1 Request for Quotations/Proposal Supply, Delivery and Set-Up of Four Units of Digital Mobile X-Ray Machines under URC- USAID s Regional Health Integration to Enhance Services in East Central (RHITES-EC) Activity Project. University Research Co., LLC (URC), a US-based company working in Uganda since 2005, is implementing the USAID s Regional Health Integration to Enhance Services in East Central Uganda Activity (USAID s RHITES EC). The purpose of this project is to support the implementation of a comprehensive, integrated investment in regional health, HIV/AIDS and nutrition assistance. This fiveyear activity targets 11 districts in East-Central Uganda with an estimated total population of 4.1 million through a district-based integrated package of quality health, HIV/AIDS, nutrition and child development services. USAID s RHITES-EC provides technical support to enable implementation of comprehensive integrated health services and systems strengthening within 11 districts. The project s overall goal is to support the EC districts to increase access to and availability of high quality health care services. One of the obstacles to achieving improved TB Case Notification Rate (CNR) is limited clinical diagnosis of TB due to limited access to supportive screening and diagnostic services like X-ray services. URC is hereby requesting for quotations (RFQ) for Supply, Delivery and Set-Up of Four Units of Digital Mobile X-Ray Machine as per details and specifications indicated here-in. Important To Note: The four units are to be delivered at Iganga Hospital, Kamuli Hospital, Bugiri Hospital and Busia HC IV respectively. The vendor will incur the cost of delivery. These are digital mobile X-Ray units but the vendor must fully set up/assemble the unit at each of the facilities to be ready for use and deployment. The selected vendor will provide comprehensive training to technical staff and support services at the health facilities till familiarity with the system is attained. The vendor shall incur all costs related to offering this training. EVALUATION CRITERIA: Bids shall be evaluated based on the below evaluation criteria. Technical compliance Selection Method shall be used. 1. To establish vendor eligibility, you must submit a current (2018) trading license or an equivalent document to verify your eligibility. 2. Vendor must have experience in provision of supplies of similar nature and value (Attach proof of LPOs, Award letters or Contract Documents) 3. Vendor MUST indicate their delivery period. 4. USAID s RHITES-EC shall evaluate the technical aspects of the bid submitted to confirm that all requirements specified in the statement of requirements below have been met without any deviation or reservation. The Statement of Requirements details the minimum technical requirements. 2 to the specification required. You should also indicate whether your specifications are compliant or non-compliant to our minimum required specifications. Vendor should attach relevant technical literature. 5. The bid with the lowest evaluated price, from among those which are eligible, technically compliant and substantially responsive shall be the best evaluated bid. INSPECTION AND VERIFICATION The winning vendor shall be required to organize for the inspection, verification and approval of the unit prior to full delivery. The unit must be verified for specification conformity by the Project Technical Staff. TERMS AND CONDITIONS: 1. 7 SOFTWARE Software controls detector and generator / auto detector control. Software does image acquisition and optimization. Organ selection menu with organ buttons leading to the right image processing settings as well as to the right generator settings. Dose area product measurement device with printer. X-Ray journal with kv, mas and dose area product. Combination of a DICOM Modality (Send/Store, Work list for communication with a central RIS/PACS) and a local PACS. Sending to the central PACS via DICOM Send/store should be either activated permanently or executed by choice of the operator. The local PACS has to be integrated into the DR Panel acquisition software. For viewing the images during the acquisition process and for viewing older images, the same viewer software has to be used. The Viewer has to be fully functional for medical image viewing and diagnosis. Patient CD burning capability. Wireless communication between Flat Panel Detector and computer. All kv- and ma-settings of the software are shown at the control panel of the X-Ray. The detector is communicating directly with the mobile computer.

9 SOFTWARE SUPPORT FOR ALL X-RAY MACHINES Capture console acquisition station with 21" monitor All required software for printing and computer aided diagnosis for TB compatibility and for uploading/cloud storage Computer Aided detection for TB software The supply of software should include the required licenses for each unit and must include off-line analysis and manipulation of acquired data. The software shall help to decrease false negative readings and enabling the clinical staff with minimal expertise in radiography to analyze TB suspect images The software shall provide markers and color overlay around suspect regions on digital radiographic images and these must be consistent with TB. The software shall include reference images for teaching and learning. The software shall be installed on all the systems and must be supplied with all the licenses.
