8 Targets of PA1a Increase the cargo transport on the river by 20% by 2020 Solve obstacles to navigability, taking into account the specific characteristics of each section of the Danube and its navigable tributaries and establish effective waterway infrastructure management by 2020 Develop efficient multimodal terminals at river ports along the Danube and its navigable tributaries to connect inland waterways with rail and road transport by 2020 Implement harmonised River Information Services (RIS) on the Danube and its navigable tributaries and ensure the international exchange of RIS data preferably by 2020 Solve the shortage of qualified personnel and harmonize education standards in inland navigation in the Danube region by 2020, taking duly into account the social dimension of the respective measures Page 8

13 Cargo volumes on the Danube 2014 In total of 40.1 million tons of goods were carried on the Danube waterway and its tributaries in 2014: A minus of 6.7% since 2010 A plus of 6.3% compared to 2013 Transport volumes as such are largely dependent on external factors such as general economic growth, overall logistical trends, etc. PA1a can only actively influence and improve the framework conditions (e.g. fairway conditions, fleet modernisation, personnel competencies, reduction of red tape etc.) Page 13

Strong partnership and coordination among waterway administrations and stakeholders Network of Danube Waterway Administrations (NEWADA) operational as a driving force since 2009 (SEE) EU-Strategy for the Danube Region: Austria (bmvit and viadonau) and Romania (Ministry of Transport) have been coordinating Priority Area 1a (Waterways) since 2012 European Commission (DG MOVE/DG REGIO) set and retained Danube waterway maintenance high on the political agenda Page 18

25 Achievements to develop multimodal port terminals Activities in PA1a mainly focused on project support activities: PA1a issued 8 letters of recommendation for port-related projects PA1a project database includes 28 projects, of which 18 are in preparation phase Investment projects for ports along the Danube have been monitored by means of the Rhine-Danube Corridor work plans Actual implementation of the projects is however largely beyond the control of the priority area Page 25

27 Status regarding multimodal port terminals in the Danube corridor There are approximately 70 ports along the km length of the navigable Danube Partly obsolete port infrastructure and out-dated equipment The Rhine-Danube Corridor include 19 core ports, all are inland waterway ports except Constanţa and Galați, which are both inland waterway and maritime ports. In terms of multimodal connections, all of the core network ports have road and rail connection but of varying quality in terms of number of lanes and capacities. Some railway tracks are in poor condition and/or rarely used due to current modal split or due to their deteriorated state Page 27

30 Achievements to implement harmonised River Information Services Harmonised River Information Services (RIS) have largely been implemented on the Danube through TEN-projects in the last decade (IRIS projects and CoRISMa) International exchange of RIS data is still an issue which has not been solved on the entire corridor Activities in PA1a mainly focused on project support activities: PA1a project database includes 9 projects, of which 8 are in implementation or completion phase Further implementation and roll out secured through national investments and transeuropean projects (RIS COMEX in CEF) Page 30
31 Status regarding River Information Services in the Danube corridor RIS COMEX: RIS enabled IWT corridor management (co-financed by Connecting Europe Facility) The project RIS COMEX ( ) aims at the implementation and operation of cross-border River Information Services based on operational exchange of RIS data. These RIS-based corridor (information) services shall allow for traffic management by the authorities and transport management by the logistics sector. Page 31

34 Achievements to reduce shortage of qualified personnel Improvement of education and training in the field of inland waterway has mainly been implemented through projects in the South-East Europe programme (NELI, HINT projects) Activities in PA1a mainly focused on project support activities: PA1a project database includes 4 projects, of which 2 are in implementation or completion phase The work of the working group on professional qualifications (European Committee for drawing up standards in the field of inland navigation (CESNI) as set up in June 2015) is being monitored within the context of the PA1a Steering Group Page 34

DTP is a financing instrument which supports the policy integration in the Danube area below the EU-level and above the national level in specific fields of action. Expected projects should therefore influence national/ regional/ local policies (act as policy drivers ). DTP fosters transnational cooperation tackling major issues with a view to ensure territorial integration and to create the conditions for competitiveness and economic growth in the region. DTP supports the achievement of EUSDR objectives as defined in the Action Plan.
