2 Activity 3 ACTIVITY 3. Support for Regulation Compliance Systems in MoS In close cooperation and tight coordination with the process developed by the Commission expert group coordinating the implementation of Directive-2010/65/EU on reporting formalities for ships and the emerging EU e-maritime initiative and with other TEN-T Actions supported by Maritime and Customs Administrations of the EU Member States and dealing with the creation of the National Single Windows, B2MoS intends to prepare certain pilot actions that will assist port authorities, port community systems and business stakeholders systems to efficiently comply with the requirements of Directive-2010/65/EU and with new National Single Windows. 2

13 Example: Spanish pilots in Activity 3 Considerations for the implementation There is a set of messages used Nation wide in Spain before the directive. These messages have administrative and operational functionalities which are wider than the ones in the Directive 2010/65. These messages are to be adapted to cover the data elements and functionalities needed in the PCSs and the Port Authorities management tools. These messages for are: BERMAN for vessel call and berth management and authorisation (important changes are defined on the ISPS requirements about the vessel route and the operations in previous ports) WASDIS for Waste Disposal PAXLST for passengers and crew list (these messages existed but with no use because of the use non-structured lists instead) Full new functionalities are to be built to facilitate the Cruise and Ferry traffic IFTDGN for HAZMAT declaration
14 Example: Spanish pilots in Activity 3 Considerations for the implementation (2) One new XML message has been adopted for Maritime Health Declaration, it has to be built from scratch Cargo Declaration (FAL 2) is not going to change in the next months and is waiting for DGTAXUD and Spanish Customs to take a final decision about Temporary Deposit Summary Declaration and emanifest implementations. The National Single Window is to translate the Spanish message implementations to the formats requested by SafeSeaNet
