Projects that demonstrate an improvement to freight movement and are identified in a state freight plan are eligible for increased Federal funding of up to: 95% if on the interstate system. 90% if on non-interstate facilities. 20 Identification of Texas Freight Transportation Investments Ten broad need areas identified and compared to current planned projects to create a list of potential freight improvement projects and future freight planning priorities. Two key criteria were used for project identification: 1) Addressing the needs of the Texas Highway Freight Network 2) Meeting Freight Plan s strategic goals Projects were analyzed to ensure they address at least one of the Freight Plan goals Highway projects identified with input from stakeholders and through a quantitative and qualitative process of matching highway freight needs and deficiencies with current planned TxDOT and MPO projects. 20
