5 Federal HSR Program The Keystone Corridor has become a national model for development of HSR Corridors across the US In 2009 the Federal Railroad Administration (under the Obama Stimulus Program) began soliciting proposals for states to apply for an initial $8 billion. HSR funds returned from Florida in 2011 created additional application opportunities. Response was overwhelming.

9 Keystone Corridor Improvement Program In 2006, Amtrak and the Commonwealth completed at $145.5 million infrastructure program that: Restored electric power Installed continuous rail and concrete ties Improved communication and signals Increases top speeds from 90 to 110mph Reduced travel times between Harrisburg and Philadelphia from 120 to 105 minutes

18 Current Design Work Ardmore Station Existing Station Construction of High Level Boarding Platforms, Tunnel ADA Improvements, Elevators, Stairs and Ramp Access to Platforms. Proposed Station Canopies and Shelters, Passenger Amenities, Improved Site Lighting. Demolition of Existing Amtrak Station Building (to Facilitate Installation of High Level Platforms). Phase II Provides for an ADA Accessible Parking Garage with approximately spaces and new integral station waiting room.
19 Current Design Work Paoli Transportation Center Existing Station Provide ADA Accessibility and Reduce Dwell Times with High Level Platforms. Improve Circulation and Access for all Transportation Modes. Proposed Station Increase Parking. Accommodate Use of Private Shuttles to Corporate Centers. Encourage Increased Ridership.

21 Current Design Work Exton Station Work will include High Level Platforms, both inbound and outbound. ADA Compliant Ramps and Stairs. New Station Building and Integral, Partial Length Canopy on the Inbound Platform. Also, a Stand- Alone Shelter. Existing Station An Exterior Passenger Canopy on the Outbound Platform with an Open-air Shelter and Glass Block Windscreens.

23 Amtrak Negotiated an Agreement with NS, CSX and Conrail Shared Assets for High Level Platforms at all Current Station Locations Except for Bristol, Marcus Hook and Thorndale. Many of the Leased Stations are Historic. Station Leases with Amtrak are up in Funding Shortfalls and Public/Private Partnerships. Opportunities and Challenges Coordination Efforts are Substantial (Station and ROW Improvements along with Service Changes/Enhancements.).

29 PRIIA 209 Passenger Rail Investment and Infrastructure Act of 2008 (PRIIA) reauthorized Amtrak and laid out several stipulations for future funding One of which, section 209, outlined a requirement that all Amtrak costs be fully allocated Amtrak has been working with USDOT and all States with corridor service to develop a uniform cost allocation formula set to go into effect in 2013
30 What PRIIA 209 Means The Current State Subsidy for FY is: $8,909,601 The State Subsidy for FY is estimated at: $17,051,000 = $11,583,000 (Keystone exclusive) + $5,468,000 (Pennsylvanian exclusive)
