OVERVIEW The Transport and Logistics Industry Skills Council (TLISC) covers a broad range of industry sectors including: Aviation Maritime Ports Rail Road Transport and Logistics Warehousing. The MAR13 Maritime Training Package, which was endorsed in February 2013 was developed to ensure close alignment with the regulatory requirements of national, state and territory marine authorities and to better address enterprise requirements and the changing technological nature of the Maritime Industry. In March 2013 the Australian Maritime Safety Authority (AMSA) became the maritime national regulator for commercial vessel safety regulation. AMSA also assumed the maintenance and development of the National Standard for Commercial Vessels (NSCV), which was revised and subsequently endorsed in May Revisions to the NSCV particularly impacted on the suite of near coastal qualifications in MAR13. As a consequence the MAR Maritime Training Package was developed to include near coastal qualifications and relevant units of competency. The suite of oceangoing qualifications will be added to the MAR Maritime Training Package in the near future. The MAR Maritime Training Package units of competency, qualifications and Skill Sets are a direct response to changes in NSCV Part D (Crew competencies). The endorsed components have also been restructured to align with the National Skills Standards Council Standards for Training Packages; a quality assured Companion Volume Implementation Guide has been developed and is available on the TLISC website. The MAR Maritime Training Package meets the requirements of the Standards for Training Packages and that this has been confirmed by the independent Quality Report (refer to Appendix B). Stakeholder agreement has been obtained for the components of the Training Package being submitted for endorsement. There are no outstanding issues related to any of these components. This submission to the NSSC includes: 11 qualifications 98 units of competency 5 Skill Sets. 3

SECTION 1 RESPONSIVENESS & RECOGNITION QUALITY PRINCIPLES Reflecting contemporary work organisation and job profiles With the development of MAR13, sector specific reference groups were established with representation from various aspects of the Maritime Industry and associated job roles. The reference groups comprised representatives from appropriate industry operators and peak bodies, regulators at both state and federal levels, major registered training organisations (RTOs) and union representatives, where applicable. Members of the Deck Near Coastal and the Engineering Near Coastal reference groups were reconvened to ensure the Coxswains and Engineer Class 3 qualifications for the MAR Maritime Training Package reflected the changes in NSCV Part D (as endorsed in May 2013). In MAR13 reference group members were required to establish the job roles applicable to their sectors and to identify the competencies that would be required. The job roles were then aligned to regulatory requirements and a structure for each qualification proposed. Once a structure had been agreed to, units of competency were developed and discussed with reference group members. With the development of the MAR Maritime Training Package the reference groups were asked to validate the MAR13 near coastal qualifications and provide advice on any changes that may be required. The AQF level for each qualification was also validated. Drafts of agreed material were then placed on the TLISC website for comment. Driven by industry needs The Government s new shipping reforms introduced new structural and regulatory changes that are aimed at revitalising Australia s Maritime Industry. The MAR Maritime Training Package will assist the Maritime Industry to meet these requirements. Responding to government broad policy initiatives In 2009 the Council of Australian Governments (COAG) agreed to establish a national transport regulator for the Maritime Industry as part of the government reform agenda. Under the new Marine Safety (Domestic Commercial Vessel) National Law, in March 2013, AMSA became the maritime national regulator for commercial vessel safety regulation, delivering a national system in Australia for the first time. With the commencement of this national system, AMSA assumed responsibility for the maintenance and development of the NSCV. TLISC has worked closely with AMSA to ensure the MAR Maritime Training Package will support this regulatory reform. The MAR Maritime Training Package qualifications, Skill Sets and units of competency: ensure close alignment with the regulatory requirements of national, state and territory marine authorities accommodate multiple job roles, enterprise requirements and the changing technological nature of the Maritime Industry. 4

In the MAR Maritime Training Package, qualifications and Skill Sets are directly aligned with the skills and knowledge requirements specified by marine authorities for regulated occupations in near coastal operations as defined in the NSCV Part D. On 16 November 2012 the Standing Council on Tertiary Education, Skills and Employment endorsed the Standards for Training Packages. In the future all Training Packages developed by Industry Skills Councils (ISCs) must comply with these standards. A key outcome of the development of the MAR Maritime Training Package is the transition of near coastal units of competency and qualifications in MAR13 into the Standards for Training Packages templates. Recognising convergence and connectivity of skills Safety underpins all work in the Maritime Industry and is specifically reflected in the MAR Maritime Training Package through two Skill Sets the MAR Safety Training Certification Skill Set and the MAR Shipboard Safety Skill Set. MAR Maritime Training Package qualifications build on these Skill Sets to reflect Maritime Industry specific requirements. The other Skill Sets reflect additional skills required to either bridge certification requirements or support additional roles: Marine Emergency Care, Craft and Communication Skill Set Marine Engineering Class 3 Near Coastal Maintenance Skill Set Marine Engineering Class 3 Near Coastal Shipboard Safety Skill Set. Supporting movement of skills within and across organisations and sectors While work in the Maritime Industry is specific to the industry, it is anticipated that other industries and sectors with a link to the Maritime Industry (such as fishing, tourism, harbor craft, public safety) will find MAR Maritime Training Package units of competency applicable to their situation. Where feasible, units of competency have been imported from other Training Packages (such as Business Services and Health). Promoting national and international portability The MAR qualifications, units of competency and Skill Sets have national portability. They are structured to meet the regulatory requirements of the Maritime Industry and as such are recognised nationally and internationally. MAR Maritime Training Package units of competency are based on international standards, where they apply. MAR Maritime Training Package qualifications are aligned to the Australian Qualifications Framework (AQF); the qualifications range from Certificate I to Diploma. Reflecting licensing and regulatory requirements Regulatory reform has been the main driver in developing the MAR Maritime Training Package. The MAR Maritime Training Package qualifications meet the educational requirements for certification; other certification requirements include sea service, AMSA approved first aid certificates, appropriate radio certificates, certificate of medical fitness and short course requirements. This information is identified in the qualifications concerned; people seeking certification are advised to check with AMSA. 5

SECTION 2 FLEXIBILITY & FUNCTIONALITY QUALITY PRINCIPLES Meeting the diversity of individual and enterprise needs The MAR Maritime Training Package qualifications are structured to meet the regulatory requirements of the Maritime Industry and as such use a core only model. The qualifications clearly indicate where MAR Maritime Training Package qualifications are currently cited as meeting some of the requirements for certification or accreditation by AMSA and that people seeking such certification or accreditation should check with AMSA. Supporting equitable access and progression of learners There are no prerequisite units of competency in MAR Maritime Package Training qualifications. In each unit of competency the guidance information for assessment states that Assessment processes and techniques must be appropriate to the language and literacy requirements of the work being performed and the capacity of the candidate. Supporting learner transition between education sectors The MAR Maritime Training Package supports learner transition between education sectors by allowing direct entry to qualifications and links to the higher education sector. MAR10313 Certificate I in Maritime Operations (General Purpose Hand Near Coastal) and MAR10413 Certificate I in Maritime Operations (Coxswain Grade 2 Near Coastal) provide school leavers with an introduction to the Maritime Industry. Supporting implementation across a range of settings The MAR Maritime Training Package Companion Volume Implementation Guide provides advice on pathways into and from the qualifications. The assessment requirements support implementation across a range of settings and can be modified for distance-based learners, be culturally appropriate, and suitable to the communication skill level, language, literacy and numeracy capacity of the candidate and the work being performed. Supporting sound assessment practice The requirements for assessment within the MAR Maritime Training Package only vary slightly from the wider requirements within MAR13. The assessment requirements specify: performance evidence knowledge evidence assessment conditions. Evidence of performance must be provided to demonstrate that the learner has successfully met the requirements of the elements and performance criteria in the units of competency. The frequency and volume of this evidence is to be determined by the assessor and would vary depending on the context under which assessment is conducted and the aptitude of the learner. 6

This approach supports AMSA s requirements for certification to be about an individual s progression through certification requirements (and by implication Training Package qualifications), as well as the Australian Skills Quality Authority (ASQA) principle that quality and quantity of evidence presented reflects that all aspects of competency have been satisfied and that competency can be demonstrated repeatedly. The Knowledge Evidence in the units of competency reflects the Skills and Knowledge required for certification as defined in NSCV Part D. In all cases where practical assessment is used it should be combined with targeted questioning to assess Knowledge Evidence. Holistic assessment with other units relevant to the industry sector, workplace and job role is recommended. Support implementation through compliance with National Register requirements The materials have been written to comply with the Standards for Training Packages and with NSCV Part D and the NSCV Part D skills and knowledge requirements. (See Appendix B for a copy of the Quality Report.) 7

SECTION 3 IMPACT OF CHANGES There are no known structural barriers to the implementation of the MAR Maritime Training Package. Industry priorities and expectations Industry priorities are that the MAR qualifications reflect the changes in the NSCV Part D (Crew competencies) and that training providers focus on providing quality training and assessment that meets the outcomes identified in the units of competency. Industry s imperatives and timelines for implementation of the components The National Standard for Commercial Vessels (NSCV) was endorsed in May 2013 and is currently being implemented. It is therefore critical that the MAR Maritime Training Package is implemented from 1 January Overarching expectations of industry for the delivery/assessment of the components No impact. Public/private training and assessment services The MAR Maritime Training Package qualifications and units of competency will replace the relevant near coastal qualifications and units of competency in MAR13. RTOs wanting to deliver and/or assess against the MAR Maritime Training Package will need to update their scope of registration accordingly. The revised assessment requirements in all units will assist application in a variety of industry environments and workplace contexts. Enterprises No impact. Licensing and regulatory environment No impact. Policy environment Training and VET policies were addressed through the consultation process. Systemic issues Key issues that will ensure the effective implementation of the new/revised qualifications and units of competency include: 8

robust and reliable assessment by RTOs, especially in relation to skills recognition practices enabling a twelve month transition arrangement from endorsement where previous and new qualifications could be available. 9

SECTION 2 COMPLIANCE WITH THE STANDARDS FOR TRAINING PACKAGES Standards for Training Packages Standard 1 Training Packages consist of the following: Standard 2 Standard 3 Standard 4 Standard 5 Standard 6 1. NSSC endorsed components: units of competency; assessment requirements (associated with each unit of competency); qualifications; and credit arrangements. 2. One or more quality assured companion volumes. Training Package developers comply with the NSSC Training Package Products Policy. Training Package developers comply with the NSSC Training Package Development and Endorsement Process Policy. Units of competency specify the standards of performance required in the workplace. The structure of units of competency complies with the unit of competency template. Assessment requirements specify the evidence and required conditions for assessment. Standard met yes or no Comments (including any relevant comments from the Equity and Editorial Reports) The MAR Maritime Training Package consists of all NSSC endorsed components, including units of competency and associated assessment requirements, qualifications and a quality assured Companion Volume Implementation Guide. At the time of endorsement of this Training Package no national credit arrangements exist. The consultation and validation processes as described in the Case for Endorsement comply with Standard 3. The assessment requirements provide detailed, explicit requirements that specify the industry requirement for evidence of assessment. The assessment requirements are written in a way that allows assessors to contextualise the assessment evidence to meet individual candidate s needs. Standard 7 Standard 8 Every unit of competency has associated assessment requirements. The structure of assessment requirements complies with the assessment requirements template. Qualifications comply with the Australian Qualifications Framework specification for that qualification type. The knowledge evidence reflects the knowledge required for certification as defined by the occupational regulations. The qualifications have been mapped to the AQF Qualification Type Specifications. Refer to item 3.1 in the Quality Principles section below for further information about the process of AQF alignment of the qualifications during development and evidence that the final qualifications meet the AQF Qualification Type Specifications. 26

Standard 9 The structure of the information for the Australian Qualifications Framework qualification complies with the qualification template. Standard 10 Credit arrangements existing between Training Package qualifications and Higher Education qualifications are listed in a format that complies with the credit arrangements template. Standard 11 A quality assured companion volume implementation guide produced by the Training Package developer is available at the time of endorsement and complies with the companion volume implementation guide template. Standard 12 Training Package developers produce other quality assured companion volumes to meet the needs of their stakeholders as required. At the time of endorsement no national credit arrangements with higher education institutions exist. TLISC is committed to producing quality assured companion volumes to meet the needs of their stakeholders as required. 27

SECTION 3 COMMENTS ON HOW THE DRAFT TRAINING PACKAGE COMPONENTS MEET THE QUALITY PRINCIPLES QUALITY PRINCIPLES Ensures RESPONSIVENESS to the needs of contemporary industry and its workforce KEY FEATURES 1. Reflect contemporary work organisation and job profiles incorporating a futures orientation 2. Be driven by industry s needs EXAMPLES OF EVIDENCE 1.1 Open and inclusive consultation and validation commensurate with scope and impact is conducted 2.1 Changes demonstrate a clear link back to the drivers for skills identified in the Environmental Scan and the key elements of the Continuous Improvement Plan or demonstrate other evidence of industry needs MET YES OR NO COMMENTS/ OTHER EVIDENCE DEMONSTRATED Provide brief commentary on how the draft endorsed components meet the Quality Principles with specific reference to the evidence provided, including any evidence provided by the Equity and Editorial Reports A comprehensive consultation and validation process has been conducted and all key stakeholders invited to participate. The Case for Endorsement outlines the processes (p2) and provides a list of people on the reference groups (Appendix C). The endorsed components of MAR are currently available on the TLISC website. The development of MAR is a direct response to changes in maritime industry regulations. In March 2013 the Australian Maritime Safety Authority (AMSA) became the maritime national regulator for commercial vessel safety regulation and in May 2013 AMSA endorsed National Standard for Commercial Vessels. MAR reflects these new regulations. 28

QUALITY PRINCIPLES Enables RECOGNITION of an individual s competence across industries and occupations KEY FEATURES 3. Respond to government broad policy initiatives 4. Recognise convergence and connectivity of skills 5. Support movement of skills within and across organisations and sectors EXAMPLES OF EVIDENCE 3.1 Evidence of clear linkage between broad policy initiatives and proposed changes in the Training Package 4.1 Incorporation of cross industry units and qualifications 5.1 Packaging rules, qualifications framework, and pathways support movement within and across sectors MET YES OR NO COMMENTS/ OTHER EVIDENCE DEMONSTRATED Provide brief commentary on how the draft endorsed components meet the Quality Principles with specific reference to the evidence provided, including any evidence provided by the Equity and Editorial Reports MAR meets the broad policy changes that apply to the VET sector such as; The National Foundation Skills Strategy for Adults, VET Products for the 21 st Century and the Australian Qualifications Framework 2 nd edition. The industry determined the qualification level required for each job role, for example someone working as a Coxswain Grade 2 would be working at an AQF level 1. The qualifications were developed and progressively evaluated in an iterative process against the AQF qualification type specifications. The final draft qualifications were formally mapped against the AQF qualification type specifications. MAR meets the requirements of the Standards for Training Packages. MAR includes 3 units of competency imported from 2 other Training Packages. TLISC anticipates that other industries such as fishing, tourism, harbour craft and public safety will find MAR units of competency applicable to their industry. These qualifications are for nationally regulated maritime occupations. The industry has a well defined system of career pathways which are applied nationally. AMSA requires certification to be about an individual s progression through certification requirements. The Companion Volume Implementation Guide provides a pathways chart. The pathways include Certificate I for school leavers and participants in VET in Schools programs. The Skill Sets support pathways into the industry and across sectors, for example from engineer to watchkeeper. 29

QUALITY PRINCIPLES KEY FEATURES 6. Promote national and international portability EXAMPLES OF EVIDENCE 5.2 Identification of Skill Sets that respond to client needs 6.1 Other national and international standards for skills are considered MET YES OR NO COMMENTS/ OTHER EVIDENCE DEMONSTRATED Provide brief commentary on how the draft endorsed components meet the Quality Principles with specific reference to the evidence provided, including any evidence provided by the Equity and Editorial Reports There are 3 new Skill Sets and 2 revised Skill Sets. The Skill Sets support the importance of safety in the industry, and support a pathway from engineer to watchkeeper. The developer has considered national and international standards for skills, where relevant. Provides FLEXIBILITY to meet individual enterprise and learner needs 7. Reflect licensing and regulatory requirements 8. Meet the diversity of individual and enterprise needs 7.1 Solutions to incorporate licensing and regulatory requirements are brokered and there is clear evidence of support from licensing and industry regulatory bodies 8.2 Provide flexible qualifications that enable application in different contexts The units of competency and qualifications have been specifically developed to meet regulatory requirements. The flexible packaging rules are not applicable as all the qualifications meet requirements for regulated occupations. 9. Support equitable access and progression of learners 9.1 Provide multiple entry and exit points 9.2 Pre -requisite units of competency are minimised One MAR qualification has entry requirements. Evidence of multiple entry and exit points and career paths is provided in the Companion Volume Implementation Guide. There are no imported or native units of competency with prerequisites in MAR. 30

QUALITY PRINCIPLES Ensures FUNCTIONALITY through ease of understanding, clever design and consistency with policy and publication requirements KEY FEATURES 10. Support learner transition between education sectors 11. Support implementation across a range of settings 12. Support sound assessment practice EXAMPLES OF EVIDENCE 10.1 Provide pathways from entry and preparatory level as appropriate to facilitate movement between schools and VET, from entry level into work, and between VET and higher education qualifications 11.1 Advice is provided on implementation via a Companion Volume Implementation Guide ready for publication at the same time as the Training Package 12.1 Units of competency and their associated assessment requirements are clearly written and have consistent breadth and depth MET YES OR NO COMMENTS/ OTHER EVIDENCE DEMONSTRATED Provide brief commentary on how the draft endorsed components meet the Quality Principles with specific reference to the evidence provided, including any evidence provided by the Equity and Editorial Reports The Certificate I qualifications have been designed for VET in schools programs and school leavers. There are clear pathways of qualifications for learners. A Companion Volume Implementation Guide which meets the specifications of the template has been developed and quality assured. All units of competency and associated assessment requirements are clearly written, edited, and proofread to ensure consistency. The assessment requirements are written in a way that provides explicit information for assessors, without dictating the type of assessment evidence that is to be collected. The units of competency and qualifications have been developed to meet regulatory requirements and thus the essential operating conditions are sometimes included in the title of the unit, for example MARC016 Operate propulsion transmission systems up to 1500 kw or in the application of the unit, for example The unit applies to vessels up to 80 metres. 31
