1 2017 MTCC-Asia Postgraduate Program at Shanghai Maritime University, China 1. Background The International Maritime Organization (IMO) and European Union (EU) reached an agreement in December 2015 to establish Maritime Technology Cooperation Centers (MTCCs) in five regions, namely, Asia, Africa, the Caribbean, Latin America and the Pacific. The overall objective is to enhance capacity building in mitigating climate change through the effective adoption of global efficient energy measures by way of technical mentorship, professional training, data collection, regional coordination in adhering to international regulations on energy efficiency of ships. In December 2016, Shanghai Maritime University (SMU) entered into an agreement with IMO as the Host Institute of MTCC-Asia, which was then inaugurated in May The center serves as a promoting hub in Asia for IMO-EU MTCC projects by providing innovative technologies in curbing Green House Gas, sharing of technical expertise and discovering innovative ways to reduce the carbon emission and shipping cost through conferences, workshops, Maritime Education and Training, and technological co-operations. To cultivate quality and professional maritime talents therefor in Asian region is one of the tasks for MTCC-Asia. In this context, SMU will take in prospective international students on the following two programs: Marine Engineering, and Transportation Utilization Engineering. In 2017, SMU offers scholarships to a total of 8 international enrollments of students in these two programs, subject to the following terms and conditions. 2. About Shanghai Maritime University Located in Shanghai, China, the University was founded in 1909 and has become a multi-disciplinary University pursuing in education, training and researches in engineering, management, economics, law, liberal arts, and science, but with a special emphasis on international shipping port, and ocean spheres. At present the University accommodates about 21,000 full time students, by running 2 post-doctoral research stations, 19 doctoral programs, 59 master s degree programs and 45 bachelor s degree programs. In the year of 2016, there are more than 750 international students studying at SMU with different educational backgrounds, coming from more than 40 countries from Europe, Asia, Africa, and America. 3. Objectives of the Programs The programs aim to bring up international students to be: - Systematically qualified as a postgraduate in maritime science field, both in the respect of theoretical and research capabilities;

2 - Excellent in both knowledge and practices side, especially in legal framework of IMO and EU for shipborne GHG controlling and energy efficient promotion, and practical operations therefor. These will be done through a tailor-made curriculum for MTCC without prejudice to the general requirement of postgraduate education; - Potentially fit for the designing, researching, management and supervision for maritime-related GHG controlling and energy efficient promotion after graduation. 4. Features of the Programs - Master s Degree Program tailor-made for MTCC-Asia; - Strong connections to IMO, EU and MTCC affairs; - Internationalized, in terms of faculties, teaching and learning materials, curriculum design etc,. 5. Eligibility of the Candidates - Related study background to the Programs; - From Asian maritime countries, with non-chinese citizenship; - English Proficiency: TOEFL 80 or IELTS 6.0(Applicants whose previous degree was taken in English, and who speak English as mother to are exempted), so as to fit for English-taught courses; - Possessing a Bachelor s degree, under 35 years of age by the date of application, and in good health. Those who have working experience and good overall performance for ship and port operations, maritime administration, maritime education and training would have the priority to be enrolled. 6. Scholarship Details SMU will provide full tuition fee, on-campus accommodation, living costs (3000 RMB/month) and comprehensive medical insurance for the students of the programs, while other expenditures are to be borne by the students themselves. 7. Documents to be submitted for Application - Application Form for International Students (see attachment); - BS.c Degree certificate, diploma or official proof of expected graduation (must be in English with official school stamps or notarized seals); - Relevant transcripts (transcripts must be in English with official school stamps or notarized seals); - Two recommendation letters, preferably from academic institutions and government supervisors (in English); - Scripts of TOEFL or IELTS(Applicants whose previous degree was taken in English are exempted from the language requirement.);

3 - Signed statement of purpose - Around 1000 words; - Catalogue and abstracts of published papers, as well as other documents that can prove academic ability, if there are any. 8. Important Dates and Arrangement - Applicants should send their original documents to SMU (address as indicated) ideally before 20 th July, 2017, but not later than 31 st, July (all documents in PDF version to be sent by first); - After receiving the documents, evaluation will be undertaken by SMU, and the result of evaluation and enrolment decision will be informed to the applicants before 7 th, August, At the same time, applicants should apply scholarship online. The website will be informed by the contact person as indicated; - Those admitted should apply for visa and prepare for study in August, and the date for registration is 6 th, September Students will graduate in July, 2020, and those who accomplish the study after three years will be awarded with MS.c certificate, which is officially acknowledged by the Ministry of Education, China. - Students can take three-year study in Shanghai. However, they can apply for a facility of one year at SMU, with the other two years elsewhere but under the supervision of their advisors, subject to the requirements for MS.c study in SMU. (Scholarships will be released only for those who stay in Shanghai for the study, except the tuition fee). 9. Others - Potential students can also apply for the Postgraduate Program: Transport Planning and Management, as indicated in Attachment 3. - Potential students may also apply for the study in the said Ph.D courses. 5 Attachment 1: Postgraduate Program: Marine Engineering The Marine Engineering program embodies high-tech comprehensive disciplines, integrating ship, machinery, electric, heat, and automatic control. The program has strong advantages in three domains: marine engine system simulation and control, modern engine management and ship-refrigerated transportation. Marine Engineering covers main scopes of professional expertise needed for MTCC. Educational Objectives: The program is designed to cultivate talents of marine engineers for MTCC affairs, by promoting their knowledge and skills in technical management, maintenance and supervision over modern ships main engine, as well as the capabilities in technological development for marine engine related services and products. The detailed objectives are as follows: - Deepen the knowledge on the performance of ships engines, and on the technical management, maintenance and supervision over engines; - Master basic test technologies, data analysis and computer application programming technology as well as be competent in scientific research, teaching and management; - Excel at both knowledge and practices, especially in legal framework of IMO and EU for ship borne GHG controlling and energy efficient promotion, and practical operations therefor; - Potentially fit for the designing, researching, management and supervision for maritime-related GHG controlling and energy efficient promotion after graduation. 6 Attachment 2: Postgraduate Program: Vehicle Operation Engineering Closely linked to the activities of MTCC, the Vehicle Operation Engineering is one of the programs under Communication and Transportation Engineering which is a first-level discipline offered in Shanghai Maritime University.. Educational Objectives The Vehicle Operation Engineering aims to train and develop specialized expertise in vehicle (vessel) operations and transportation system management. In addition, the discipline is designed to encourage students to conduct research work scholarly and independently. The detailed objectives are as follows: - Deepen knowledge on navigation and transportation systems and theories of researches. Keep track of the latest developments in the research direction engaged; - Excel at both knowledge and practices, especially in legal framework of IMO and EU for ship borne GHG controlling and energy efficient promotion, and practical operations therefor; - Potentially fit for the designing, researching, management and supervision for maritime-related GHG controlling and energy efficient promotion after graduation.
