4 NOISE IMPACT ASSESSMENT RIVERSIDE SOUTH PHASE 13 CITY OF OTTAWA 1.0 INTRODUCTION This Report has been prepared on behalf of Riverside South Development Corporation (RSDC) in order to assess the potential environmental noise impact on the proposed residential development Riverside South Phase 13, due to vehicular traffic on Ralph Hennessy Avenue and due to the bus rapid transit (BRT) corridor. The Study outlines the required noise attenuation measures to satisfy the criteria of the City of Ottawa Environmental Noise Control Guidelines (approved by City Council May 10, 2006). 2.0 PROJECT DESCRIPTION The lands subject of this Report, which are shown on Figure 1 and Drawing N1, are described as Riverside South Phase 13, bounded by RSDC Phase 8 to the north, Spratt Road to the west, RSDC commercial core to the east, and the future Transitway-BRT corridor to the south. Phase 13 has an area of approximately 51 ha and will include a total of 390 residential dwelling units (218 Singles, and 172 Townhouses). Noise levels associated with the Transitway-BRT are addressed in this report. Should noise attenuation barriers be required, it is understood from the terms of reference with the City that the City of Ottawa will be responsible for funding such works along the Transitway-BRT at the southern limit of the site. As shown on Drawing N1, a future Park and Ride facility is proposed to be part of Block 267. Refer to Section 2.1 for a discussion regarding this facility. Specific requirements of the Noise Impact Assessment (NIA) (such as construction standards for buildings and fencing) will be incorporated into the City s Site Plan Agreement, where applicable. 2.1 Future Park and Ride Facility A Park and Ride Facility is equivalent to a commercial parking lot and therefore is not subject to the City s guidelines relating to stationary noise source criteria. This interpretation is supported by the recent update to the Provincial regulations, NPC-300 Environmental Noise Guideline: Stationary and Transportation Sources Approval and Planning, which explicitly excludes commuter parking lots from the list of stationary JLR J.L. In practice, it is the transit terminal itself that may be classified as a stationary noise source as well as the line level traffic on the transitway (i.e., noise source calculations for transit terminals take into account bus movements at a station and not between stations). As detailed information regarding the transit station at the proposed Park and Ride Facility is not available at this time, it is understood that an evaluation will be completed when information is available by the proponent of this facility. As noted, analysis associated with a rapid transit corridor is treated as a transportation noise source and has been addressed in this Report. 3.0 TRANSPORTATION NOISE SOURCE The transportation noise sources include Ralph Hennessy Avenue, Spratt Road and the future Bus Rapid Transit Corridor. Drawing N1 shows the location of the existing and proposed roadways in relation to the proposed residential development. No rail noise sources are located in close proximity to this site. 3.1 Transportation Sound Level Criteria For the purpose of determining the predicted noise levels, and based on the sound level criteria established by the City of Ottawa Environmental Noise Control Guidelines, the following will be used as the maximum acceptable sound levels (Leq) for residential development and other land uses, such as nursing homes, schools and daycare centres: Receiver Location Criteria Time Period Outdoor living area: Indoor living/dining rooms (inside): General Office, Reception Area (inside): Sleeping Quarters (inside): Sleeping Quarters (outside): 55 dba Daytime ( hrs) 45 dba Daytime ( hrs) 50 dba Daytime ( hrs) 40 dba Nighttime ( hrs) 50 dba Nighttime ( hrs) Outdoor Living Areas (OLA) are defined as that portion of the outdoor amenity area of a dwelling for the quiet enjoyment of the outdoor environment during the daytime period. Typically, the point of assessment in an OLA is 3.0 m from the building façade and 1.5 m above the ground within the designated OLA for each individual unit and for the townhouse type units with an area greater than 37 m 2. The personal amenity area excludes balconies as per the City of Ottawa Environmental Noise Control Guidelines. Where standard building construction is used that complies with Part 4 of the Ontario Building Code, the indoor noise level should be at least 20 dba below the outdoor level JLR J.L. If the daytime sound levels at the outside walls are no more than 65 dba and the nighttime sound levels at the outside walls containing sleeping quarter windows are no more than 60 dba, then all the indoor requirements could normally be met by constructing the units in accordance with the standards established by the Ontario Building Code. 3.2 Transportation Noise Attenuation Requirements When the sound levels are equal to or less than the specified criteria, no noise attenuation (control) measures are required. When the excess above the recommended sound level limits is between 1 dba and 5 dba for the outdoor sound level criterion, the proposed development can be completed with no noise control measures incorporated into the site, but prospective occupants of the land should be made aware by suitable Warning Clauses. Noise attenuation measures may include any or all of the following: noise attenuation barrier (wall or berm or a berm/wall combination); forced air heating system with provisions for the installation of central air conditioning; central air conditioning; and architectural components designed to provide additional acoustic insulation. In addition to the implementation of noise attenuation features, if required, and depending on the severity of the noise problem, Warning Clauses may be recommended to advise the prospective purchasers/tenants of affected units of the potential environmental noise problem. These Warning Clauses should be included in the Site Plan Agreement and in the Offers of Purchase and Sale, and must be registered on Title. A building component review is required in cases where the noise levels at the building face exceed 65 dba daytime and/or 60 dba nighttime. The Acoustic Insulation Factor Method is to be used in the review, as per the Road and Rail Noise: Effects on Housing manual published by the Canada Mortgage and Housing Corporation. JLR J.L. 9 Riverside South Development Corporation Riverside South Phase 13 Noise Impact Assessment The wording of the notices to be placed on Title and included in the Site Plan Agreement, as well as the Offers of Purchase and Sale, are provided below: Type A "Purchasers/tenants are advised that noise levels due to increasing road traffic may occasionally interfere with some activities of the dwelling occupants as the sound levels exceed the City s and Ministry of the Environment s noise criteria. Type B "Purchasers/tenants are advised that despite the inclusion of noise control features in the development and within the building units, sound levels due to increasing road traffic may on occasions interfere with some activities of the dwelling occupants as the sound level exceeds the City s and the Ministry of the Environment s noise criteria. Type C "This unit has been fitted with a forced air heating system and the ducting, etc. was sized to accommodate central air conditioning. Installation of central air conditioning by the occupant will allow windows and exterior doors to remain closed, thereby ensuring that the indoor sound levels are within the City s and the Ministry of the Environment s noise criteria. (Note: The location and installation of the outdoor air conditioning device should be done so as to comply with noise criteria of MOE Publication NPC-216, Residential Air Conditioning Devices and thus minimize the noise impacts both on and in the immediate vicinity of the subject property. Type D "This unit has been supplied with a central air conditioning system which will allow windows and exterior doors to remain closed, thereby ensuring that the indoor sound levels are within the City s and the Ministry of the Environment s noise criteria. 3.3 Prediction of Noise Levels (Transportation) Road Traffic Data The following traffic data was used to predict noise levels: JLR J.L. These findings were compared to Table 1.7 of the City of Ottawa Environmental Noise Control Guidelines in order to determine an appropriate AADT value Rapid Transit Corridor Data Figure 1 and Drawing N1 show the location of the Rapid Transit Corridor in relation to the proposed residential development. The City has classified this corridor as a Bus Rapid Transit Corridor. 11 Riverside South Development Corporation Riverside South Phase 13 Noise Impact Assessment The computer program STAMSON is used to predict noise level associated with the bus rapid transit corridor. According to the City of Ottawa Noise Control Guidelines, bus traffic on dedicated bus transitways is to be entered into the STAMSON program using the Road Template. The Custom Source category Rapid Transit Corridor in the STAMSON model was not used for the purposes of this Report as it utilizes a pre-defined sound emission level (i.e., maximum pass-by sound level measured at a distance of 15 m from the centre of the vehicle path). Based on the fact that STAMSON does not permit an AADT value with a corresponding vehicle per hour count of less than 40, the AADT value inputted for the bus rapid transit corridor was increased by a factor of eight. The noise level prediction output was then reduced by 9 dba (3 dba per doubling). As a result of having to undertake this adjustment, the noise level predictions were undertaken separately for the road traffic and for the bus rapid transit corridor. The nomograph method to add decibel levels was then used to determine a representative total decibel level at the various receivers. These adjustments have been summarized in Appendix B Noise Level Calculations (Transportation) The noise levels for the daytime and nighttime periods were calculated for a number of representative receivers described in Table 6 and shown on Drawing N1, using the MOE Road Traffic Noise Computer program STAMSON, Version Computer printouts are included in Appendix B. 19 Appendix B Rapid Transit Corridor Data to Predict Noise Levels Calculation for Total Traffic Volume (AADT) and Day/Night Split The following information was provided by Colin Simpson in an dated September 23, 2011: 5 minute headways should be assumed in each direction using 60 articulated buses with 30 minute headways between 2am and 5am for the night-time Leq dba calculations. This information was utilized in the following calculation: Daytime: 16 hrs = 192 buses Nighttime: 8 hrs = 5x12 = 60 buses plus 3 x 2 = 66 buses Total = = 258 buses Therefore, 74% 26% split Speed Limit In an dated September 28, 2011, Colin Simpson indicated that a speed limit of 80 km/hr for the bus rapid transit corridor should be assumed. Medium/Heavy Truck Percentages A medium/heavy truck ratio of 90/10 was utilized as STAMSON does not permit an input of 100% medium truck traffic.

Yes, the data inputs I gave you back in 2011 associated with the rapid transit corridor near River Road and Earl Armstrong are still valid. This corridor hasn t changed in the 2013 TMP compared to the 2008 TMP: What has changed is a new affordable rapid transit plan which calls for interim Transit Priority buses on Earl Armstrong as shown in the following link: For your purposes, you should consider both scenarios. The inputs for the ultimate rapid transit corridor that I gave you last time and also and the interim plan to have a high frequency of buses on Earl Armstrong. For the interim plan, you could just model Earl Armstrong to have a higher than normal heavy vehicle composition to account for the buses. I recall the default STAMSON model to include 5% heavy vehicles. You may want to up than to 7% or something justifiable to account for the buses. Earl Armstrong will likely become a truck route after it is extended to Bank Street with its new bridge over the Rideau River anyway. The affordable plan is what is expected to be in place in the year 2031 while there is no time frame for the full network concept accept that it is likely beyond 2031 which is why it would be good to consider both scenarios for noise purposes.
