3 EXPERIENCE IS NOT SUBJECT TO THE ELEMENTS! 8 th March 1929 Under the decision of the Council for work and defence of the USSR, the JSC Sovfraht was formed, It has a monopoly on the chartering of foreign and domestic tonnage, being the legal agent in ports of the USSR and abroad. From the 1980 s It have been the largest foreign trade association in the USSR with more than 400 companies, representative offices and branches in 38 countries around the world. At the end of the 1980 s From the foreign economic trade association Sovfraht, new foreign trade associations Sovbunker and Sovkomflot were formed. In 1989 the non-state forwarding company joint venture Sovmortrans, being the first in the USSR (Since 1991 known as JSC Sovmortrans") was created. One of the founder members became the foreign economic trade association Sovfraht. Up to 1991 the foreign economic trade association Sovfraht provided freight transportation of the USSR foreign trade and was a structural division of the Ministry of the Maritime fleet of the USSR, the exclusive broker and lines operator for all the Soviet fleet, and also the exclusive agent for Soviet shipping abroad. In 1992 by order of the President of the Russian Federation 721 from 1 July the foreign economic trade association Sovfraht as a result of privatisation and change of the organisational-legal form was transformed into a joint-stock company, and was the assignee of the former All-union association. Despite the difficult economic situation of this period and change in the pattern of ownership of the Open JSC Sovfraht" it remained a consistent conductor of the Russian Federation state policy for transport.
