LOUISIANA DOTD TRAFFIC MONITORING/DATA COLLECTION PROGRAM & UPDATES George Chike, P.E. Traffic Data Collection & Management System

DOTD FIELD CREWS Routine traffic volume counts Vehicle classification counts
ROUTINE TRAFFIC VOLUME COUNTS Also called Short Duration Counts 24-hour Counts for AADT greater than 5000, e.g. I hour Counts are acceptable for lower AADT roads Monitor state maintained routes 1700 sites per year are monitored per 3-year cycle Monitor each parish on a 3-year cycle as well
ROUTINE TRAFFIC CLASS COUNTS Also called Short Duration Class Counts 24-hour Counts for AADT greater than 5000, e.g. I hour Counts are acceptable for lower AADT roads Monitor state maintained routes 433 sites per year are monitored per 3-year cycle Monitor each parish on a 3-year cycle as well
ROUTINE TRAFFIC CLASS COUNTS Road tube placement
ROUTINE TRAFFIC CLASS COUNTS Vehicle Classifier Secured to a post
FHWA 13 Vehicle Classes ROUTINE TRAFFIC CLASS COUNTS
Six Major Vehicle Types ROUTINE TRAFFIC CLASS COUNTS *8, 9, & 10 may also be called Single Trailer Trucks.
Continuous Count System (CCS) or PATR - About 65 Permanent monitoring sites - Polled daily by telemetry - Malfunctions serviced asap
A Radar Site on I-55 Typical CCS
An Inductive Loop Site on LA-10 Typical CCS
An Inductive Loop Site on LA-1 Typical CCS

General display of CCS Continuous Count System (CCS) Cont d
Upgrading PATR sites to Cellular Analog Modem Cellular Modem
Upgrading PATR sites to Cellular RTMS G4 Radar RTMS Sx-300 Radar
CCS (PATR) SITES
CONTRACTED SERVICES Blanket traffic volume and Ramp traffic counts Weigh-in-Motion (WIM) Program - new Traffic Data Management
BLANKET TRAFFIC VOLUME AND RAMP TRAFFIC COUNTS Monitor local roads not maintained by state Also considered as Short Duration (48-hour counts) Approximately 50,000 blanket stations statewide Started monitoring Interstate Exit Ramps in 2016* Each Ramp site monitored per 6-year cycle (48-hour count)* *This is a new program, we have some data but limited and not yet statewide
BLANKET TRAFFIC VOLUME AND RAMP TRAFFIC COUNTS 5,000 sites per year monitored per 10-year cycle Each Parish is monitored per 10-year cycle as well Work is performed by private contractors/consultants
SOME TRAFFIC DATA USES
Traffic Volume: Roads & Highway improvements Analysis of highway capacity & density Determination of highway LOS Determination of highway functional class Forecasting future traffic volumes Design of traffic control systems
VEHICLE CLASSIFICATION Pavement design Forecasts of travel by vehicle type Cost of vehicle operation Speed limit & oversize vehicle policy Safety conflicts due to vehicle mix Highway cost allocation
Truck Weight-in-motion Bridge design & loading Weight distance taxes or use fees Weight & standard enforcement Posting of load limits on bridges for safety Resurfacing forecasts Trends in freight movement Permit policy for overweight vehicle, e.g. fines
Familiar sight? Lack of enforcement will result in this
COMING SOON
TRAFFIC DATA INTEGRATION WITH ESRI ROADS & HIGHWAYS ESRI Roads and Highways (R&H) A linear referencing system for DOTD to integrate data from multiple linear referencing networks Traffic Server Comprehensive suite of application modules for DOTD to follow FHWA TMG procedures for the daily, monthly and annual traffic statistics reporting
STATIONS AND SEGMENTS Traffic Server uses concept of station records for count locations Station IDs Geometry Routes LRS ID Functional Class Segments etc.
STATIONS AND SEGMENTS CONT D Traffic Server uses the concept of segments to store data relating to a section of road with homogeneous traffic volume LRS section ID Start and end mile points Functional Class Number of lanes Directionality Speed etc.
DATA SYNCHRONIZATION R&H becomes authoritative source for all linear referencing information for Traffic Server stations and segments DOTD will decide which additional fields from R&H need to be synchronized with Traffic Server
TENTATIVE WORK FLOW ESRI Roads & Highways Event Editor We can change stations & segments in info. in R&H Admin. reviews and reconciles changes from everyone Admin updates base tables of R&H using data compression LRS Admin. detects and submits changes to Traffic Server Traffic Server receives and accepts changes Some of the changes will be real time and other changes will be periodic
