2 «Focus on customer is the main development vector for JSCo «RZD»» Oleg Belozerov JSCo «RZD» President Kaliningrad region (Oblast) is the closest to Western Europe geographical region of Russia. With this peculiarity in mind, Kaliningrad Railway plays an important role in provision of logistics between Kaliningrad region with the main part of the country and development of foreign trade cargo transportation. In the transportation system the railway is connected with railways of Lithuania and Poland. Transportation is carried out on land through two international checkpoints of the Republic of Lithuania (Nesterov Kybartai and Sovetsk Pagėgiai) and two international checkpoints of Poland (Mamonovo Braniewo and Zheleznodorozhny Skandawa). Moreover, there is an option of cargo delivery through railway-ferry line Baltiysk Ust-Luga. Kaliningrad Railway has established solid partnership with railway administrations of Poland, Lithuania and Belorussia and coordination with marine carriers and the port complex of the region. 11 52 53 Port complex Transportation complex of the region includes of railway and marine transport and ice-free port from the middle part of the Baltic sea. The port complex of Kaliningrad region includes the following structures: commercial seaport, fishery seaport, four terminals for oil-products transshipment and two terminals for grain cargo transshipment. The following cargos can be transshipped in the port: oil products, coal, ore, metal, ferroalloy, rolled metal products, grain, sugar, fertilizers (dry and liquid), containers, wood cargo, as well as cargo handling and storage of special temperature regime cargos. 13 56 57 Container transportation «Transcontainer» OJSC branch in Kaliningrad Railway provides package of services on organization of railway container transportation to/from Kaliningrad region in the direction of Russia, CIS, China, Poland, Germany, Finland and Latvia, including shipment of containers by automobile transport of the company, terminal handling of cargo and customs processing. Container turnover in 2016 was 8257 TEU (load TEU, unload TEU). Container turnover in the first quarter of 2017 was 1570 TEU, increased by 57% against same period of the last year Considering multipurpose capacities of Kaliningrad Railway, it is a full-scale alternative for transshipment of European cargo in the Russian territory and it can absorb the traffic flow from the countries of Asia and Pacific, flowing to Europe by sea. Chernyakhovsk and Dzerzhinskaya-Novaya stations are included in AIGTR as transshipment stations from wagons of 1520 gauge to wagons of 1435 mm; Border checkpoints with Poland are included in ITT for the organization of cargo transportation in container trains on a competitive basis. 15 60 61 Upcoming trends Piggyback transportation Kaliningrad Railway especially focuses on the perspectives of piggyback transportation. There is a capacity of delivering piggyback containers from anywhere in Europe on 1435 mm gauge with further transshipment to the 1520 mm gauge. Advantages of the trend: Independence from tensions on borders. Delivery terms: to Moscow and Saint-Petersburg 2 days, to Novosibirsk 6 days, to Transbaikal 8 days. Scheduled traffic. Distriport Kaliningrad Railway pays special attention to the construction of Kaliningrad distriport.
