6 Visit to UK 8 to 16 April 2014 Throughout 2013 Traffic Congestion continued to come up as the major risk to Main Roads Resulted in Senior Officers visiting UK in April 2014 to investigate Traffic Congestion Management measures Visited o Transport for London (TfL) o Highways Agency (HA) 6
7 Surface Transport Approach to Managing Traffic Congestion TfL s Surface Transport Unit has single point accountability to prioritise road space for buses, taxis, bicycles, cars and trucks to optimise the operation of TfL s road network. Network Operations is the priority to get the best use from the TfL s road network. Intense Traffic Management and Network Operations required as Traffic Congestion increase: o o o o o Traffic Management Capability Traffic Modelling Capability Traffic Signal Optimisation timing and coordination Continuing role to Analyse Network and Improve Performance as Network Conditions change Communicate Traveller Information in Real Time 7
8 Managed Motorways Managed Motorways projects are used extensively and successfully on the Highways Agency s Strategic Road Network across UK. 8

10 Development of Main Roads organisational capability to Manage Traffic Congestion Appointed Director Network Operations (July 2014); was directly responsible for network performance in London. Develop the London model and apply to Perth: Further develop capability to better measure network performance and set operational targets, delivered by: Metropolitan Area (North, South, CBD) and Corridor Performance Managers who are supported by: An expanded Signal Timing Review Programme and optimisation capability development An Operational Modelling and Traffic Analysis Centre for cause effect analysis, performance reporting and optimisation support Developing a common operating picture across the business through spatial and temporal GIS based tools ITS development and direction Bespoke Graduate Traffic Control Engineer Program 10

13 Minutes Arterial Optimisation - Achievements Phase 1 Canning Highway Primarily Traffic Signal Optimisation Immediate Improvement In Travel Times (Up to 30% Improvement). Travel Time saving now gone as extra Traffic has been attracted. 8.5% Increase in Maximum and Average Eastbound Traffic in AM Peak This Increase in Traffic Throughput remains therefore success. Canning Highway Journey Time - Riseley to Henley Street (Pre and Post ISS Implementation) Riseley to Henley in minutes pre ISS Riseley to Henley in minutes post ISS 7:00am 7:20am 7:45am 8:00am 8:45am
14 Arterial Optimisation - Achievements Roundabout Metering Signals installed on Mounts Bay Road eastbound. Signals are only activated when Traffic Queues increase. Results in decrease in length of Traffic Queue. Queues on Mounts Bay Road North reduce from: 920m to 200m (AM) 400m to 190m (PM) 14
15 Arterial Optimisation - Achievements Orrong Road (Oats St to Francisco St) - Implemented Changes to Traffic Signal Coordination and Timings An increase in Traffic Throughput for the corridor was observed after adjustments to Traffic Signal coordination and timing; An increase in Traffic Throughput for the corridor was observed up to 10% westbound in the AM period and up to 3% eastbound in the PM period; Significant mid-block and side roads queue length reductions were observed (by an average of 30% in the morning period and 34% in the evening period). 15

17 CBD - Traffic Management Coordination with Emergency Services Coordination of Roadwork Traffic Management and Communications Manage and Coordinate Road Works for Major Projects to reduce traffic congestion Clearway Management (CBD Initially Followed by Key Public Transport Routes) new contract to tow vehicles illegally parked in Clearways commences by end of August Parallel Walks Program for Traffic Signals helps pedestrians and improves traffic flow 17
