1 CITY OF REDLANDS CSO/DISPATCHER I CSO/DISPATCHER II DEFINITION Under supervision (Dispatcher I) or general supervision (Dispatcher II), to perform a variety of duties involved in the operation of the emergency services systems and various communication devices to receive, route, relay, and dispatch calls for emergency and non-emergency law enforcement, ambulance, fire, and other services; and to serve as Community Services Officer. DISTINGUISHING CHARACTERISTICS CSO/Dispatcher I--This is the entry level in the class series. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgement in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Since this class is often used as a training class, employees may have only limited or no directly related work experience. CSO/Dispatcher II--This is the full journey level in the class series. Positions at this level are distinguished from the I level by the performance of the full range of duties as assigned, working independently and exercising judgement and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class series are flexibly staffed and positions at the II level are normally filled by advancement from the I level requiring three years of experience and successful performance. When filled from the outside, the employee is required to have prior related experience which allows the employee to meet the qualification standards for the II level. SUPERVISION EXERCISED CSO/Dispatcher I Exercises no supervision. CSO/Dispatcher II May exercise technical and functional supervision over lower level staff. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES When assigned to Dispatcher:
2 Receive requests for police, fire, or other emergency services over the phone; answer 911, alternate emergency, and business calls. Screen incoming calls to determine necessity, priority, and type of response required. Monitor other agency radio frequencies to be aware of incidents elsewhere that may affect operations. Dispatch units in response to calls for service; monitor all activities on the radio keeping constant communications with personnel in the field; relay information and instructions to field personnel. Maintain accurate log of incoming service requests and action taken; enter, update, and retrieve information from the computer and teletype networks. Provide general information to the public; refer calls to appropriate agencies; calm angered, distraught, or frightened callers; maintain calm in radio transmissions during hectic, tense, and dangerous situations. Call public and private agencies including allied law enforcement, hospitals, tow companies, utilities, and City standby personnel. Operate the CLETS (California Law Enforcement Teletype System) to run registration checks on vehicles, property, wanted information, and driver s license status. Contact other agencies and check for warrants on subjects. Operate a variety of public safety telecommunications equipment, C.A.D., records management system, unit and call status monitors, surveillance cameras, alarm board, and other miscellaneous equipment. Maintain control of who enters the jail; monitor juvenile prisoner cell when jailer is unavailable. Call emergency service personnel; dispatch for animal control. Monitor and change tapes from the Dictaphone recording machine; make tape recordings of telephone calls and radio transmissions when court ordered. Act as matron as necessary. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES When assigned to CSO: Gather concise information to compose written reports documenting crimes and other incidents, utilizing proper investigative techniques. Process crime scenes using photography and forensic identification tools to obtain latent and comparison prints for possible suspect identification. Collect and tag evidence into property.
3 Mark, cite, and remove parked vehicles for various violations from City streets and parking lots. Provide traffic control at accident scenes, special assignments, and events. Set up and take down radar trailer at various locations with the City limits. Conduct traffic accident investigations for non-injury and minor injury accidents. Provide administrative and operations staff assistance with delivering emergency and nonemergency messages within and outside city limits. OTHER JOB RELATED DUTIES Perform related duties and responsibilities as assigned. JOB RELATED AND ESSENTIAL QUALIFICATIONS Knowledge of: CSO/Dispatcher I English usage, spelling, vocabulary, grammar, and punctuation. Modern office practices, methods, and computer equipment. Principles and procedures of record keeping and reporting. Principles and practices used in dealing with the public. Knowledge of: Safe driving principles and practices. Skill to: Learn to operate and perform minor maintenance on a variety of emergency communications equipment. Operate a computer terminal, teletype, radio, telephone, fax machine, copier, Dictaphone, and other office equipment. Type and enter data at a speed necessary for successful job performance. Operate a motor vehicle safely.
4 Ability to: Learn operational characteristics of communications equipment and tools used in the area of emergency dispatch. Learn streets, businesses, boundaries, districts, and zones which represent geographical areas of responsibility within the City. Learn principles and resources for dealing with hazardous materials. Learn policies and procedures of receiving, processing, and dispatching emergency calls. Learn basic communications rules and regulations governing the operation of radio transmitting and receiving systems. Learn standard radio broadcasting and dispatch procedures and rules. Learn principles and procedures of record keeping including the maintenance and security of communications reports. Learn general law enforcement codes, practices and methods. Work under pressure, exercise good judgment and make sound decisions in emergency situations. Effectively communicate with and elicit information from upset and irate citizens. Understand and follow oral and written instructions. Apply knowledge and reasoning to make prompt and effective decisions quickly in both routine and non-routine situations. Analyze situations carefully and adopt effective courses of action. Interact effectively and sensitively with individuals from diverse backgrounds. Speak clearly and distinctly in a well modulated voice. Maintain confidentiality of sensitive information. Perform multiple concurrent tasks. Hear and recognize conditions or circumstances that indicate something might be wrong, unusual, or out of the ordinary. Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs. Communicate clearly and concisely, both orally and in writing. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
5 Experience and Training Guidelines: Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Experience: Experience in emergency services dispatching is highly desirable. Training: Equivalent to a high school diploma supplemented by specialized training in emergency management and telecommunications operations. License or Certificate: Possession of, or ability to obtain, an appropriate, valid driver's license. Possession of, or ability to obtain, appropriate P.O.S.T. Dispatcher/Telecommunications certification within one year. Special Requirements: Essential duties require the following physical skills and work environment: Ability to sit for long periods of time and reach; ability to work in an enclosed environment with limited mobility; availability for shift work. CSO/Dispatcher II In addition to the qualifications for CSO/Dispatcher I: Knowledge of: Operational characteristics of communications equipment used in the area of emergency dispatch. Streets, businesses, boundaries, districts, and zones which represent geographical areas of responsibility within the City. Principles and resources for dealing with hazardous materials. Pertinent Federal, State, and local laws, codes and regulations. Policies and procedures of receiving, processing, and dispatching emergency calls. Basic communications rules and regulations governing the operation of radio transmitting and receiving systems. Standard radio broadcasting and dispatch procedures and rules.
6 Principles and procedures of record keeping including the maintenance and security of communications reports. General law enforcement codes, practices and methods. Skill to: Operate and perform minor maintenance on the full range of emergency communications equipment. Ability to: Perform responsible emergency dispatch and law enforcement support work with accuracy, speed, and minimal supervision. Interpret, explain, and enforce polices and procedures. Read and interpret street maps. Experience and Training Guidelines: Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. Training: Equivalent to a high school diploma supplemented by specialized training in emergency management and telecommunications operations.
