4 ACOUSTIC ASSESSMENT OF TRAFFIC NOISE IMPACTS ON THE PROPOSED AVALON CATHOLIC ELEMENTARY SCHOOL CITY OF OTTAWA 1.0 Introduction This report describes an assessment of noise in the interior spaces of the proposed Avalon Catholic Elementary School due to future traffic noise from Esprit Drive. Esprit Drive will lie immediately north of the School as shown in Figures A1.1 and A1.2. The assessment has been carried out in accordance with City of Ottawa Environmental Noise Control Guidelines 1 by Hugh Williamson Associates. The noise assessment methodology is summarised below. Prediction of outdoor noise level at external façade of building generated by traffic on the Esprit Drive assessed as a two lane Urban Collector (2-UCU) Road. 1 Prediction of internal noise levels in school rooms based on the attenuation characteristics of the external walls and windows of the School. Comparison of predicted indoor noise levels with limits set in the City Guidelines. If needed, mitigation measures are recommended such that compliance with the sound level limits is achieved. The proposed is to be located at 2300 Esprit Drive, Orleans, Ontario on the south side of Esprit Drive, as shown in Figure A1.1. Directions in this report refer to site north as shown in Figure A1.1. Sound Level Limit In Table 1.6 of the City of Ottawa Environmental Noise Control Guidelines, indoor sound level limits due to surface transportation are set according to the intended usage of the space. The relevant criterion for schools is set out below. Sound Level Limit: 45 dba for the impacts from road traffic noise on classrooms, school offices and conference rooms. The noise level is to be based on the day time equivalent sound level, Leq 16h, which is the energy based average sound level over the 16-hour day time period of 7 a.m. to 11 p.m. P a g e 1
5 2.0 Prediction of Outdoor Sound Levels at the Building Facade Following the City Guidelines 1, noise generated by road traffic is predicted using STAMSON 2, 3, a traffic noise model developed by the Ontario Ministry of Environment. STAMSON takes into account such factors as distance from the road, height, nature of the intervening buildings and terrain, and noise barriers, if present. Esprit Drive is classified as a 2-Lane Urban Collector (2-UCU). As set out in Table A2.1, the City Guidelines provide traffic data corresponding to a mature state of development of such a road, and, this data is to be used as the basis for the prediction of road traffic noise for assessment purposes. As set out in detail in Appendix 2, the predicted outdoor sound level, Leq 16h, at the closest point on the facade of the School has been calculated at three locations, each location representing the outdoor noise impact on the building s façade at location of the three selected noise sensitive spaces (classrooms). The predicted outdoor sound level at the three classrooms was: dba at Room 141, dba at Room 165, dba at Rooms 161 & 162. These predictions are based on the distances shown in Figure A1.2 and the traffic data shown in Table A2.1. For the purpose of calculating the indoor sound level from road traffic, it is assumed that these outdoor sound levels apply at all facade surfaces which are fully exposed to Esprit Drive, despite slightly larger distances applying to some surfaces. It has been assumed that the applicable speed limit on Esprit Drive will be 40 km per hour. P a g e 2
6 3.0 Predicted Indoor Sound Levels Three rooms were selected as potentially worst case for sound transmission of noise from Esprit Drive, as indicated in Figures A1.1, A1.3, A1.4 and A1.5. Kindergarten - Room 141 north west corner of building, see Figure A1.3. Classroom Room 165 north east corner of building, see Figure A1.4. Classroom Room 161 and 162 east façade of building, see Figure A1.5. Indoor sound levels have been predicted using standard acoustical techniques using the software IBANA-Calc which was developed by the National Research Council, Canada. IBANA-Calc allows the calculation of sound transmission through wall elements of a room taking into account the detailed spectral sound transmission characteristics. The external partitions of the school are described in detail in the attached drawings. They consist of one of the following. Brick Veneer: 16 mm gypsum board, 152 mm steel studs on 400 mm centres, 13 mm External Gypsum Board, 75 mm rigid insulation, 25 mm airspace, 89 mm brick. It is noted that alternative wall construction with minimum STC rating of 53 is acceptable to comply with ENCG. Aluminium Windows: 3 mm glass, 13 mm air space, 3 mm glass. Note that one portion of the windows are operable, see attached building elevations. It is noted that alternative window construction with minimum STC rating of 28 is acceptable to comply with ENCG. Detailed estimates of indoor noise levels are presented in Appendix 3. These details include wall and floor areas, sound transmission data for the walls and windows, calculation of resultant sound levels in rooms and sample outputs of IBANA-Calc. The resulting prediction and assessment are shown in Table 1. It is noted that the predicted sound level meet city guidelines in all cases. 7 4.0 Conclusion An acoustical assessment has been conducted of the potential impact of noise from Esprit Drive on the proposed using the City of Ottawa Environmental Noise Control Guidelines. The assessment takes into account the future mature state of Esprit Drive as a 2-Lane Urban Collector Road. Indoor sound levels have been estimated in three of the most exposed rooms, one Kindergarten and two classrooms. It is concluded that with the proposed construction of the, as specified in this report, the predicted indoor sound level from road traffic are in compliance with the City of Ottawa Environmental Noise Control Guidelines. 16 Appendix 2 Background Traffic Noise Analysis This Appendix presents the results of an analysis of background noise from road traffic on Esprit Drive assessed as a 2-Lane Urban Collector (2-UCU) Road. The Traffic and Road Parameters to be used for sound level predictions have been taken from the City of Ottawa Environmental Noise Control Guideline This results in the calculation of the minimum background noise from Es[rit Drive at the external Facade of the proposed Avalon Catholic elementary School. The minimum background noise level is determined for one time period.
