JOC Container Trade Europe Conference 2016 Hamburg, September 2016 A Mediterranean gateway into Europe: Finally becoming a reality? Santiago Garcia-Milà Deputy General Manager, Barcelona Port Authority Chairman, European Sea Ports Organisation (ESPO) President, International Association of Ports and Harbors (IAPH)

Main trends of the maritime and port sector Challenges for ports (1) The International Association of Ports and Harbors (IAPH) and the European Sea Ports Organisation (ESPO) identified recently the most relevant challenges for ports in the near future: Growing traffic volumes which are more and more clustered; Ever-increasing ships size and the cost of subsequent adaptation of port and porthinterland infrastructure; who will pay for new infrastructures?, who will benefit from ultra large ships? Will the benefit be extended to other members of the logistics chain?
Main trends of the maritime and port sector Challenges for ports (2) Increasing market power of shipping lines as a result of alliances ; Increasing relevance of environmental regulations and adaptation to environmentfriendly energy Smart ports concept: how to use intelligent port management solutions in order to reduce emissions and increase efficiency Potential changes in shipping routes and further globalisation of business and society and the remaining barriers to the internal market for maritime transport
Towards a sustainable and more efficient European logistics The potential of the Mediterranean ALG Millones TEU VLC BCN TRG LHV ROT ANW MAR BRE GEN HAM The Mediterranean as alternative to the north Europa-Asia traffic through the North West Mediterranean East Mediterranean and Europe - Maghreb routes The Mediterranean as a route for Asia-America traffic North European ports Mediterranean ports Port Hinterland Advantages of southern range ports: 4/5 less navigation days Less use of petrol Less ships required to maintain the same frequency Reduction of CO2 emissions Improved infrastructures to berth the biggest containerships. Artic and Panama routes are no real alternatives (transit time navigation problems, ) Mediterranean ports are in a good position to get raffics with destinations in central and South Europe that currently use the northern European ports
Towards a sustainable and more efficient European logistics Intermed Founded in 1998 by the ports of BARCELONA, MARSEILLES and GENOA Promotion of the role of INTERMED and MEDITERRANEAN ports on a sustainable and more efficient European logistics Main actions: DEFENDING THE NORTH WEST MEDITERRANEAN PORTS before the relevant EU institutions (Proposals for the TENT-T revision, presentations at the EU Parliament ) HIGHLIGHTING THE POTENTIAL OF MEDITERRANEAN PORTS for overseas customers interested in the European markets (Participation, organization and support of workshops and conferences) STUDIES Development of reports and studies on issues where the cooperation among Intermed ports could be stronger (SSS, etc);
Towards a sustainable and more efficient European logistics TEN-T The new Trans-European Transport Network (TEN-T) was approved in It established 9 corridors as European investment priority.
Towards a sustainable and more efficient European logistics Port Regulation The proposal of a Regulation of the European Parliament and of the Council establishing a framework on market access to port services and financial transparency of ports, was published on 23 May 2013 by the European Commission. Scope: TEN-T ports Services covered: Bunkering, Mooring, Port reception facilities, Towage, Pilotage, Cargo handling and Passenger services (Cargo handling, passenger services and pilotage out of market access chapter)(member States may decide to apply the market access chapter to pilots). Objective: The objective is to contribute to the goal of a more efficient, interconnected and sustainable functioning of the TEN-T by creating a framework which improves the performance of all ports and helps them to cope with changes in transport and logistics requirements
Towards a sustainable and more efficient European logistics Port Regulation: Calendar May 2013 Publication of the proposal by the European Commission September 2013 Start discussions in the TRAN Committee of the European Parliament March 2014 June 2014 October 2014 January 2016 March 2016 Postponement vote in the TRAN Committee. EP Elections period Italy achieves the Presidency of the European Council and declares Port Regulation as a priority Agreement in the Council on the Port Regulation Proposal. Pending the Parliament proposal in order to negotiate the final text. Vote in TRAN Committee of European Parliament Approval by the Plenary of the European Parliament 28 June 2016 Commission, Council and Parliament reached an agreement on a Port Regulation. The Port Regulation can however only be considered as adopted after the formal approval by both the Parliament and the Council following their respective procedures.

Expansion of the Port and Logistics areas More surface, more capacity ZAL Prat New container terminal (BEST): Hutchison New car facilities New energy facilities TCB container terminal extension New cruise terminal New RORO terminal Both container terminals, TCB and Hutchison, are expanding their surface areas and will offer a capacity for more than 5.55 million TEU in 2020
Connectivity The port network Le Havre Antwerp Paris Strasbourg Projects: Infrastructures and services Inland terminals: service centres, integrated into the Port s network. Bourdeaux Lyon Toulouse Genova Livorno Operations management: Support the development of new transport chains. A Coruña Vigo León Burgos Bilbao Pamplona Vitoria Noaín Lleida Perpignan Roma (Civitavecchia) European (BCN-Lyon-Metz) South France (BCN-Toulouse-Bordeaux) Madrid Zaragoza Tarragona 300 km Transversal iberian (BCN-ZAZ-MAD-LIS) Ebro (BCN-ZAZ-north Spain) 600 km Córdoba Sevilla Tanger Tunis km Hinterland Inland terminal (Port de Barcelona) Logistics Activity Zone Inland terminal (Port of Barcelona &partners) Port of Barcelona
Client-oriented Customer orientation: competitiveness/quality /productivity/efficiency The SAC (Customer Service) is the link between the market and the Port. It acts as a promotion, complaints handling, information requests, incidents resolution, etc. Portic is the Port Community System of the Port of Barcelona. Improves the competitiveness of the port community through a technological platform that provides an easier interaction The Quality Team (EQ) is involved in the detection of damage and faults in the goods and in the seal and supports the inspection services; Controls interventions and provides incidents information. It acts at TCB, Tercat, the PIF, and Setram Autoterminal. The APB has begun to develop logistics consultancy work for those customers that want to improve their logistics, proposing more competitive alternatives than usual. Information services addressed to end users. Recently, training actions have been initiated in company to exporters and importers. Information service regarding the CO2 generated by the customer logistics chains and advice on more effective alternatives from an environmental point of view.
Client-oriented Ecocalculator The Port de Barcelona s Ecocalculator is a tool for calculating the CO 2 emissions generated by transporting a container between Europe and the rest of the world through the Port de Barcelona. Transporting a TEU from Suez (Port Saïd, Egypt) to Lyon (France) via the Port of Barcelona is more sustainable than the route through a Northern range port, with 43% reduction of the CO 2 emissions.
