1 Primary Components The proposal should be provided as a turnkey solution. The minimum components/features required include: Management system including software and servers. Include a UPS for each computer, monitor & laser printer. Include one workstation. User Interface an intelligent and easy to use graphical interface that includes interactive maps of the site, reporting tools and access to control the system settings Sensors to monitor each undercover parking space Electronic signage at the garage entry, each point of decision in the garage and each aisle. All power supplies and data nodes All cabling, conduit and installation of the system. This includes all data and power connections from the switchboards and nodes. As built drawings, manuals, training sessions as required. 3-year warranty onsite including all labor All commissioning, programming and testing Ability to communicate counts to apps and websites without special development open API Find my car app License Plate Recognition (LPR) for each parking space General Please state the following: Place of manufacture of these components country o Sensors o Signs Are there ongoing fees for the software or the product? Please specific. State the warranty on all parts. Warranty shall include all parts and labor. Return to base is not acceptable. The preferred warranty is three years. Who will be responsible for servicing the product after the installation? Sensor Sensors utilizing camera technology are preferred. The sensor shall be mounted in the center of the drive aisle. The sensor shall be outdoor rated and suitable for use in a parking garage. They shall be minimum IP65 and IP67 is preferred. The sensors shall be able to withstand high pressure washing (direct jets of water) as well as water from above. The sensors shall be made from fire retardant materials. The sensor shall be able to detect vehicles with 99%+ accuracy. This shall be on a per space basis where each false positive and each false negative is an error. Sensors that toggle (change occupancy unexpectedly) shall also be errors.

2 The sensor shall be able to detect with 99% accuracy in light levels from 2 lux to 20,000 lux. Please describe any variation from this. The sensor shall be able to read license plates. This should follow the formula: N = 90% N-2 = 95% Please confirm your actual read rates meet this level at a minimum. The sensor shall be able to record streams of video for use by security/management. The sensor should record a minimum of 60 seconds of footage for each definable events. Events shall include: Car arriving Car leaving People moving around car Movement in frame. These shall be settable. Once the stream of footage is captured it should be transmitted to and stored on the server for a minimum of two weeks. Space Indicator Light The system shall include a minimum one light per set of parking spaces (maximum 6 spaces). The space indicator light shall be RGB. The color of the light must be changeable from the management system. This shall be possible at any time. It shall also be settable via a programming interface so they can automatically change color at different times of the day if required. The RGB system for selecting colors shall be It should be possible for staff to enter a color code and for the lights to change on one or more sensors within 5 seconds to the newly assigned colors. The sensors shall be programmable to have different colors for: Free/vacant space green for transient, blue for ADA and other special colors for special user groups. Occupied space - red Overstay/alarm mode pink or other specified color Reserved white or other specified color The light shall be programmable to be able to blink. The speed of the blink shall be settable via the software. The space indicator lights must be viewable only from the direction of travel. It must not be viewable in all directions. A customer looking the wrong way down a one-way lane shall not see any red or green lights. The lights shall only be viewable if the driver can proceed to a space without driving against the traffic. Optionally there should be one light per space available. The light shall be positioned at the front of the parking space in the drive aisle (no further than 2ft from the end of the space). This shall make it clear which space is available. Please price separately.

3 Please include separate space indicator lights for each ADA space as per the option above. The light for these spaces shall be blue and each space shall have 1 light 2ft from the end of the space to make the ADA spaces clear and easy to find. Please include separate space indicator lights for each EV space as per the option above. The light for these spaces shall be amber and each space shall have 1 light 2ft from the end of the space to make the ADA spaces clear and easy to find. Signage Signage shall be IP65 as a minimum. Sign casings should be aluminum. Signs shall be low profile (preferably less than 10 high) in the garage so as not to compromise the height clearance. Sign brightness for each element of the sign shall be adjustable in the software. This should be on the fly or programmable for different times of the day. The signs shall include a photo cell so they can detect the ambient brightness and automatically adjust the sign brightness to compensate. Internal signs shall have 5 digits as a minimum. Digits shall be 7-segement green LED. Internal signs should include an LED green arrow and red cross (minimum height 6 ) to supplement the digits. External signs shall have 7 digits as a minimum. Digits shall be 7-segement red/green LED. Please allow for separate signage for ADA users. The ADA signs shall utilize blue 5 LED digits and a blue LED wheel chair symbol. This shall clearly indicate the available LED spaces in that aisle. Please allow for separate signage for EV users. The EV signs shall utilize amber 5 LED digits and an amber LED EV symbol. This shall clearly indicate the available LED spaces in that aisle. The signs shall be flexible and programmable from the user software. Staff shall be able to manually override signs. The staff shall be able to set the sign parameters such as counting steps, behavior when full and behavior when free/open. Offline Capability The sensors shall continue to operate if the server or sensor is offline. Each sensor shall work independently from each other. They shall work without a data connection to the server. This will include detecting, reading license plates and storing license plate details. The LED space indicators shall continue to operate. The sensors shall store a minimum of 10 entry and exit transactions on the sensor. They shall automatically upload the transaction information once the data is restored. Management System The management system shall consist of a server/s and software. The server shall be a commercial of the shelf unit from a reputable manufacturer such as HP or Dell. Please specify the make and model of the server.

4 The server shall be supplied with a 32 monitor, a laser printer and an UPS sufficient to support operation for 30 minutes and to allow controlled shut down of the server. The server shall be loaded with all software including the operating system, database, user interface and reporting software. The server shall have sufficient memory to store 2 years worth of data. The system should automatically create a backup each day. This should include all data and configuration so that no data is lost and the system can be resurrected quickly in the case of failure. The server shall use Windows Server 2012 as the operating system. The system shall operate using an SQL database. The user interface software shall be browser based. There shall be no limit to the number of users. There shall be no license fees for users or terminals/workstations. Staff shall be able to access the server at a fixed IP address on the network or via the internet. Staff will require a unique user name and password to access the user interface. Staff will also be assigned rights with regard to system functionality accessible to them. This should all be unique and customizable for each staff member. The software should display an interactive user interface that includes a map for the whole site and allow the user to drill down through maps of each level and to each space or device. Each device should have an interactive icon that when activated should display current settings, history and allow changes to the settings for the device. Settings shall be settable for each device and also for groups of devices. The system shall display the current occupancy for the site. It should also allow the user to drill down into the current occupancy for each level and zone such as ADA. The system will be supplied with a reporting tool to allow the staff to design and run reports on an ad hoc basis. Staff should also be able to design and save reports as templates to allow them to be easily run in the future. The reports shall be displayed as graphs or charts. They should be exportable in.pdf,.xls and.cvs at a minimum. It should be possible to set the reports to run automatically daily, weekly and monthly. The reports should be able to be sent over the network to member of the management team. This should be via at a minimum. The system should provide a suite of alarms such as: When a vehicle enters a space When a vehicle exits a space If a vehicle overstays a settable time limit. White list and black list for license plates. The alarm should be displayed in the user interface. It shall stay active until cleared by a staff member. In the field it should be possible to set the LED to flash and or change color in the case of an alarm to allow roving staff to identify the alarm.

5 It should be possible for the staff to programmable system behavior based on events. For example: Dim all LEDs and signs to zero after 11am. Turn on all lights and signs after 6am Create a reserved area Monday to Friday. Change the reserved area to transient parking in the evenings and weekends. These events should be programmable by the staff and occur automatically once programmed. The staff shall be provided with 4 x 4 hour training sessions on the software. Car Finder The supplier shall offer a white label car finder app. Please provide a cost for the App, any customization to suit and any ongoing costs for the app and to maintain the license plate software. The App shall allow the customers to enter their license plate. Once the client identifies their car the App shall show them the location of the vehicle. Please also provide a price for car finder kiosks. Please include the complete costs including for the kiosks, software and any ongoing fees. The kiosks shall be suitable for outdoor use. They shall utilize a 26 + touch screen to allow customers to enter their license plate. Once the client identifies their car the kiosk shall show them the location of the vehicle and the pathway there. Video capture The system shall be able to record video. The video should be stored in streams of 80 seconds minimum. The streams should be in HD format. VGA is not acceptable. The video streams shall be triggered by events such as a car arriving, car leaving or movement in the field of view. The video streams will be stored on the server for a minimum of 1 week. Warranty The offer must include a fully inclusive three-year warranty. This shall include all parts and labor for the warranty. Please describe the warranty and any exclusions. Ongoing Maintenance The offer shall include prices for maintenance from years 4-8. There shall be three levels of maintenance offered: Preventative maintenance provide a schedule for preventative maintenance. Allow for all labor and consumable parts necessary to perform this maintenance. Include all software updates and patches to keep software to the latest version. Comprehensive labor shall include the preventative maintenance as well as all labor necessary to solve breakdowns. Extended warranty shall include preventative maintenance as well as all parts and labor.

6 Audio Output It should be possible to connect a speaker to the sensor. The staff shall be able to record messages onto the sensor. The message will be triggered by certain behavior. For example, if a car parks in a no standing zone the speaker will broadcast a message asking the driver to move. This should be automatic based on a set of alarm conditions being satisfied by the sensor.
