1 Notice of Funding Availability Goods Movement Emission Reduction Program Ships at Berth (Shore Power) Year 5 - Solicitation 15SA Air Pollution Control Board Greg Cox District 1 Dianne Jacob District 2 Dave Roberts District 3 Ron Roberts District 4 Bill Horn District 5 September 30, 2016 The San Diego County Air Pollution Control District (District) is pleased to announce the availability of funds from the State Goods Movement Emission Reduction Program (GMERP). The GMERP is a partnership between the State Air Resources Board (ARB) and local agencies (like air districts and seaports) to quickly reduce air pollution emissions and health risk from freight movement along California s trade corridors. Projects funded under this Program must achieve early or extra emission reductions not otherwise required by law or regulation. When can I submit an application? The District is currently accepting applications. Applications must be received no later than 4:00 pm on Monday, October 31, How much funding is available for ships at berth projects? For ships at berth and cargo handling equipment, ARB approved an allocation of approximately $0.5 million, but if demand is high, the District can allocate more funds to these if available. For more information on cargo handling equipment, see Notice of Funding Availability for Cargo Handling Equipment. How will projects be selected? District staff will evaluate all applications received during the solicitation period and submit a single approved-projects list to ARB for competitive ranking based on estimated emission reductions and costeffectiveness. Applicants may request a reduced funding amount to increase a proposed project s competitiveness. Who and what project types are available? From the 2015 ARB GMERP Guidelines Appendix C Ships at Berth, Option 1 and 2: Existing cargo ship berth (marine ports) or existing cargo ship terminal at a seaport located within the four California trade corridors that receives visits soley by vessels not subject to the control requirements of ARB s Ships at Berth Rule in effect as of Operators can apply to install grid-based shore-side power or non-gridbased shore-side power infrastructure. Option 3: Existing cargo ship berths or existing cargo ship terminal or barge-based system at a seaport located within the four major trade corridors in California operators and manufacturers can apply to install ARB-approved newly manufactured emissions capture and control system infrastructure (e.g., bonnets, hoods).
