2 Executive Summary The purpose of this project is to expand the Freeway Management System by installing a communications system along US395 that includes a single mode fiber optic line from the I-80/US395 interchange (Spaghetti Bowl) to just north of Parr interchange, a high bandwidth licensed microwave backbone from Parr interchange to the California State line and to install Intelligent Transportation System (ITS) devices throughout the corridor. This TMP will highlight the transportation management strategies developed throughout the course of this project. The strategies developed include the Maintenance of Traffic Plan (which will be lump sum for the contract with limitations defined in the specifications), the Transportation Operations Plan, and the Public Information Plan. TMP Roles and Responsibilities TMP Coordinator The TMP Coordinator is Jon Dickinson, ITS Project Manager. The TMP team consisted of Jon Dickinson (Traffic Operations), Dean Mottram (CA Group), Scott Carroll (CA Group), Lisa Ouellette (Traffic Operations), Shawn Hilbert (Constructability) and Alma Piceno-Ramirez (District 2). TMP Implementation Task Leaders The following are some of the implementation responsibilities of Task Leaders as defined in this TMP: NDOT Resident Engineer 1. Approve staging areas. 2. Coordinate with other construction activity in the general area of this project. 3. Enforce the contract limitations of operations. Page 1

3 4. Review the safety of in-place traffic control and contractor operations. 5. Provide construction information to District 2 so that they can place it on the 511 website. 6. Submit restriction reports to the NDOT Permitting section so that oversize loads will be rerouted or restricted as necessary. 7. Identify additional emergency contacts. Contractor 1. Choose staging areas. 2. Coordinate with other construction activity in the general area of this project. 3. Design and submit traffic control plans. 4. Project Description This project will construct a system that includes a single mode fiber optic communication system from the I-80/US-395 intersection (Spaghetti Bowl) to just north of Parr interchange, and a high bandwidth licensed microwave communication backbone from Parr interchange to the California State line. ITS Devices will be installed along the entire route including: Closed circuit television Microwave flow detectors Ramp Meters (Oddie Blvd, McCarran/Clearacre and Lemmon Drive) Road Weather Information Systems (RWIS) Dynamic Message Signs (DMS) Travel Time Signs (TTS) Upgrading street lights to LED Page 2

4 Upgrading existing truck weigh station information system A hub building at Parr interchange Ice warning system Wrong way driver detection systems As part of this project, NDOT will be working with Washoe County to connect the Emergency Operations Center (EOC) to the Department s communication system. Project Type The project is an intelligent transportation system (ITS) project. Project Area/Corridor This Project is on US395 in Washoe County from milepost to LEGEND Project Area - Interchange - Page 3

5 Proposed Construction Phasing/Staging Maintenance of Traffic (MOT) during construction is expected to be completed using the Department s standard plans and contractor supplied traffic control. No MOT plans will be included as part of the bid set. General Schedule and Timeline The Project will advertise on October 19, Construction could begin as early as January 2016, depending on weather. There will be 250 working days associated with the construction contract. Construction is estimated to be complete in February of Existing and Future Conditions Data Collection and Modeling Approach The traffic information presented in this plan is the most recent information available from the Nevada Department of Transportation s (NDOT) Traffic Information Division. Existing Roadway Characteristics US395 NB is a three lane freeway with a concrete barrier median. The median changes to earth with intermittent barrier south of the Parr Interchange. There are auxiliary lanes for entering and exiting the NB freeway between I-80 and Oddie Blvd Interchanges, and between the Panther Valley and Golden Valley interchanges. The freeway changes to two lanes at the Golden Valley interchange and continues until the Nevada/California State. US395 SB is a mainly a two lane freeway with an earth median and intermittent barriers. The median changes to an urbanized concrete barrier separation just north of McCarran Boulevard interchange. The freeway changes to three lanes just south of the McCarran Boulevard interchange, and continues through the I-80 interchange. The interchanges within the project area are classified as diamond with a few exceptions. The Oddie Boulevard interchange has a cloverleaf for the WB to SB onramp, the McCarran Blvd interchange is connected with Clearacre Lane with a slip ramp NB and a split diamond configuration SB, and the Panther Valley interchange has a trumpet configuration for the NB on and off ramps. US395 is classified as Other Freeways and Expressways. Existing and Historical Traffic Data The 2014 average annual daily traffic (AADT) volumes were used for this project. Information is available from the NDOT website at ( orts.aspx) and has been summarized for the project area: Page 4

FHWA; supplying project funding and oversight. RTC of Washoe County, local Metropolitan Planning Organization Washoe County; owner of the EOC and will be working with the Department to connect to the Department s fiber network. City of Reno Traffic Mobility Issues All restrictions are identified in the project specifications. Work Zone Impacts Assessment Report Qualitative Summary of Anticipated Work Zone Impacts The installation work is not expected to have large impacts on mobility and safety. Construction will occasionally close shoulders, lanes and interchange ramps. Ramp and lane closures will be limited to night-time or weekends to limit impacts to traffic as much as possible. Ramp closures will be detoured with traffic signs and changeable message signs to re-direct traffic to their anticipated destination. The majority of the trenching will occur off the road, and will be performed with minimal impacts to traffic. Construction Phasing/Staging Approach There will be no phasing/staging on this project. Concurrent work along the northbound and southbound lanes will be allowed. Limitations have been developed to limit the ramp closures that can occur Page 5

7 concurrently, and when they may occur. The limitations will also limit the times when lanes closures will occur on US 395. See Selected Alternative for a listing of the limitations of operations. Management Strategies for Work Zone Impacts A variety of management strategies may be deployed to minimize disruption to traffic and maintain a safe working environment. Suggested strategies to minimize impacts are documents in Table 3 (Temporary Traffic Control Strategies), Table 4 (Traffic Operations Control Strategies) and Table 5 (Public Information Strategies). The concepts presented were discussed and developed through coordination with the project team. Public safety and construction worker safety are also critical elements of the traffic control strategy. Separation of the public from construction activities will be achieved through the use of barrels and traffic barricades depending on the location and type of construction. With work being primarily off the shoulder, there is not anticipated to be a significant impact to traffic. Ongoing coordination with Traffic, Construction, and District 2 has occurred throughout the development of the Maintenance of Traffic concepts and specifications. The following limitations of operations were developed as part of that coordination: Open all lanes during non-working hours. Lane closures will be allowed on I-580/US395 from the CA/NV Stateline to the intersection of I- 580/US395 and I-80 (Spaghetti Bowl) between the hours of 9:00 pm and 5:00 am, nightly, Sunday through Friday. Ramp closures will be allowed on approval during the hours of 9:00 pm to 5:00 am, nightly, Sunday through Friday Submit plans for any closures and incorporated detours 10 days prior to performing them for approval. Consecutive on or off ramps cannot be closed at any time. Ramp closures at an individual interchange will be limited to one ramp at any time. Temporary stoppage of traffic on I-580/US395 for installation and removal of overhead sign structures is permitted only between the hours of 1:00 a.m. and 3:00 a.m., Monday through Friday. The traffic stoppage shall not exceed 10 minutes, and if more than one stoppage is required the Engineer will determine the amount of time between each stoppage of traffic. Contact the Nevada Highway Patrol to arrange for the use of Highway Patrol vehicles as pilot cars to initially stop traffic. Page 7

9 Regardless of traffic control operations, do not stop public traffic on I-580/US395 or I-80 at any time and do not delay public traffic for more than 10 minutes total, regardless of the number of work zones. Any proposed traffic control plan must meet the duration of delay restrictions (10 minutes total delay). Give notification in writing to the City of Reno and the Department 10 days prior to all lane closures involving City of Reno roads. These closures will be allowed on approval. The use of two truck mounted attenuators is mandatory for this project. Uniform traffic control officers will be provided to enhance safety on the project. For lane closures involving City of Reno roads, obtain necessary permits from City of Reno. 10 TMP Monitoring Monitoring Requirements The Resident Engineer will monitor the effectiveness of the TMP through general inspection and traffic control supervision. If any relevant information is documented such as lessons learned, the NDOT Resident Engineer will document unforeseen events relevant to the TMP as well as lessons learned. If any relevant information is documented, it should be distributed to the TMP Project Manager. Public Information and Outreach Plan The Department Public Information Officer will release information to the press prior to anticipated start of construction, and at times when construction activity will require closure of ramps. As appropriate, portable CMSs will be used to inform road users of traffic information, such as to alert drivers of possible delays, dates construction will occur, incidents, or alternate routes. The current plan is to specify 10 changeable message signs to the project and deploy them as necessary approximately ten days prior to construction activities. The existing DMS may also be used to inform the public of construction activities. NDOT maintains work zone information for motorists on the 511 Traveler Information Line as well as on their website ( This project will be posted on both the information line and website. Incident Management Plan The Incident Management Plan is to be developed, maintained, and monitored by the District Engineer and will follow the standard for National Incident Command System (ICS) principles. Emergency communications are to be discussed at the pre-construction meeting. The traffic control and incident management strategies employed will be continuously monitored. Incidents occurring in or near construction will be investigated to identify and address contributing causes. 11 The TIM Coalition is a partnership of agencies and organizations working together towards common objectives. These common objectives include enhancing first responder safety, reducing roadway and incident clearance times and reducing secondary crashes. TIM will also be discussed, planned and reviewed at the bi-weekly meeting with NDOT, contractor and the stakeholders. Page 10
