3 PPHTD / APH Port Development Partnership On March 29, 2017, Plaquemines Port Harbor & Terminal District (PPHTD) and American Patriot Holdings LLC (APH) announced plans to jointly develop a State of the Art GATEWAY CONTAINER TERMINAL on the lower Mississippi River Unique to PPHTD is Domestic Marine Connectivity to America s Heartland APH will be the Exclusive provider of domestic marine transport Additional information can be viewed at Patented vessel design features provide economic efficiencies to favor marine vs. rail to America s Heartland An Exoskeleton Hull Structure - optimizes payload A Minimum Resistance Bow structure - optimizes speed A Minimal Wake Bow Design eliminates speed concerns passing fleets / docks Vessel Model Testing was completed in October 17 (in Potsdam Germany) All vessel design specifications were validated or exceeded Model tested was 28 long, 6 4 wide, weighed 2.5 tons, propulsion via VS Testing performed in open water, model basin, and shallow water Private and Confidential 3

10 Project Pre-Feasibility Study Prior to the Project Announcement, the partners commissioned a study to assess the competitiveness of servicing the Mid West states from PPHTD vs. WC, GC, and EC Gateway Ports The Study Evaluated: All container traffic in and out of states adjoining the Mississippi River The landed cost from Rotterdam and China to Chicago, St. Louis and Memphis All containerized cargoes in/out of major East, West and Gulf Coast Gateway Ports Study Conclusions: A significant transportation cost savings would result from the PPHTD / APH alternative Longer ocean transits from Asia to the GC are offset by operational delays, unreliability and long dwell times on the WC Shippers would welcome a cost effective and more reliable alternative to WC ports The project offers a Value Proposition sufficient to attract Ocean Carriers, Shippers, Investors, Terminal Operators and upriver ports to join the Partnership There is sufficient cargo demand on tributary rivers to deploy APH hybrid design vessels and traditional COB Private and Confidential 10
