6 Mongolian government policy on transport field The Millennium Development Goals-based Comprehensive National Development Strategy of Mongolia stipulated that energy exports and regional transportation services shall be developed at an entirely new level, which will connect the two neighboring countries, and become a transportation bridge between Asia and Europe.

9 Some point of Railway law of Mongolia related with international railway transportation Article 2.2: If the international agreement of the Mongolia in the field of railway transport establishes other rules than those stipulated by the legislation of the Mongolia on rail transport, the rules of the international treaty are applied. Article 7.2: International railway transport tariffs are established in accordance with international agreement to which Mongolia is a party

10 International agreements followed by Mongolia Agreement on International Railway Freight Communications (SMGS); Agreement on International Railway Passenger Communications (SMPS); Legal instruments adopted by the joined states are the basis of legal (contractual) relationships between passengers/customers and railways and as well as between railways, thus regulating the transport technology and requirements for infrastructure.

14 INTERNATIONAL RULES AND TARIFFS FOLLOWED BY MONGOLIAN RAILWAY COMPANIES Rules on use of Passenger Coaches PPW Rules on use of Freight Wagons PGW International Passenger Tariff MPT Uniform Transit Tariff ЕТТ Documents, adopted by the railways regulate the nominal price level (upper limit), the transportation technology, the economic relations between the railways and the common system of description and coding of goods.

15 MULTILATERAL AGREEMENT BETWEEN Railways of Russia, China, Mongolia, Kazakhstan, Belarus, Germany and Poland to deepen cooperation on the organisation of container trains between China and Europe. Thanks to the agreement: cooperation on information, including electronic data exchange and preliminary electronic information on freight goods and vehicles moving across borders has been improved; the control procedures at checkpoints and the customs clearance time has been reduced by 3 hours Travel time has been reduced through the Mongolian territory due to decrease in standing on the border.

16 Program of building an economic corridor between the Russia-Mongolia-China Land-locked Mongolia will become a transit corridor linking China and Russia. The aim is to strengthen transport, logistics and trade in the region. Reference:
