3 LAND USE ISSUES Outdated General Plan and Zoning Code: Wide range of permitted uses: Manufacturing of poisons and explosives (CUP in MH) Storage of hazardous materials (CUP in MH) Compatibility with residential: Permitted uses Buffering residential uses from industrial uses 24 Hour operation Add standards to address compatibility issues
4 TRAFFIC AND SAFETY ISSUES 551,700 non truck daily trips 53,200 truck daily trips Truck impacts 10,000 times more than car impacts Trucks cause 99.9% of road impacts: Industrial 83.3% Commercial 16.6% Issues created by large and heavy trucks: Increased safety risk for smaller vehicles, pedestrians, and bicyclists Reduced levels of service on streets and at intersections Damage to City property/facilities from collisions (reported and unreported); i.e., street lights, traffic signal equipment, signs, trees, curbs, medians, etc. Increased impacts from improperly over loaded trucks

7 CITY PAVEMENT MANAGEMENT PROGRAM PCI for City s street network 67/100 23% are in Poor or very poor condition (PCI 0 49) $93M in deferred maintenance costs 2015 Claims: $341,000 July 2016 to date: $373,000 Current budget of $1.5M/ year for next 7 years Deferred maintenance to increase to $145M (twice annual revenue) PCI rating will go down from 67 to 55 Increase from $1.5M to $8.0M Will maintain the CPI at 67 Will decrease Deferred maintenance from $92.9M to $87.6M
8 CUTS TO RAISE $6.5M FOR STREET MAINTENANCE Stop Park Maintenance: Total Savings: $6,723,973 Stop operating and staffing parks and close the community center: Total Savings: $6,465,426 Cut 1/3 of the sheriff (20 deputies): Total Savings: $6,237,399
9 BUSINESSES SUBJECT TO MORATORIUM Logistics facility means any warehouse for storage and transportation of goods, distribution facilities, logistics services such as but not limited to material handling, production, packaging, inventory, transportation, storage, warehousing, freight forwarding, deposit, storage, safekeeping, or parts thereof, industrial wholesale, self storage, portable storage rental facility, truck terminals, hazardous materials and/or hazardous waste facilities, truck yards, cargo container storage and cargo container parking, manufacturing uses with less than 50% of floor area devoted to manufacturing
10 ACTIVITIES NOT SUBJECT TO MORATORIUM (EXEMPTIONS) Business license renewals; routine or emergency maintenance and repair permits Tenant improvements for current tenants within an existing building (no expansion) Projects that have vested property rights Buildings with 5 or fewer truck doors Leases 3 years or less Big Box Stores
11 ACTIVITIES SUBJECT TO MORATORIUM Establishment of new uses or buildings Expansion of existing buildings by 10%+ Any expansion/intensification of truck/container yards Any modifications to an existing building or site that require permits New or extended leases longer than 3 years
12 OFF RAMPS, SUBJECT TO CITY COUNCIL APPROVAL Necessary for the preservation of the public health, safety, and welfare; Undue financial hardship; No empty buildings during the effective date of this Ordinance; Land controlled by the City or by any of its agencies and authorities including, transactions approved by the Department of Finance; Form/participate in CFD to pay for ongoing City services; Enters into a Development Agreement; The fiscal impact analysis showing no adverse negative fiscal impacts on the City; Minimal or no truck traffic impacts.
