Making organisations more energy efficient is seen as a largely untapped solution to addressing global warming, energy security and fossil fuel depletion. Organisations that waste energy through lax processes and insufficient management systems are not only wasting money, but are also causing avoidable pollution, primarily through increased carbon emissions. In addition, customers are increasingly asking for assurance from organisations that they treat the environment responsibly and are able to demonstrate energy efficiency. Meeting these expectations provides an opportunity to stand out from the competition and show existing and potential customers your commitment to having effective energy and environmental management systems. 1
3 ISO 50001:2011 Realising the importance of energy management, ISO is a voluntary International Standard developed by ISO (International Organisation for Standardisation). Released on 15th June 2011, ISO gives organisations the requirements for energy management systems (EnMS). It is based on the management system model that is already understood and implemented by organisations worldwide. ISO provides benefits for organisations large and small, in both public and private sectors, in manufacturing and services, in all regions of the world. ISO will establish a framework for industrial plants; commercial, institutional, and governmental facilities; and entire organisations to manage energy. Targeting broad applicability across national economic sectors, it is estimated that the standard could influence up to 60% of the world s energy use. ISO specifies requirements for an organisation to establish, implement, maintain and improve an EnMS, enabling the organisation to take a systematic approach to achieving continual improvement of energy performance. This new Standard will establish an international structure to help manage the energy supply, uses and consumption for organisations, including measurement, documentation and reporting, design and procurement practices for energy using equipment, systems and processes. ISO applies to all aspects affecting energy use, which can be monitored and influenced by an organisation. The benefits ISO enables organisations to establish the systems and processes necessary to improve energy performance, including energy efficiency, use, consumption and intensity. Implementation of this standard should lead to reductions in energy cost, GHG emissions and other environmental impacts, through the systematic management of energy. Conformance with ISO demonstrates that the organisation has implemented sustainable energy management systems, completed a baseline of energy use, and committed to continuously improving their energy intensity. Improved energy performance can provide rapid benefits for an organisation by maximising the use of its energy sources and energy-related assets, thus reducing both energy cost and consumption. Several organisations worldwide, as reported in ISO Focus+ magazine (July 2011), are already seeing significant benefits and energy cost savings from their early ISO implementation. For example, AUO, an LCD TVmanufacturer in Taiwan is expecting ISO implementation to help achieve a 10% energy conservation at its plant for This will save an estimated 55 million kwh of electricity and reduce carbon emissions by tons. 4 THE ENERGY MANAGEMENT SYSTEM MODEL: ISO 50001:2011 Continuous improvement Energy policy Energy planning Management review Implementation and operation Checking Monitoring, measurement and analysis Internal audit of the EnMs Nonconformities, correction, corrective and preventive action Source: ISO 50001:2011 BS EN 16001:2009 Increasing your energy efficiency requires the identification of where energy is used, where it is wasted and where any energy saving measures will have the most effect. BS EN can help you to do this by providing the requirements and guidance intended to reduce both costs and greenhouse gas (GHG) emissions. This is achieved through the development and implementation of an Energy Management System (EnMS). The Standard also specifies the requirements of an EnMS to allow an organisation to develop and implement an energy policy, establish objectives, targets, and action plans, which take into account legal requirements and information pertaining to significant energy use. The level of detail and complexity of an individual EnMS will depend on a number of factors, for example: the size of the organisation, the scope of energy management, the nature of activities, the nature of products or services. BS EN is intended to apply to all types and sizes of organisations and can be integrated with, or used independently of, any other management system. The structure of BS EN is similar to that of the Environmental Management Standard (ISO 14001). THE BENEFITS Successfully implementing the BS EN standard assures clients and stakeholders that you have an appropriate EnMS in place. Whilst BS EN does not specify particular performance criteria with respect to energy management, it does provide a framework and enable a systematic approach for continuous improvement of an organisation s energy efficiency and sustainable use. Certifying your energy management systems against BS EN will help your organisation adopt ISO 50001, the international standard. HOW DOES THE CERTIFICATION PROCESS WORK? The ISO and BS EN certification process is similar to that of the ISO 14001:2004 and consists of the following six steps: Step A SGS provides you with a proposal based on the size and nature of your organisation. You can then proceed with the audit by accepting the proposal. Step B You may ask SGS to perform a pre-audit or a gap assessment to give an indication of the readiness of your organisation for the audit. This stage is optional, yet it is often found useful in identifying any weaknesses in your systems and in building confidence before the formal audit. Step C The first part of the formal audit is the Stage 1 Readiness Review. This lets us evaluate the compliance of your documented system with the requirements of the standard to better understand the nature of your organisation, to plan the rest of the audit as effectively as possible and to initially examine key elements of the system. You will receive a report after this stage identifying any concerns or observed non-compliances so that you can take immediate action if required. Step D This is Stage 2 of the initial audit process. The audit includes interviews with you and your colleagues and examination of records. Observation of your working practices determines how compliant your actual processes are with the standard and with your own documentation system. At the end of this stage, we will present the findings of the audit classified as either major or minor non-conformances along with other observations and opportunities 3
5 for improvement. Once you have addressed the non-conformities, a technical review of the audit will then be conducted by an authorised SGS Certification Manager to confirm the issuance of a certificate. Step E Our surveillance visits will be scheduled at either six or twelve month intervals depending on the contract. During the visits, we review the implementation of the action plan addressing the past non-conformities and examine certain mandatory and other selected parts of the system in line with an audit plan that we provide you before each visit. Step F Shortly before the third anniversary of the initial certification, our routine visit will be extended to enable a re-certification audit. Surveillance visits will then continue, as before, on a 3-year cycle. Please note that SGS can provide a standalone pre-audit (gap assessment), which can be carried out independently of any certification activity. Gap assessment helps an organisation understand its readiness for a certification audit. 4

THEME ISO 50001:2011 BS EN 16001:2009 Energy Policy Energy Baseline Energy Performance Indicators (EnPIs) Energy Characterisation Documentation Energy Performance Improvement Opportunities Metering systems ISO 50001:2011 requires a commitment to the purchase of energy efficient products and services and design for energy performance improvement. The energy baseline shall be established using the information in the initial energy review considering a data period suitable to the organisation s energy use. The organisation shall identify EnPIs appropriate for monitoring and measuring its energy performance. ISO 50001:2011 considers energy performance, including energy efficiency, energy use and consumption in the EnMS scope. For ISO 50001:2011 the EnMS must contain procedures related to: Control of documents Internal communication ISO 50001:2011 states that energy performance improvement opportunities should be considered in the design, modification and renovation of significant energy consuming facilities, equipment, systems and processes. There are no mandatory procedures in ISO 50001:2011. BS EN 16001:2009 only requires the consideration of energy consumption when buying energy consuming equipment. No specific requirement. No specific requirement. BS EN 16001:2009 only concerns energy efficiency. There are no mandatory procedures in BS EN 16001:2009. BS EN 16001:2009 considers energy consumption for the design, change or restoration of all assets, including buildings. BS EN 16001:2009 requires organisations to have a metering plan. 5
