22 Assessment of Bundled Improvements To quantify improvement economic impacts, the bundles of improvements have been assessed for how the projected changes in transportation activity and improvement expenditures affect the economy. Before the economic assessment was performed, data were obtained from the Transportation Assessment modeling of network impacts and the expenditures for the bundled improvement projects. The economic assessment translates the changes to the transportation network in terms of miles and time into dollars and job impacts due to resulting performance changes. Mechanism for the economic impact analysis modeling is how project bundles affect the economy through cost savings 22 and/or new expenditures as consequences of their adoption. 23 Bundled Project Impacts Evaluation Bundled projects with modeled network impacts are better able to be modeled for their economic impacts Projects which together as a bundle generate greater improvements in travel time savings, safety improvements, and travel time reliability are those most likely to generate significant economic impact results. Wider-area economic benefits of productivity gains can matter too, but not likely in insolation. Projects serving a higher volume of traffic and providing more travel improvement benefits at the margin are likely to be those with greater economic impacts.
