3 Twin Cities- Milwaukee- Chicago (TCMC) Phase 1 Study Next phase of Amtrak feasibility study of second conventional train between Chicago and Twin Cities Modeling includes Twin Cities- Milwaukee segment only Train will utilize existing or proposed slot between Chicago and Milwaukee from Hiawatha Corridor Draft EA to minimize impacts 79 mph service Determine infrastructure improvements needed to support additional service while maintaining freight performance 3
4 Twin Cities- Milwaukee High Speed Rail Corridor to Chicago Increased passenger rail service between the Twin Cities and Chicago Determine what additional track and signal infrastructure may be needed to: Support 80 mph frequent passenger train service at a high level of efficiency and reliability Reduce or eliminate any negative operational impacts to future freight service caused by the new passenger service Alternative screening analysis: 80 mph service at 4 or 6 round trips Review estimated capital and operating costs against projected revenue 4

7 TCMC Modeling Methodology Evaluate and determine how TCMC can most efficiently be operated on the St. Paul - Chicago corridor Operations modeling performed between Milwaukee and St. Paul (trains will utilize existing or proposed Hiawatha Service schedule slots between Chicago and Milwaukee) Develop the appropriate level of infrastructure improvements required to accommodate TCMC while minimizing freight and passenger rail delays and accommodating freight growth 7
8 TCMC Modeling Methodology Schedule Options Schedules designed to complement current Empire Builder schedules, with arrival and departure times at endpoints that maximize ridership potential Schedules will attempt to operate within existing or proposed Hiawatha Service slots while minimizing infrastructure impacts west of Milwaukee Westbound train would depart Chicago after morning peak and arrive in St. Paul in late afternoon Eastbound train would depart St. Paul late morning/early afternoon and arrive in Chicago after evening peak 8
