3 Ownership of Routes represented on the Flathead Reservation: 3 BIA Tribal USFWS National Highway System Montana State Primary Montana State Secondary Flathead, Lake, Sanders & Missoula county Polson, Ronan, St. Ignatius & Hot springs (municipal) Private Jurisdiction & input varies throughout reservation footprint
4 CSKT successfully applied for a FHWA TTPSF grant to conduct a road safety audit to: to provide the Confederated Salish & Kootenai tribes with an accurate and verifiable field safety conditional assessment such that data driven safety improvements can be identified and constructed.
5 5 Mission Valley RSA focus area determined by: Largest population density both Indian and Non-Indian Largest ADT per mile Known crashes and fatalities Similar intersections and road geometry Highest density of roads and intersections per mile Multiple government centers Main north/south highway artery w/ east/west feeders Average daily traffic (ADT) - highest Mission Valley RSA considered phase 1 of 4 Future RSA s include: Jocko River & Lower Flathead River Corridor RSA (SE) Hot Springs & Camas Prairie RSA Northwest Hwy 93 Corridor RSA
6 6 What is the Systemic Approach to an RSA? Looks at crash data in a more system wide approach to determine risk factors Takes the opportunity to find other areas with similar characteristics and risk factors Addresses the areas with supporting crash data and other areas with similar risk factors system wide with low cost countermeasures For example: If road departure crashes are occurring in several independent horizontal curves with speed limits of 55 mph and greater, and no chevrons exist in these curves, then chevrons might be a great countermeasure. Chevrons might then be recommended for other horizontal curves with similar characteristics but no crash data.
7 7 FHWA systemic RSA crash data collection requirements included in CSKT RFQ: 1. Facility and System type (State, tribal, local, primary, secondary, etc ) 2. Crash type (head on, rear end, right angle, fixed object, etc ) 3. Crash location (GPS coordinates, urban vs. rural, intersection vs straight away, etc ) 4. Physical roadway features 5. Intersection features 6. ADT 7. Signage
8 8 Both Quantitative and Anecdotal Crash data is collected and then analyzed using the following steps: Step 1: Crash data collected from Highway Patrol and Stake Holders/Community Members is used to select focus crash types, facilities and identify or evaluate risk factors Remember TTPSF and other safety funds are data driven Step 2: Candidate locations are screened to prioritized based on site specific crash data such as severity or type and basic roadway features Step 3: Select low cost countermeasures to be considered for projects at the prioritized and screened locations Step 4: Prioritize projects based on best candidate locations and counter measures identified Risk Factors grades, curves, lane width, lighting, shoulder width, ADT, etc. Countermeasures Signage, delineation, guardrail, realignment, etc.

Include detailed requirements for qualifications B. Include detailed scope and project expectations C. Identify any federal requirements D. Include a summary of the intent of the RSA E. Provide an objective way to rate RFQs 5. Receive, review, and rate RFQs 6. Negotiate terms via scope of work & RFQ requirements A. Project milestones B. Indian preference and TERO 7. Award contract 8. Project kickoff meeting 9. Inventory existing roadways safety features 10. Crash data acquisition 11. Stake holders meeting 12. Field investigation and data collection 13. Identify low cost countermeasures leading System Level Projects and High Crash Corridor Projects 14. Draft report with geo-located data and finalization 9

Inventory of Existing Signs and Safety Features Field work included collecting signage information and other identifiable road side elements using gps camera and laptop Field work conducted by KLJ and CSKT staff 2. Crash Data Collection KLJ utilized MDT s crash database to collect crash data over a 5 year time frame Crash data was mapped across the RSA focus area utilizing the following specifics: Location of crashes intersections, non-junction, local vs minor vs major collectors Road surface conditions icy, wet, snow, slush, dry, asphalt condition, pot holes, bumps, shoulders Influencing factors road geometry, signage, animals, physical impediments, light conditions, alcohol or drugs Crash specifics manner of collision, severity Collision types fixed objects, dark/not lighted, grade, rollover

13 13 Mission Valley RSA Process Continued 3. Stake Holders Meeting hosted by KLJ Acquired anecdotal crash information Acquired clarification on some severe crashes 4. Field Investigation performed to assess crash areas and similar areas shown in crash data Identified areas with similar risk factors as identified in crash data identified Geo-locate areas of recommendation with gps camera Identify countermeasures to mitigate crash potential
14 14 Crash counter measures identified during the field review portions of the RSA: Pavement markings Guardrail needs Updating of object markers Advance warning curve signs Delineation areas Utility pole removal within clear zones Fixed object removal locations Signage modification areas Culvert modifications Shoulder and out-slope modifications Crash reduction factors (CRF) were applied to countermeasures to gauge their respective estimated reduction in crashes

Recommended Countermeasures Organized and Projects Prioritized KLJ organized the selected countermeasure into a spreadsheet of recommendations Spreadsheet of recommendations was linked to geo-locations such that the data could be used in GIS and Google Earth Projects prioritized from the list of recommendations

19 19 Project deliverables included: 1. Field inventory and investigation findings = spreadsheets 2. Digital and bound copies of road safety audit 3. GIS data from the field inventory 4. GIS data for recommended countermeasures and prioritized projects 5. Excel table converted to attribute table and GIS data in shp. & KMZ. files

21 21 Prioritization of safety projects across the Flathead include: System level safety projects Will address common issues across the focus area Application of specific countermeasures to multiple corridors, a large area or the entire transportation system High crash corridor projects Visually identify areas of greater crash frequency >80% of crashes were non-junction related therefore strong support of corridor specific projects Once identified these high crash corridors were evaluated during the second field visit 8 individual corridors were prioritized from 12 originally identified
22 22 System level safety projects: Priority #1 and #2 are highest because they are expected to have the greatest benefit by keeping drivers on the road and provide a better benefit to cost comparison Remaining priority s will be evaluated in the future as individual projects

25 25 Lessons learned and reflection: Map out the roads you intend to perform the RSA on and define the limits of the project well before requesting RFQs; Consider performing the RSA within towns and municipalities RSA s should be conducted without pre-conceived notions; Include tribal training possibilities in contractor SOW; Multiple engagements with stakeholders; Various methods of stakeholder exchanges; Tribes should use RSA s regardless of TTPSF availability; All about that DATA Google Earth/GIS data is absolutely invaluable!!!! Dry run data exchange between tribe and consultant prior to huge inventory transfer to ensure compatibility; Take the time to review the data; Consider similar field data collection during inventory updates; Consider performing guardrail warrants and length of need calculations for individual sites; Data and statistics should be continually evaluated and re-analyzed; Gratitude for the professionalism that KLJ brought to the CSKT table
