2 Rules Classification Societies (1) Organizations that develop and apply technical standards related to the design, building, inspection of marine installations such as ships and offshore platforms Most of the ships are built and inspected in accordance to the Rules developed and published by the Classification Societies. A ship designed and built in accordance to the Rules of a Classification Society obtains a Certificate of class. The Certificate is issued after the conclusion of the relevant surveys. 4 2

3 Classification Societies (2) A Certificate does not imply a safety guarantee suitability to the objective or of the seaworthiness of the ship. It only states that the ship is in compliance to the Rules of the Classification Society. The Rules of the Classification Society are developed to assess: The structural resistance and the integrity of the main parts of the hull and its appendages and The reliability and functioning of the propulsion and maneuvering systems, energy generation and other auxiliary systems that are incorporated in the ship to keep the essential services onboard 5 Classification Societies (3) The Rules of the Class are not intended to be a design code and should not be used as such The activity of the Classification Societies is recognized and ruled by two resolutions from IMO: Resolution A.739(18) "Guidelines for the Authorization Organizations Acting on Behalf of the Administration". Resolution A.789(19) "Specifications on the Survey and Certification Functions of Recognized Organizations Acting on Behalf of the Administration". Currently there are about 50 organizations worldwide which define themselves as Classification Societies 10 of those organizations are associated in the International Association of Classification Societies (IACS)

9 IMO Internal Organization IMO is internally organized in Committees: MSC Maritime Safety Committee MEPC Marine Environment Protection Committee FAL Facilitation Committee LEG Legal Committee and Sub- Committees: BLG Bulk Liquids and Gases DE Ship Design and Equipment DSC Dangerous Goods, Solid Cargoes and Containers FSI Flag State Implementation STL Stability and Load Lines and Fishing Vessels Safety STW Standards of Training and Watchkeeping FP Fire Protection NAV Safety of Navigation 17 Creation and Entry Into Force of a Convention Creation and Adoption Initiative from the committees After agreement, the proposal is sent to the Council or to the General Assembly, for approval Entry into Force Each Convention defines the necessary conditions for its entry into force Generally, when it is accepted by a given number of member states, whose fleet accounts for a given percentage of the world fleet 18 9

10 Tacit Acceptance The procedure for approval of alterations to the Conventions was so slow that some amendments never manage to enter into force. Most of IMO technical Conventions have now adopted the concept of tacit acceptance, that consists in the following: The organ that approves the amendments establishes, simultaneously a time interval during which all the interested parties have the opportunity to approve or reject the amendment When there are no comments the amendment is considered to be implicitly accepted. The advantages of the tacit acceptance can be seen in the case of SOLAS 1974 that suffered already so many changes that the original text was practically all re-written. 19 International Conventions Enforcement Each state member enforces the provisions of the Conventions to their own ships and defines the applicable penalties In some cases they also have limited power over ships from other countries, for instance when checking the existence of Certificates stating the status of the ship When an offence occurs in international waters, the responsibility for imposing a penalty rests on the Flag state 20 10
