Much of this is orchestrated through our committees, which are overseen by our President, Wendy Smith (Publishers Clearing House). Wendy has led a review of our committees and committee processes and now asks for your participation. The results are summarized in the attached committee materials. Please take a few minutes to review the materials to see if one or two of the committees interests you. And, let me know of you if you would like to participate as a committee member. Following the committee meetings we will proceed to our informal members dinner which will begin at 6:30. 3 PSA COMMITTEES ESTABLISHMENT & PROCEDURES [REVISED APRIL 2013] At its October 2009 Meeting the PSA Executive Committee agreed the Association should establish Standing Committees such as Finance and Membership, and other additional committees with specific purposes and terms. Additional committees will sunset on a specific date unless the Executive Committee agrees to a continuation. The Committee structure was last reviewed by the Membership at its January 31, 2013, meeting, and since then has been further reviewed by the Executive Committee. All members are eligible to participate in any committee meeting or conference call. The Executive Committee urges committees to have frequent conference calls to discuss issues. PSA will provide meeting space for face to face meetings the afternoon before the day of each regular PSA meeting. Standing Committees are: Finance Membership Nominating (Executive Committee) Additional Committees approved by the Executive Committee are: Network, Transportation, & Delivery Services- approved through February 15, 2014 Visibility & evs- approved through February 15, 2014 International Mail- approved through February 15, 2014 Seminar (Executive Committee)-Approved through February 15, 2014 The Executive Committee asks each committee to: Identify its two top issues for 2013, and report these to the PSA President (wsmith@pch.com) no later than May 15, 2013; Hold regular conference calls, a minimum of one per quarter that will be called by the committee chairman, coordinated by the Executive Vice President, and posted on the PSA web site; At least one week before scheduled MTAC focus group discussions, advise the PSA President of any issues the committee would like raised at the MTAC discussions. Provide a brief report of each meeting or call to be included in the monthly news letter and posted on the association website, and a quarterly report of activities for inclusion in PSA meeting minutes. 5 PARCEL SHIPPERS ASSOCIATION NETWORK, TRANSPORTATION AND DELIVERY COMMITTEE Mission: To promote improved networks, services and product visibility. The committee s goal is to promote cost-effective, high-value, ground parcel services and products that meets the needs of the PSA members Term: November 15, 2014 Desired Results: Develop process to communicate network, transportation and delivery changes to key partners o Proactive communication from USPS on DDU and plant closings and consolidations o Timely updates when consolidating facilities and adding annexes for peak season capacity Easy access to the delivery networks from an entry standpoint o Accurate posting of critical entry times, dock height, etc. Continuous improvement on the first delivery attempt o Improve notice left process barcode scan with proof of delivery Improve Day 0 delivery percentage (when critical entry is met) and re-enforce for all packages Conduct ongoing discussions on planned parcel qualification and preparation changes that affect eligibility for discounts and pricing, or affect service. Work to insure new preparation requirements are affordable and operationally feasible. Improve the timeliness and reliability of delivery data through the development of an open data pipe and upgrading field scanning equipment o A long term strategy that works toward real time data o Determine what process is used for IT system releases and beta testing for new products o Better documentation and information about releases Scan rate consistency of 99.1% goal though out network and through seasonality o Provide feedback mechanism for poor performance Quarterly meeting with Vice President, Product Visibility and Operational Performance. (target MTAC week) o Discussion of scanning by category (Acceptance Scan, Container Scans, Arrival at unit scans and Delivery scans o Enforcement of policy to provide an electronic notice left event code 02 so the clock is stopped for service commitment o Measurement of the new scans associated with the Small Parcel and Bundle Sorters and the manual operations (use of ring scanners) o Container Barcode direction

8 Parcel Shippers Association International Committee Mission: Term: Monitor trends, practices, legislation, Customs, UPU issues and new developments with respect to international parcel shipping. Inform and engage the association membership in international parcel issues and opportunities. February 15, 2014 Desired Results: John Callan (Ursa Major Assoc.) Chairman Vincent DeAngelis (Neopost) Assemble a committee comprising members with expertise and/or high levels of interest in cross-border parcel shipping from shippers, carriers and third party service providers. Create channels of communication for members who have international parcel shipping interests. Inform members of opportunities and challenges with respect to shipping across borders. Liaise with USPS Global Business management and advise members on strategy and operations. Inform members on issues concerning international parcel delivery that arise from time to time at: o U.S. Dept of State Advisory Committee for International and Postal Delivery (FACA) o Universal Postal Union (UPU) Consultative Committee o International Mail Advisory Group (IMAG) o Global Address Data Association (GADA) Advise members on regulatory issues concerning international parcel delivery that arise from time to time at : o U. S. Customs o Dept. of Commerce o Department of Homeland Security (DHS) and Transport Security Administration (TSA) Promote PSA membership to international and domestic parcel shippers considering shipping with USPS. 9 PARCEL SHIPPERS ASSOCIATION VISIBILITY AND E-VS COMMITTEE Mission: To work with the United States Postal Service on Electronic Verification System (e- VS) and the Product Tracking System (PTS) to ensure PSA has input to the on-going functionality and enhancements to these systems. The committee will also represent the PSA to identify with Postal visibility enhancements that will allow for the total tracking, tracing and service measurement of all packages. Term: November 16, 2014 Desired Results: 1. Assure that parcel shippers have a voice and input to the on-going functionality and enhancements to the e-vs manifesting and the PTS, including reporting. 2. Develop e-vs and PTS enhancements directly with the USPS. 3. Provide e-vs and PTS improvements that will benefit the parcel industry and protect against unrealistic postal requirements and implementation timelines 4. Work with MTAC and other organizations to assure that service measurement targets are being developed, measured and that proper diagnostics tools are being made available to the package mailing industry for specific service performance analysis. 5. Work with the USPS to ensure that visibility of packages is in the forefront and priority for the organization.
