6 Texas Highway Freight Network (THFN) Designation Based on recommendations from TxFAC, the Draft Texas Highway Freight Network includes: USDOT designated National Highway Freight Network; All highways scoring 15 and above in the designation process;* All highways on the Trunk System regardless of score; and All highways on the previously adopted freight network regardless of score. 6
7 THFN Scoring Methodology Evaluation of all highway corridors was conducted using a customized tool that used multi-criteria analysis to score every segment on every corridor. Input from stakeholders as well as TxFAC informed the development and weighting of the criteria. The evaluation process scored every highway segment based on criteria measuring the role of the highway in supporting: Economic competitiveness (20% of total score); Goods movement (30% of total score); Strategic supply chains (25% of total score); and, Market access and connectivity (25% of total score). Highways could score between 0 and 64 in the evaluation process. The average score of all the highways in the evaluation process was 15. 7

9 Critical Rural Freight Corridors (CRFC) Designation 746 miles available to designate. TxDOT selected candidates for Critical Rural Freight Corridors based on the following criteria: Meets FAST Act requirements; Connects to National Primary Highway Freight System; Scores above 15 in the Texas Highway Freight Network designation process; and Has stakeholder support (as expressed at freight stakeholder workshops and/or Texas Freight Advisory Committee meetings). Resulted in 2,264 miles of roadways. 9
10 Critical Rural Freight Corridors (CRFC) Designation Next Steps: 1. Obtain input from TxFAC Members (due 5/26). 2. Develop Recommended Critical Rural Freight Corridors. 3. Solicit input from other stakeholders at June workshops and webinars to MPOs and TxDOT districts in July. 4. Final draft CRFC for presentation at the TxFAC meeting on July 20 and then Texas Transportation Commission (TTC) for adoption. 5. Submit to FHWA for review and approval after TTC adoption. 10
