2 HPMS Development Status Field Manual is out on the street. Screen Design is complete Developers are staffed up and coding Expected delivery of a TEST system is end of May. Tables for loading data will be in place. Validation We will then start Sample Panel creation for delivery in July.
3 Submittal Dates If a State DOT is not ready to make the jump to the new format. June 15 If a State DOT is ready. August 15 We would like to see a Network this summer regardless of the format. As most of you know, there is some negotiation involved so keep me informed if there are any problems.
4 But this is what I really want to talk about It is the position of the FHWA to establish the State DOT as the authority for data. HPMS will require a network this summer from each DOT We presented a basic structure for States to submit data
5 Extent All Federal Aid Our Definition of this is: Principal Arterial Minor Arterial Urban Collector Rural Major Collector Plus anything else that is on the National Highway System Ramps associated with Grade Separated Interchanges
6 Datum, Projection, and Units Datum = NAD83 Projection = None (Lat/Long) Units = Decimal Degrees Measures (Ms) = Miles
7 Route_ID Up to 60 variable characters There is no need to zero pad the Route_ID Unique within the State
8 Carriageway Either Centerline or Dual HPMS Data should be referenced to a Unique Route_ID on the Route_Shapes There may be other Routes that do not carry HPMS records
9 Dual Carriageway Traditionally, HPMS data is supported by a centerline. National Bridge Inventory, FMIS, Crashes (Basically everything else) could benefit by a Dual Carriageway. A lot of States keep their data by direction, and then aggregate it over for HPMS reporting.
10 Enter the New Hampshire Proposal I_89N 2 Lanes I_89S 2 Lanes State of New Hampshire presented a suggestion for HPMS to ingest matching HPMS data to a dual aligned Network.

15 Facility Type and the Couplet The Couplet Facility Type = 2 Facility Type = 3 What is a couplet? A configuration where Certified Mileage is counted in both directions of a one way pair but it is only counted in one direction if the configuration lies on the National Highway System. Usually this occurs in Urban Areas but is not always.
16 System Length FHWA will use the Facility Type Data Item to Calculate System Length for certification. The Facility Type would provide a filter mechanism to get a certified length
17 Lane-Length Length and VMT Filter would include both side of those divided highways
18 Highway Statistics Most Tables in Highway Statistics can be produced under either method
19 The Sample I haven t a clue as to what impact this has. But we (The GIS-T community) as a group are smart people and should be able to think this through
