1 SR 432 RAIL REALIGNMENT AND HIGHWAY IMPROVEMENTS PROJECT ELECTED AND AGENCY OFFICIALS PROJECT BRIEFING May 14, 2014 History: Studies of the SR 432 rail and highway corridor began back in the late 1980s, on the heels of a request by the Lower Columbia River ports to study the deepening of the Columbia River shipping channel. The river system deepening was completed in Now it is time to improve the rail and highway systems that connect with the river to move people and freight. SR 432 corridor studies began with a Route Jurisdiction Study in A Route Development Plan was completed in 2001 followed by the SR 432 Realignment Feasibility Study in While these studies were being conducted, the City of Longview and the Port of Longview also implemented improvements and laid groundwork for industrial expansion and economic development along the rail and highway systems in Longview. Construction of improvements to the SR 432/Talley Way Interchange at I-5 was completed in The combined freight and traffic pressure on the transportation system was anticipated and has led to the SR 432 Rail Realignment and Highway Improvements Project currently underway. (See Page 5 for an expanded timeline providing more history and context). Purpose: The project is evaluating how the SR 432 rail and highway transportation corridor functions. The project will address safety, system mobility, congestion relief, and freight capacity. A robust and efficient rail, highway, and river transportation system will promote regional economic development and global competitiveness. The SR 432 corridor project will benefit existing business and industries and set the stage for future business and industry investment in the region. During the current phase, Phase I, various design concepts have been developed and evaluated for rail and highway improvements. The outcome of Phase I was a prioritized suite of projects recommended for moving forward to Phase II. This suite of potential rail and highway projects were grouped into three categories. The Tier 1 Priority was recommended by the project Executive Committee to move forward on to Phase II. Tier 1 Priority Grade-separate SR 432/SR 433 intersection from rail with a realignment of the Reynolds Lead rail facility Tier 2 Priority Reconstruct SR 411/SR432 Interchange to half diamond configuration including o 7th Avenue east-west connector to 3rd Avenue Page 1
2 o 7th Avenue north-south connector with eastbound off-ramp reconfiguration Beech Street connector from Oregon Way to 9th Avenue Alabama Street connector from Oregon Way to 7th Avenue Intelligent Transportation Systems (ITS) Grade-separate SR 432/3rd Avenue/California Way/Industrial Way intersection from rail Market-driven Actions New siding tracks New Longview Switching Company bypass track Industrial Rail Corridor-Reynolds rail connection Double track rail corridor(s) as needed Add capacity to Cowlitz River Rail Bridge Grade-separate SR 432 west of SR 433 Funding: Total funding for Phases I and II is $4.55 million, including $2 million from the Washington State Transportation Budget and $2.55 million from the Federal Surface Transportation Program (STP). Additional funding to complete Phase II preliminary engineering, environmental analysis, and preliminary specifications and engineering was recently requested through U.S. Department of Transportation s TIGER VI grant program. Schedule: The overall corridor project will be conducted in three phases: Phase I During 2013 and through mid-2014, data were collected from corridor highway and rail users to determine future needs. A range of rail and highway concepts were identified and evaluated using community input and technical analysis. Phase II Beginning in mid-2014, this phase will focus on refining the design concept for the Tier 1 Priority improvements the SR 432/SR 433 At-Grade Highway/Rail Crossing Elimination and complete the environmental compliance as required by the National Environmental Policy Act (NEPA) and the State Environmental Policy Act (SEPA). Phase III Funding opportunities will be sought and strategies developed for the final design and construction of the SR 432/SR 433 Intersection, as well as funding for the preliminary design and environmental compliance of Tier 2 Priority rail and highway improvements. Partnership: The Cowlitz Wahkiakum Council of Governments (CWCOG) is the Phase I project owner and works in partnership with the Washington State Department of Transportation, Federal Highway Administration, the cities of Longview and Kelso, Cowlitz County, Port of Longview, BNSF Railway, and the Cowlitz Economic Development Council. Representatives of these entities participate on the project Executive Committee and have technical staff involved on the project Technical Advisory Committee. Public Input: The current phase of the project has included several public and stakeholder outreach events, with more to come. Phase II will continue outreach to the public and corridor stakeholders. The public may attend and listen to the elected/agency official briefing on May 14, The Project Advisory Group (PAG), consisting of businesses, industries, property owners, and others located along the corridor, will meet on May 21 to review materials and offer feedback on the suite of projects and Page 2
3 the Tier I priority. There will be an opportunity for any interested person to voice their opinions in a second project open house meeting scheduled for May 28, 2014, at 5:30 PM in the Longview City Hall training room. Extensive outreach efforts including distribution of a project brochure, Speakers Bureau presentations, press releases, newspaper and radio advertising, and outreach through association membership newsletters have been employed to encourage awareness, public participation, and input. A master comment log is being maintained for the project. A project website is available for public information and citizens, where interested parties can opt-in to an group for project updates.
