5 Current Ten Planning Factors Two new factors in FAST Act 9 Total Funding for Federal aid Highway Formula Programs The FAST Act authorizes a total combined amount ($39.7 billion in FY 2016, $40.5 billion in FY 2017, $41.4 billion in FY 2018, $42.4 billion in FY 2019, and $43.4 billion in FY 2020) in contract authority to fund six formula programs (including certain set asides within the programs described below): National Highway Performance Program (NHPP); Surface Transportation Block Grant Program (STBG); Highway Safety Improvement Program (HSIP); Congestion Mitigation and Air Quality Improvement Program (CMAQ); Metropolitan Planning; and The new National Highway Freight Program (NHFP). 10 5
6 PART 2 New FAST ACT Planning Requirements 11 Transition to New Planning Emphasis (NEW) Updates or amendments to TIPs/STIPs, and plans adopted on or after two years after the date of the final planning rule must reflect the new emphasis (by May 27, 2018). Updates or amendments to TIPs/STIPs, and plans adopted or amended two years after the effective date of the performance management rules must comply. 12 6
7 Public Participation Plan (NEW) Under the FAST Act each MPO must develop a documented public participation plan (PPP) that also includes: 1) public ports; 2) private providers of transportation (including intercity bus operators; 3) employer based commuter programs (such as carpoolvanpool programs); 4) transit benefits program; 5) parking cash out program; 6) shuttle program; or 7) telework program. Due for MTP/TIP updates after May 27, Public Participation Plan (NEW) Under the FAST Act, the MPO should also consult with agencies and officials responsible for other planning activities within the metropolitan planning area that are affected by transportation including: 1) tourism; 2) natural disaster risk reduction. Due for MTP/TIP updates on or after May 27,
8 Planning Factors (NEW) Two new planning factors added: 1) Improve the resiliency and reliability of the transportation system and reduce or mitigate storm water impacts of surface transportation; 2) Enhance travel and tourism. Due on or after May 27, 2018 for MTP/TIP and Statewide Plan updates. 15 Resiliency and Vulnerability (NEW) Under the FAST Act, the long range MTP shall include and assessment of capital investment and other strategies to preserve the existing and future transportation system and reduce the vulnerability of the existing transportation infrastructure to natural disasters. 15 Establishing Performance Targets (NEW) Under the FAST Act, States have one year from the effective date of the performance management (PM) rule(s) to establish targets. MPOs have 180 days to set targets after the State DOT sets targets. Applies to all updates to TIPs/STIP/MTPs and statewide long range plans on or after the date that is two years after the publication date of the final planning rule (May 27, 2018) or two years after the effective date of each final performance management rule, whichever comes later. 29 Performance Based Planning (Coordination NEW) Under the FAST Act, the MPOs shall coordinate to the maximum extent practicable with public transportation providers when setting performance targets required under 49 U.S.C. 5326(c) and 5329(d)
16 PBPP: Target Setting Coordination (New) MPO Target Setting An MPO may establish its own quantifiable performance targets or An MPO may adopt a State s performance targets and support the State s efforts at achieving those targets Either way, the MPO is establishing targets 31 Performance Based Planning MOUs (NEW) The MPO(s), State(s), and the providers of public transportation shall jointly agree upon and develop specific written provisions for cooperatively developing and sharing information related to: transportation performance data; the selection of performance targets; the reporting of performance targets; the reporting of performance to be used in tracking progress toward attainment of critical outcomes for the region of the MPO (see (d)), & the collection of data for the State asset management plan for the NHS. NOTE: Such agreements shall be documented as part of the metropolitan planning agreement or in some other form jointly agreed to by the MPO(s), State(s), and provider(s) of public transportation) Due on or after May 27, 2018 or on or after the date that is two years after the effective date of each final performance measures rule, whichever is later
17 PBPP: Integration of Other PB Plans (New) The goals, objectives, performance measures, and targets from other performance based plans and programs shall be integrated into the transportation planning process Examples: Highway and transit asset management plans Strategic Highway Safety Plan Freight plans Congestion management process (CMP) and plan 33 Performance Based Planning (MTP Development NEW) The MPO metropolitan transportation plan (MTP) shall include: A description of the Federally required performance measures and performance targets used in assessing the performance of the transportation system. A system performance report evaluating the condition and performance of the transportation system with respect to the Federally required performance targets including progress achieved by the MPO toward the performance targets. Due on or after May 27, 2018 (or after the date that is two years after the effective date of each final performance measures rule), whichever is later for all MTP updates 34 17
18 Performance Based Planning for STIP/TIPs (NEW) STIP/TIPs shall: include (to the maximum extent practicable) a description of the anticipated effect of the STIP and TIP toward achieving the performance targets identified by the State in the long range statewide transportation plan and by the MPO in the MTP. Due for STIP/TIP updates on or after May 27, 2018 (or on or after the date that is two years after the effective date of each final performance measures rule whichever is later). 35 PART 4 Timelines for Implementation of Performance Measures 36 18
19 Implementation Timeline NOTE: PM3 includes NHS, Freight, and CMAQ Performance Measures Safety Performance Measures (PM1) (NEW) Final rule effective date was April 14, FHWA Division Offices begin to ensure coordination between State Highway Safety Offices (SHSOs), State DOTs, and MPOs for safety target selection. State DOTs report safety performance targets in the annual HSIP report to FHWA no later than August 31, 2017 (and annually thereafter). No later than February 27, 2018 the MPOs establishes CY 2018 targets for the safety performance measures
20 Safety Performance Measures (PM1) (NEW) On or after May 27, 2018, updates or amendments to the MTP/TIP must be developed according with the performance based provisions of 23 CFR 450 and safety performance measure requirements. On or before May 27, 2018, the State DOT, MPO, and transit provider must have a written tri party MOU (or similar agreement) to show how performance based planning will be implemented within the region per 23 CFR (h). By March 2020 and annually thereafter, FHWA notifies the State DOTs whether they met or made significant progress toward meeting safety performance targets. 39 Pavement and Bridge Condition Performance Measures (PM2) NEW Final rule effective date was May 20, FHWA Division Offices begin to ensure coordination takes place between State DOTs and MPOs for target establishment for the first Performance Period. By June 15, 2017 (and annually thereafter) FHWA extracts bridge condition metric data from NBI on June 15 th every year to determine the minimum NHS bridge condition level and complete the biennial determination of significant progress toward achieving targets
21 Pavement and Bridge Condition Performance Measures (PM2) NEW Before or by June 15, 2017 (and annually thereafter), State DOTs report Interstate and Non Interstate NHS pavement condition data to HPMS. Note: Interstate pavement condition data submittal due date into HPMS changes to April 15 th beginning in Pavement and Bridge Condition Performance Measures (PM2) NEW By October 1, 2017, FHWA made the minimum NHS bridge condition level determination and notified State DOTs. By January 1, 2018 first full distress and IRI data collection cycle starts for Interstate System pavement measure (State DOTs). State DOTs collect IRI, rutting, faulting, cracking percent, and inventory data elements for full extent Interstate System in accordance with 23 CFR and 23 CFR
22 Pavement and Bridge Condition Performance Measures (PM2) NEW By October 1, 2018 and every 4 years thereafter: State DOTs report targets for the performance period to FHWA in their Baseline Performance Period Report. By no later than November 16, 2018 MPOs establish targets: MPOs establish 4 year targets not later than 180 days after the date on which the relevant State DOT(s) establishes the performance targets for the Interstate System and non Interstate NHS pavement condition measures and NHS Bridge Condition measures. All subsequent performance periods: The MPOs report their established targets to their respective State DOT in a manner that is documented and mutually agreed upon by both parties. 43 Pavement and Bridge Condition Performance Measures (PM2) NEW On or after May 20, 2019, MPO updates or amendments to MTP and TIP must be developed according to the performance based provisions of 23 CFR Part 450 and the pavement and bridge condition performance measure requirements
23 NHS, Freight, and CMAQ Performance Measures (PM3) NEW Final rule effective date was May 20, FHWA Division Offices begin to ensure coordination takes place between State DOTs and MPOs for target establishment (except for GHG measure) for the first Performance Period. September 28, 2017 GHG measure effective date. 45 NHS, Freight, and CMAQ Performance Measures (PM3) NEW By October 1, 2017 and every 4 years thereafterdetermination of which State DOTs and MPOs are subject to CMAQ measure (Peak Hour Excessive Delay PHED, Percent Non SOV Travel, and Total Emissions Reduction measures) requirements for the Performance Period. No later than October 1, 2017 (and annually thereafter) the State DOTs requests FHWA approval for the use of equivalent data source(s) for travel time based measures
24 NHS, Freight, and CMAQ Performance Measures (PM3) NEW No later than March 1, 2018 (and annually thereafter) State DOTs enter project information into the CMAQ project tracking system for each CMAQ project funded in the previous fiscal year. For the purpose of implementing Total Emission Reduction measure, the project information entered by March 1 will be used to determine the baseline. 47 NHS, Freight, and CMAQ Performance Measures (PM3) NEW No later than May 20, 2018, State DOTs establish targets for the first Performance Period. State DOTs establish 4 year target only for non Interstate NHS Travel Time Reliability and PHED measures. State DOTs establish 2 year and 4 year targets for Interstate NHS Travel Time Reliability, Freight Reliability, Percent Non SOV Travel, and Total Emissions Reduction measures for the first Performance Period
25 NHS, Freight, and CMAQ Performance Measures (PM3) NEW By June 15, 2018 (and annually thereafter) State DOTs report metric data to HPMS for the purpose of implementing all travel time based measures (Interstate and non Interstate NHS Travel Time Reliability, Freight Reliability, and PHED measures). By July 1, 2018 (and every year thereafter), State DOTs extract the CMAQ Public Access System data for calculating the Total Emissions Reduction measure. 49 NHS, Freight, and CMAQ Performance Measures (PM3) NEW No later than October 1, 2018 (and every 4 years thereafter) relevant State DOTs and MPOs submit the MPO CMAQ Performance Plan (as applicable) as an attachment to the State DOT Baseline Performance Period Report. By October 1, 2018 (and every 4 years thereafter) State DOTs report targets for the performance period to FHWA in their Baseline Performance Period Report. State DOTs also report GHG measure and data collection method for the Percent Non SOV Travel measure in their Baseline Performance Period Report
26 NHS, Freight, and CMAQ Performance Measures (PM3) NEW Not later than November 16, 2018 (first Performance Period Only) MPOs establish targets not later than 180 days after the date on which the relevant State DOT(s) establishes targets for Interstate and non Interstate NHS Travel Time Reliability, Freight Reliability, PHED, and Total Emissions Reduction measures. Where applicable, MPOs establish both 2 year and 4 year targets for Percent Non SOV Travel and Total Emissions Reduction measures. The MPOs report their established targets to their respective State DOT in a manner that is documented and mutually agreed upon by both parties. 51 NHS, Freight, and CMAQ Performance Measures (PM3) NEW On or after May 20, 2019 (State DOTs) updates or amendments to LRSTP and STIP must be developed in accordance with the performancebased provisions of 23 CFR 450 and the system reliability, freight, CMAQ measure requirements. On or after May 20, 2019 (MPOs) updates or amendments to MTP and TIP must be developed according to the performance based provisions of 23 CFR 450 and the system reliability, freight, and CMAQ measure requirements
27 NHS, Freight, and CMAQ Performance Measures (PM3) NEW Not later than October 1, 2020, and every 4 years thereafter relevant State DOTs submit the MPO CMAQ Performance Plans (as applicable) as an attachment to the State DOT Mid Performance Period Progress Report. By October 1, 2020 and every 4 years thereafter State DOTs report their 2 year (midpoint performance period) progress and adjusted 4 year targets to FHWA in their Mid Performance Period Progress Report.
