2 ORWEGIAN COASTAL ADMINISTRATION Norwegian Coastal Administration The Norwegian Coastal administration is a public service under the the Department of Fisheries. Our vision is to secure the safety and development of coastal waters for all. We shall contribute to safe passage and ease of access along the coastline. We serve all users of coastal waters, but our services are aimed mainly at commercial traffic
3 ORWEGIAN COASTAL ADMINISTRATION Norwegian Coastal Administration Main tasks: Piloting services Navigational Aids Vessel Traffic Services (VTS) Improve and maintain coastal channels Construct and maintain fishing ports/harbours Acute pollution at sea and onshore Exercise authority in accordance with The Norwegian Pilotage Act, The Harbour Act and The Pollution Control Act Carry out transport-planning activities for matters related to ports/harbours and coastal fairways
4 ORWEGIAN COASTAL ADMINISTRATION Department of Emergency Response Main tasks: Direct major governmental oil spill response operations Co-ordinate the national contingency Give practical assistance in oil spill response operations Manage governmental oil spill recovery equipment Development of response and training of personnel
5 Pollution Control Act (1981) ORWEGIAN COASTAL ADMINISTRATION The Main principles - acute pollution: Polluter pays. Obligation to notify. Emergency response system. Contingency planning requirements. Obligation to respond. Obligation to provide assistance. Obligation to provide information.
6 Obligation to respond ORWEGIAN COASTAL ADMINISTRATION The person responsible for an acute pollution incident shall initiate necessary measures to prevent or limit the damage. If not, the municipal and/or the governmental response organisation will be mobilised. Obligation to provide assistance Any organisation who is responsible for a contingency system according to the pollution control act, shall in general when requested by the authorities provide assistance to an oil spill incident.
7 ORWEGIAN COASTAL ADMINISTRATION Private and municipal contingency Private contingency system: The industry itself shall provide for a contingency system against acute pollution from its own activity. Municipal contingency system: Municipalities shall provide for the necessary contingency system to combat acute pollution which may occur within the municipality itself, and which are not covered by the polluters own contingency system.

Municipal contingency system: Municipalities shall provide for the necessary contingency system to combat acute pollution which may occur within the municipality itself, and which are not covered by the polluters own contingency system.

11 Governmental contingency ORWEGIAN COASTAL ADMINISTRATION Objective of governmental contingency: The Government shall provide for a contingency system against major incidents of acute pollution which are not covered by municipal or private contingency systems. Co-ordinating authority The Norwegian Coastal Administration shall ensure that all contingency systems are coordinated into one national emergency response system.

16 National Response Strategy ORWEGIAN COASTAL ADMINISTRATION Response operations shall take place as close to the source of the spill as possible. Mechanical methods have first priority. Chemical methods can be used if NEBA shows that use of dispersants is reducing the overall environmental impact. All available resources in society may be used in major environmental combat operations.
