2 Final Plan Greene County Freight At-a-Glance County Size: Population (2014: 37,843 Total Freight (2011: square miles with 26 municipalities 36.2 MTons Total Freight (2040: 26.8 MTons (26% decrease vs Key Industries: Mining/Quarrying, Construction, Retail Trade Greene County s freight story almost exclusively centers on coal both in terms of its past and present significance and its future amidst broader regional/national declines in coal markets and related industries. As of 2014 and based on data from the US Department of Energy ( Greene County led the nation in underground coal production for a single county, producing just under 30 Mtons in 2014 (up from 22 Mtons in It ranked as the third highest overall coal producing county in the nation based on total underground and surface production, lagging only two counties in Wyoming with substantial surface operations. And it is home to Baily Mine, the nation s single most productive underground coal mine by tonnage, or the 11 th most productive mine when also compared alongside surface mining operations. Despite such statistics, the future of coal remains uncertain, and the latest available 2014 data already may not reflect more recent industry closures (e.g., Alpha Natural Resources Emerald Mine closure near. Moving beyond coal, Greene County s freight activity largely shifts to the Marcellus Shale natural gas reserves, the county s agriculture production, and potential future interests in the timber or wood products industry. Existing Freight Activity Areas (Profile 6a Freight activity in Greene County includes several localized sites spread throughout the area, as well as smaller clusters around various communities and/or mining/transportation operations. Notable clusters include Rich Hill Township in the northwest portion of the county with Baily Mine and various localized sites around Wind Ridge. The area at the center of the county includes smaller industrial developments near the I-/PA Interchange. Localized sites can also be found farther east in the Rice s Landing and Carmichaels area, including the recently-closed (2013/2014 Hatfields Ferry Power Generating Station near the Monongahela River and Fayette County line. Other localized sites can be found in the southern parts of the county around Kirby, Mt. Morris, Brave, or Dilliner. Existing Transportation Systems (Profile 6b Major north-south highway corridors in Greene County include I- and US, both with access between I-68 in West Virginia and I-70 in Washington County. East-west access primarily follows PA through. Additional connections to the county s various localized freight activity areas include PA, PA 8, PA 2, or PA 88. The specific freight needs of Greene County include a substantial reliance on multimodal access, reflected in mode share estimates that include 83% outbound freight by rail and 61% inbound freight by water. Rail operations focus primarily on the coal industry and include Class I service via Norfolk Southern (NS and CSX, as well as shortline operations via Cumberland Mine Railroad (CM. The Monongahela River also provides freight access via lock and dam facilities at Gray s Landing and Point Marion, including access to points south in the Morgantown, West Virginia area. System & Commodity Details (Profile 6c Highway Freight Network: I- is currently the only federally-designated route on the National Highway Freight Network (NHFN within Greene County. All other truck access, including frequent rural and first/last mile access related to mining, quarry, or shale gas sites, follows various key state, county, or local road corridors throughout the area. Multimodal Connections: Among the county s rail assets are major coal processing and train loadout facilities operated by CNX Coal Resources (CNXC in Rich Hill Township. The facilities are reported to have the ability to load up to 9,000 tons of coal per hour and 10 unit trains per day, noted as the highest such capacity in the east ( Though no longer in operation, barge traffic from the Hatfields Ferry Power Generating Station also supported local freight transportation options by moving roughly four million tons of waste up the Monongahela River to the nearby disposal facility in LaBelle, Fayette County. Commodity Details and Influences: Though one of the most rural and least populated counties in the SPC region, Greene County ranked second (behind Allegheny County in overall commodity tonnage in 2011, and first in terms of total outbound tonnage. Both are attributable to coal production, with coal comprising over 97% of total freight to/from the county. Other important commodities relate to the oil and gas industry within Greene County including, for example, well drilling materials, equipment, or related storage sites. Agriculture and smaller products manufacturing, lumber and saw mill sites, and quarry sites are also found throughout the county. System Data and Analyses (Profile 6d Trade Partners: In reviewing the intercounty highway freight flows for the SPC region, Greene County generates mostly outbound truck traffic destined for Lawrence, Allegheny, and other SPC counties. However, the more dominant freight flows occur via the rail network and include major rail traffic north to Indiana County; west to the Cleveland, Ohio, area; or east to the Baltimore/Washington area, as well as major inbound rail traffic from coal markets located south in West Virginia. Highway Freight Operations: Highway truck volumes within Greene County are highest along I-, though much of that travel likely consists of through-traffic. Local truck travel is more focused on state routes such as PA or PA, or to a lesser extent any of the first/last mile connecting routes for the many localized freight sites throughout the county. Countywide, potential highway infrastructure restrictions include: 398 miles (26% of county total of weight-restricted roadway including, for example, PA 2 4 restricted vertical clearance locations beneath railroad bridges, most notably including the NS tracks over PA between I- and 69 bridges with posted weight limits Truck delays in the county are generally isolated to various connecting routes and may be the result of topography or background traffic congestion including, for example, US north of, or PA east of I-. Growth Potential: Freight growth in Greene County may be difficult to predict amidst the uncertainties of the coal industry, recent power plant closures, and the ups and downs of the shale oil and gas industry. Some growth could relate to industrial park areas along the PA corridor, near I- in, or at a broader level headed east toward Fayette County. General growth is otherwise anticipated to overlay with existing population centers (e.g.,, Rices Landing, Carmichaels, or smaller village areas or other key travel corridors (e.g., PA or PA 8. Stakeholders have also expressed interest in future markets (e.g., timber or wood products though no specific plans are known to date. Future Freight Focus Areas (Profile 6e Regional Freight Network Considerations: As mapped on County Freight Profile 6e and in order to link multimodal freight activity areas and focus areas within Greene County and across the region, freight-significant roadways (beyond the federally-designated NHFN routes proposed for inclusion on the Southwestern Pennsylvania Regional Highway Freight Network are: Intercounty Routes: US, PA 88 Connector Routes: PA, PA, PA 8, PA 2 Focus Areas and Potential Planning Actions: Key focus areas within Greene County mainly entail corridor travel and access interests, particularly along I- in Washington Township near the Washington/Greene county line, and in the Perry Township, Mt. Morris area. The summary table on the following page and the corresponding map on County Freight Profile 6e highlight relevant freight focus areas and potential future planning actions specific to the county. A brief list of sample projects (extracted from other planning sources that may also influence freight and goods movement on a broader regional level is also included for reference.
