2 Extended PP-24 Corridor : a co-modal land-to-sea core-network MoS 24 The new perspective, presented in the EC Green Paper of enhancing the co-modal features of TEN-T corridors on one side of grouping more than one corridor into a core network on the other side can make it possible to revisit Priority Project 24 (PP-24): MoS 24 - an Extended PP-24 Corridor: example of a co-modal land-to-sea corenetwork. 2

6 Cooperation with other MAP TEN-T projects: 1.the North Adriatic North Adriatic and North Tyrrhenian are very similar They may be considered as 2 parallel projects with respect to the needs of Central Europe All possilbe efforts to harmonize the 2 projects will be made 6
7 Cooperation with other MAP TEN-T projects: 1.the North Adriatic The core-network of corridors is like a big H which conveys traffic to Central Europe from: the Northern and Baltic sea through multi-port Gateways #1 (Rhine-Scheldt) and #2 (Helgoland Bay) the Med sea through multi-port Gateways #5 (Tyrrhenian) and #10 (Adriatic) multi-port Gateways. The combined share is half of the total european container traffic. 7
8 Cooperation with other MAP TEN-T projects: 2. the Med In the Med, MIELE and MoS 4 Mos cover Multi-Port Gateways 4 and 9, which together with Gateways 5 and 10 covered by MoS 24 and ITS Adriatic, and the transhipment ports (black dots in the map), cover almost all Mediterranean traffic 8
9 Cooperation with other MAP TEN-T projects: 2. the Med MIELE, MoS 4 Mos, MoS 24 and ITS Adriatic Gateways, cover most of the Mediterranean final ports and transhipment hubs. MoS and feeders are very relevant for connecting North African 3rd countries to Central Europe 9

11 Cooperation with other MAP TEN-T projects: 3. areas where cooperation is possible Co-modality Promotion Centers objectives 1. to achieve co-modality in short times (well before the construction of the TEN-T corridor is completed) by combining different modes in an efficient way 2. to transfer cargo/passengers from road to other modalities 3. to integrate ports with their hinterland (the long port concept) and with inland 4. to establish permanent contacts with the EC and other CPCs with the aim of creating a Network of CPCs in the most significant coreregions of the EU 5. to define the most effective policies for achieving modal transfer 6. to monitor the effects of modal transfer 11
12 Cooperation with other MAP TEN-T projects: 3. areas where cooperation is possible Co-modality Promotion Centers functions - to create and update a data-base containing all information on rail, road and sea services to the benefit of the users (FFs, MTOs,..) - to develop the proper ICT technologies, such as Access already developed under Marco Polo, for attracting and informing truckers and freight-forwarders - to interconnect the ICT system to shipowners and rail companies for direct processing of booking and ticketing - to establish a close cooperation with the Northern Multiport Gateway - to operate the ICT system on a neutral institutional basis - to promote co-modality 12
13 The four projects: a CPC Med-Network for promoting Co-Modality? Luis Valente de Oliveira annual report underlines the need to develop a comodal logistic chain in Europe. Co-modality Promotion Centers (CPC) may be created in all major logistic regions (the Multi-port Gateways as defined above), which will become the single-window for advice and guidance to the logistics and transport sectors, as well as the designer, developer and operator of the ICT system. In some areas SSPCs can be extended to cover all modes. 13
