1 1993 Specifications CSJ SPECIAL SPECIFICATION 4880 Bridge Equipment Cabinets 1. Description. This Item shall govern for furnishing and installation of Equipment Cabinets for the Bridge Collapse Detection System as shown on the plans, as detailed in this special specification and as directed by the Engineer. These cabinets shall house the various equipment required of the Programmable Logic Controller (PLC) and all necessary associated electrical devices. Each cabinet shall contain the specific equipment listed on the plan sheets and any minor parts not listed but necessary to make a complete installation. 2. Cabinet Design and Requirements. (1) The cabinets supplied and installed under this item shall be new and in strict accordance with the details shown on the plans and in this specification. Cabinets shall be 304 or 316L stainless steel, type 12, UL Listed, and conforming to UL 508. (2) Cabinet external dimensions shall be: Height - 72 inches Width inches Depth inches (3) The cabinet back panel shall be 32 in. by 60 in., constructed of the same material as the cabinet, and designed suitable to support all the listed equipment for the cabinet and 3 shelves. (4) Each shelf shall be minimum 32 in. long by 9 in. deep, and capable of supporting a static load of 200 lbs. (5) Each cabinet door shall be provided with a No. 2 Corbin lock and a cast aluminum or stainless steel handle with a 0.75 in. (minimum) diameter shaft (or equivalent crosssectional area for a square shaft) and a 3 point latch. The lock shall be located to be clear of the arc of the handle. The door handle shall be a minimum 5/8 in. diameter stainless steel to prevent rusting and shall be capable of being padlocked in the closed position. The lock and latch design shall be such that the handle cannot be released until the lock is released. The handle and lock unit shall also be designed to permit closing and locking of the door without the use of a key. Two (2) keys for the tumbler lock shall be provided for each cabinet. (6) A gasket shall be provided to act as a permanent dust and weather resistant seal at the equipment cabinet door facing. The gasket shall be located in a channel provided on the cabinet or on the door. The gasket material shall be of a nonabsorbent material, shall

2 maintain its resiliency after long term exposure to the outdoor environment, attached with an oil-resistant adhesive, and held in place with steel retaining strips. (7) A data pocket shall be mounted on the door. Data may be either suitable stainless steel or high-impact thermoplastic. 3. Cabinet Accessories. (1) The cabinet shall be vented and cooled by 2 thermostatically controlled fans mounted on opposite sides of the cabinet within 9 inches of the top. The fans shall be a commercially available model with a capacity of at least 95.3 cubic feet per minute. The thermostats shall have an adjustable range of 70ºF to 110ºF. A press-to-test switch shall be provided to test operation of the fans. (2) The intake for the vent system shall be located between 12 and 24 in. from the bottom of the cabinet, and filtered with a permanent air filter. The minimum filter dimensions shall be 16 in. wide x 12 in. high x 1 in. deep. The filter shall be securely mounted so that any air entering the cabinet must pass through the filter. The cabinet opening for intake of air shall be large enough to use the entire filter. The air intake and exhaust vents shall be screened to prevent entry of insects. The screen shall have openings no larger than square inches. The total free air opening of the exhaust vent shall be large enough to prevent excessive back pressure on the fan. (3) A light shall be installed in the cabinet above the door. The light shall be a relampable fluorescent fixture suitable for the occasion. The light switch shall be mounted on the right side of the cabinet, 36 to 48 in. above the bottom of the cabinet. (4) A convenience receptacle shall be installed as shown on the plans. The receptacle shall be a UL Listed 20 GFCI fed from a separate circuit in the electrical service. 4. Electrical Distribution. (1) All electrical conductors shall be neatly bundled or contained in non-metallic wireway mounted in the cabinet. All electrical conductors shall be insulated for 600 volts, and shall be of the size shown on the plans. (2) All conduits shall be bushed with grounding bushings. The conduits shall be bonded together and to the cabinet at two locations as shown on the plans. The bonding conductor shall be a #8 copper. (3) Grounding lugs shall be mounted directly to the back panel and the cabinet as shown on the plans. The contact surface between the cabinet and the back of the lug shall be coated with STL anti-seize screw thread lubricant/sealer (Crouse-Hinds, OZ/Gedney, or approved equal.) Grounding lugs shall be electro tin-plated high strength aluminum alloy, suitable for conductors #12 through #8 (Burndy K3A2U-2 or approved equal.) (4) Power distribution blocks shall be installed as shown on the plans. Power distribution blocks shall have a removable factory designed protective cover or be designed to provide touch protection

3 (a) The lower #8 power distribution block shall be rated for 120/240 volts, 3 poles minimum, #12 AWG through #8AWG. (Marathon #985GP3CU or approved equal.) (b) The upper #8 power distribution block shall be rated for 120 volts, 6 poles minimum, #12 AWG through #8AWG. (Marathon #985GP6CU or approved equal.) (c) The #2/0 power distribution blocks shall be rated for 120 volts, 3 conductors, #12 AWG though #2/0 AWG. (Burndy BDB-11-2/0-3 with cover, or approved equal.) (5) A UL Listed 15 or 20 amp, 120 volt powerstrip shall be mounted as shown on the plans. The powerstrip shall be unswitched and shall have at least 3 receptacles for the various assigned equipment in the cabinet. 5. Flasher Relay. The flasher relay shall be a 2 circuit, NEMA flasher, as specified under section 8, "Solid State Flasher," of the NEMA Standards Publication, TS 1. The flasher relay shall be provided with a standard flasher socket, mounted to the cabinet panel, for easy replacement by maintenance personnel. 6. Programmable Logic Controller. The Programmable Logic Controller (PLC) shall be an Allen-Bradley PLC-5 with the components as shown on the plan sheets.. Contractor shall supply 1 PMC1A style communications card (with 1784-PCC1 cable) for use with a laptop during programming which shall be surrendered to TxDOT at the completion of the job. (1) At a minimum, the PLC shall: (a) Monitor the UPS status and alarm TxDOT if any of the following conditions occur: battery low condition, inverter failure, and loss of utility power (b) Monitor the communications in the fiber optic cables and alarm TxDOT if one communication channel is lost; (c) Alarm selected emergency agencies and TxDOT if both channels are lost; and, (d) Activate the traffic gate, flashing beacons, and other emergency signals at both ends of the bridge if both channels are lost. (2) The Contractor shall program the PLC and shall provide all items shown on the plans as well as those necessary but not shown in order to complete and operate the system as intended. 7. Autodialer. The autodialer shall be fully PLC compatible, shall monitor 32 PLC addresses, shall have solid state message recording capabilities for at least 5 messages, and shall be capable of dialing up 8 different telephone numbers. The autodialer shall comply with UL Standards 1459 and 1950 (RACO Manufacturing Verbatim Gateway or approved equal.) 8. Uninterruptible Power Supply. The Uninterruptible Power Supply (UPS) shall power all items in the equipment cabinet (except the convenience receptacle and cabinet light), the traffic gate, and the flashing beacons

4 (1) The UPS shall be designed for continuous operation at temperatures of 0ºF to 165ºF and voltages from 85 to 135 volts, and shall provide transient voltage surge suppression. (2) The UPS shall be capable of supplying a regulated 120 volts (+3%), for a minimum of 8 amps continuously and 12 amps for 10 seconds once a minute. (3) The UPS shall contain, either internally or externally, a power interface module or transfer switch that will automatically switch to battery supply when required. (4) Battery pack for the UPS shall be an external string of AGM-VRLA batteries suitable for extreme temperatures (165ºF). The battery string shall provide enough power to operate the equipment cabinet, gate, and flashing beacons for at minimum of 30 minutes. (5) The battery string shall fit on the shelf provided on the cabinet. (6) The UPS shall communicate status with the PLC via a serial cable. Alarm functions shall include battery low condition, inverter failure, and loss of utility power. 9. Telephone Interconnect Box. The telephone interconnect box shall be supplied to the Contractor by the local telephone utility. The Contractor shall coordinate with the telephone company to mount the interconnect box in the equipment cabinet and install the telephone service cable Volt DC Power Supply. The 24 volt power supply shall be a DIN rail mount, 120 volt input, suitable for the environment, and UL Listed. The output shall be 10 amps DC at 22.5 to 28.5 volts adjustable. 11. Installation. (1) Each and every Contractor employee or subcontractor employee involved in the installation, programming, and testing of the PLC shall be factory certified to do those functions. The Contractor shall present to the Engineer full documentation of certification on each employee and that lead employee on site has at least 5 years experience installing and commissioning PLC systems. Documentation shall be presented for approval no less than 2 weeks prior to starting any specific work function. Any work performed without the certification approval may be rejected by the Engineer as a damaged installation. (NOTE: Operation and maintenance is not the same as installation and commissioning experience and shall not be substituted.) (2) The cabinet shall be set and mounted on a concrete foundation with an apron as detailed on the plan sheets. The concrete shall cure a minimum of 14 days prior to mounting the cabinet. (3) The bottom of the cabinet shall be sealed against water entry with a bead of silicone sealant. The sealant shall be applied to the cabinet base immediately prior to mounting the cabinet on the foundation. Also, any space between conduit entering the cabinet and foundation shall be sealed with silicone caulk. Silicone shall be RTV-133; no other formulation shall be used

5 12. Testing. The equipment cabinet shall be tested with the entire collapse detection system for correctness of operation. Any preliminary tests, no matter how accepted, shall not substitute for the final acceptance test of the entire system when completed. 13. Support Documentation. (1) Documentation supporting the manufacturer's claims shall be included with the bid package. Such documentation shall also include: (a) Appropriate and specific test data. (b) Certified performance data (including information on component ratings, heat rise and dissipation) (c) Specification data. (d) Detail drawings, including cabinet and/or rack face drawings, circuit drawings, and cable diagrams. (e) Product literature. (f) Installation instructions. (g) System configuration with single line drawings with all circuit breakers identified by number. (h) Functional relationship of various equipment comprising the UPS unit including weights and dimensions. (2) The Contractor shall provide a laminated copy of the as-built electrical plans and shall place them in the cabinet data pocket. 14. Training. The Contractor shall provide training as necessary, not to exceed 40 hours, to the designated TxDOT personnel on the operation and maintenance of the PLC. 15. Submittals. The Contractor shall submit catalog cut sheets on all items in the equipment cabinet including the cabinet itself. 16. Warranty. The Contractor shall assign, to TxDOT, all manufacturer's normal warranties or guarantees on the UPS. Defective equipment shall be repaired or replaced "on-site", (within 24 hours) at the manufacturer's option, during the warranty period at no cost to the Department. The manufacturer's representative shall have a locally established service outlet, prior to the award of the contract. Manufacturer shall submit representative's credentials through the Contractor within 60 working days from awarding of contract. The warranty coverage shall become effective on the date of the final acceptance of the equipment cabinet by TxDOT. 17. Measurement. The cabinet will be measured as each unit furnished, installed and tested in accordance with this Special Specification. 18. Payment. The work performed and materials furnished in accordance with this Item and measured as provided under "Measurement" will be paid for at the unit price bid for

6 "Equipment Cabinet". This price shall be full compensation for the foundation, cabinet, specified equipment, internal cables and connectors, cabinet mounting brackets and hardware, documentation and testing, all labor, materials, training, equipment and incidentals necessary to complete the work. Fiber optic cable leaving the cabinet shall be paid for under the Special Specification, Bridge Fiber Optic Cable and electrical conductors not contained within the cabinet shall be paid for under the Item 620, Electrical Conductors
