2 INTRODUCTION Under the distinguished chairmanship of Mr. Besey Uirab, Chief Executive Officer of Namibia Port Authority and president of the Port management Association of Eastern and Southern Africa (PMAESA), the 11 th Conference of the Pan African Association for Port Cooperation (PAPC) which brought together the Managing Directors and experts of member ports and organizations of the Port Management Association of West and Central Africa (PMAWCA), PMAESA and the Union of Port Administrations of Northern Africa (UAPNA), was held on 17 th and 17 th February 2017 at the King Fahd Hotel in Dakar (Senegal). The opening ceremony of the Conference, which was chaired by His Excellence =y the Prime Minister representing the President of the Republic of Senegal, witnessed speeches delivered by the the Director general of the Port of Dakar (host of the Conference), the Executive President of the PAPC (Director General of the Port of Abidjan and Vice President (Africa) of the IIAPH), the Director General of the World Trade organization (WTO), as well as goodwill messages by the International Maritime Organization (IMO), Maritime organization of West and Central Africa (MOWCA), and the union of African Shippers Councils (UASC). Held under the theme: Quality assurance in African Ports as a step towards ISO Certification Challenges and perspectives, the main objective of the 11 th PAPC Conference was to bring together key players and expertise in the port sector and quality assurance and certification industry in order to explore and provide a deeper understanding of the concept of quality and practical lessons on ISO certification in the ports; sensitize African ports on the importance of quality assurance and how to align ISO certification with measurable results and value addition. Participants at the Conference included the following: Managing Directors and Experts from member ports nd organizations of PMAWCA, PMAESA and UAPNA; Representatives of International, sub regional and national institutions including the International Maritime Organization (IMO), Maritime organization of West and Central Africa (OMAOC), Union of African Shippers Councils (UASC), African Transport Programme (SSATP), African Development Bank (AfDB), Tanger Med Engineering Ltd (Morocco), SOGET and SEFACIL (France), Ghana Shippers Authority, and the EU s MARENDA project. 3 Representatives of other partner organizations and consultancy firms including CMA CGM, Abington Advisory, SGS, G3S Securimind, CIC-Relais Consult Group, Port of Marseille, and the Port of Rotterdam. CONFERENCE PROCEEDINGS AND PRESENTATIONS A total of sixteen expert representing Port Authorities, quality certification organizations, shipping lines, shippers Councils, independent consultancy agencies, delivered technical presentations at the Conference, which was facilitated under four sessions. Session 1 was a special session dedicated to the African development Bank and the SSATP. The ADB provided highlights of its support to the ports sector which covers funding of technical and feasibility studies, infrastructure development, trade facilitation mechanisms, road, rail and inland waterways corridor development, and the terminal concessions. Studies have revealed that for every 5% GDP growth in Africa, there is a corresponding increase of about 10% in goods traffic through ports. This puts pressure on ports to expand their facilities and hence the wave of mass port infrastructure developments in Africa. The ADB would continue providing support to Africa s ports sector by encouraging the sharing of knowledge on best practices and capacity development, while collaborating with Port Authorities and investors for the development of bankable port projects. On its part the SSATP s presentation discussed ongoing initiatives to assist the ports to develop a Guideline on Port Concessions as well as a study on port information technology systems for the collection and analysis of statistical data for the effective measurement of port performance indicators. These two projects are ongoing and should be completed by the end of African ports were therefore invited to take advantage of the results of the two projects to not only improve on their performance, but to also facilitate trade and the economic development of the continent. Presentations of Sessions 2, 3 and 4 focused on the subject of quality and ISO certification under the following sub themes: - Session 2 looked at the Concept of ISO certification justification, categories of certification, fundamental requirements. This session which was facilitated by SGS (Ghana), Abington Advisory Ltd (France), CIC-Relais Group (Morocco), and G3S Securimind (Senegal), Page 3

4 discussed the various aspects of quality and ISO certification, its related costs and the linkage between ISO certification and concrete results. - Session 3 examined ISO certification in ports practical experiences of port authorities and terminal operators. The Ports Authorities of Dakar (Senegal), Lome (Togo), Gabon, Kenya, le Havre (France), and Tanger Med Engineering (Morocco), shared their practical experiences in the ISO certification and emphasized that ISO certification did produce concrete positive results by way of an improvement in service quality, reduction in the over cost of operations and the preservation of the marine and port environment. - Session 4 provided perspectives of port users, industry researchers and international development partners on what is a Quality Port. The session was facilitated by CMA CGM, Ghana Shippers Authority, Appropriate Communications Ltd (Belgium), and the NGO PENAf, which specializes in research and capacity building on port environment issues in Africa. Each presentation emphasized the critical need for ports to ensure that ISO certification contributes to concrete improvement in port service delivery. This is because a symbolic representation of ISO certification without any positive impact on customer satisfaction will not justify the investment in the process of certification. CONCLUSIONS AND RECOMMENDATIONS After the brilliant presentations and rich discussions, the 11 th following key conclusions and recommendations: PAPC Conference drew the 1. Quality assurance has become a reality and a requirement in international trade and many of the world s major ports including some ports in Africa have implemented quality assurance programmes and obtained ISO certification in the various categories such as ISO 9001, 14001, 28000, and OSHAS Further developments are ongoing to soon introduce ISO as well. African ports are therefore encouraged to embrace quality assurance and seek to progressively obtain certification under the various categories in order to ensure a sustainable improvement in the competitiveness of ports. 5 2. There are various categories of ISO certification each of which has certain basic requirements. For example, generally, the certification process involves the following 4 main stages: i. Stage 1: Choose the best solution and understand its effects: - Based on the port s strategic objectives, define the expectations based on the standards, motivations, and deployment strategy; - Conceptualise the ultimate objectives and the cost of the investment which will vary depending on the size of the project and the system to be deployed; ii. Stage 2: Set up a suitable predefined management system: - The formation of an outstanding Quality Management Team which will define the process and procedures necessary for certification, ensure constant monitoring and improvement of the system and the results achieved; - The participation of all management and staff of the port, as well as all members of the port community in order to obtain a mutual commitment of all actors so as to achieve the set objectives of the quality system. iii. Stage 3: Certification Audit: - Conduct a self-audit to assess the proper functioning of the new quality management system; - Identify areas of non - compliance and take corrective measures; - Chose an impartial certification agency. iv. Stage 4: Monitoring, evaluation and continuous certification improvement - Maintain the same momentum for the certification and put in place a continuous improvement system to ensure the long term success and efficiency of the quality management system; - Put in place a periodic internal and external monitoring and audit programme. - Review the Certification every 3 years. 6 All of these requirements must be taken into consideration in order to enable a port to rationally manage the technical and financial resources of the company, guarantee continuous improvement of the quality of port services and increase revenue. 3. The experiences shared by ports that have already obtained ISO certification, revealed that quality assurance systems and ISO certification enables ports and port organizations to adopt good management policies and practices that generate valuable results in four key areas such as: Improved quality of services to clients; Improved corporate social responsibility; Improved workplace health and safety; Improved environmental protection. African ports must therefore prioritize quality certification approach and endeavour to obtain certification in at least one of the certification categories namely ISO 9001, ISO 14001, ISO or OHSAS 18001, in order to benefit from the invaluable advantages of these indispensable quality management tools. 4. In recent times, with the deployment of larger vessels that can transport more than 10,000 TEUs, with minimum draughts of 15m, and length of 330m, which therefore require longer quays, shipping lines are putting pressure on port authorities to ensure: Port Competitiveness in terms of cargo and ship handling costs, facilitation of transhipment, partnership with ship owners, and smooth flow of cargo traffic, among others; Modern infrastructure and operational tools; A smooth, continuous, efficient and safe port access to port; A fluid Connectivity in terms of flexibility and access to feeder vessels, simplified documentation and Customs clearing procedures, development of tools and platforms for easy rails/roads access. These port service quality requirements and expectations can best be addressed through a quality assurance programme. All port authorities and governments are therefore challenged to embrace Page 6

7 quality assurance and ISO certification in the day to day management of their operations and service delivery. PAPC and its sub regional members (PMAWCA, PMAESA, and UAPNA), in its initiatives for cooperation, should continuously promote the creation of platforms for the exchange of experiences among African ports in order to encourage each port on cont9nent to acquire ISO certification in at least one of the quality assurance certification categories. Based on the foregone lessons learned, the 11 th Conference of the Pan African Association for Port Cooperation (PAPC) concluded that, just like any other sector of activity, quality assurance and ISO certification are worth required the financial, material and manpower investment because they generate positive results not only for the benefit of port service providers, but also for port users and customers. The 11 th Conference therefore, requests each African Port Authority to take immediate steps and necessary action to implement the recommendations of this conference by strengthening and or setting up its quality assurance system for ISO certification. In the same vein, the 11 th PAPC conference invites all development partner international organisations (ADB, SSATP, World Bank, IMO, EU. etc) to, within the limits of their resources, support African Ports to continuously improve and upgrade port infrastructure and services so as to ensure competitive Africa in terms of port series, trade facilitation and economic growth.
