3 1.0 INTRODUCTION dba Acoustical Consulting Inc. has been retained to provide a noise impact study on behalf of Gapatas Inc. for the proposed Yarmouth Heights Estates Phase IV located on Manor Road, in the Geographical Township of Yarmouth, St Thomas, ON. The purpose of the study is to determine the noise impact from Manor Rd and, Wellington St, St Thomas Ontario, vehicular traffic that may impact the proposed residential building as required for site plan approval for the City of St Thomas. Proposed for the subdivision development are 105 single family lots and 2 Townhouse Blocks totaling approximately 120 townhouse units. This study will detail noise impact relative to the site plan and recommend noise control measures necessary (if applicable) to meet MOE Publication NPC-300 entitled Stationary & Transportation Sources-Approval & Planning guidelines while satisfying the planning requirements of the Town of St Thomas. Vibration is not considered as there are no heavy industry or railway lines within the required setback distances. There are no CN/CP Rail within the setback requirements therefore rail is not a concern with noise. Aircraft is not a concern as the development is located outside the NEF 25 contour of any area Airports. 2.0 SITE DESCRIPTION The proposed residential development is located approximately 20m west of Manor Rd and 25m north and a portion south, of Wellington St., St Thomas ON. Located approximately 106m west of is St. Thomas Christian Church and approximately 240m west is the Elgin Mall. Manor Rd is a 2-lane roadway with a center turning lane and a traffic circle at the intersection of Wellington St., with a speed of 50 km/hr. Wellington St is a 4-lane roadway with a center turning lane, and a traffic circle at the intersection Manor Rd. with a speed of 50km/hr. Located approximately 104m north west is Wellington Medical Complex. On the north, east, south and west side of the proposed site are one and two storey residential dwellings. Located to the north west of the proposed site are 3- three floor apartment buildings. Key Plan attached as Figure 1. Located approximately 47m west of the proposed development is Highview Dr., consisting of 2- lanes with curb side parking and a speed of 50 km/hr and has is not considered a noise concern due to low traffic volumes. Traffic noise from Highview Dr is shielded by the existing one residential dwellings for all Lots See Figure 2 for Site Plan. 3.0 NOISE IMPACT ASSESSMENT 3.1 NOISE CRITERIA The Ministry of Environment (MOE) specifies limits for road noise relative to new residential developments. The 2017 AADT road traffic volumes for Manor Rd and Wellington St, were sourced from 2017 AADT provided in an from Ross Patrick, Transportation Technician, with the City of St. Thomas in the Roads and Transportation Services. See Appendix A The MOE computer program STAMSON version 5.04 was used to carry out prediction calculations (See Appendix A ). Traffic data is summarized in Table 4. The daytime/nighttime volume ratios relative to Manor Rd and Wellington St is typically calculated using a 90/10 split and a 16/8 hr assessment is required by the MOE. The percentage of annual growth for Wellington St was figured at 2.0% over 11 years. The AADT (Annual Average Daily Traffic) volumes used are reflective of the worst-case scenario. Truck volumes were factored at 1.0% medium and 1.0% heavy of the total vehicle volumes for the roadway segment. The percentage of annual growth for Manor Rd was figured at 2.0% over 11 years. The AADT (Annual Average Daily Traffic) volumes used are reflective of the worst-case scenario. Truck volumes were factored at 1.0% medium and 1.0% heavy of the total vehicle volumes for the roadway segment. Table 5 summarizes the free field traffic noise prediction results, modeled at 6 receptor locations representative of the Plain of the Window (POW) of the building facade. TABLE 5C Mitigated Noise Levels Lots 1 & Lot 24 (dba) Location 07:00 23:00 23:00 07:00 R1- Lots 1 & 24 Rear Yard OLA 48.0 dba NA 4.0 RECOMMENDATIONS - NOISE CONTROL 4.1 OUTDOOR LIVING AREAS Calculated noise levels exceed the 55 dba criteria outlined in Table 1 for Lots 1 and 24 OLA s and as such a warning clause is required to be inserted into the purchase agreement for both Lots 1 and 24 as indicated in Table 7. MOE allows in lieu of a noise barrier for R1 Lots 1 & 24 OLA, a Type A Warning Clause will suffice as the noise levels are marginally above the 55 dba and below 60 dba. In compliance with MOE guidelines, if a noise barrier is considered, the noise barrier must have a minimum surface density of 20 kg/m 2 and be designed and constructed with no cracks or gaps. Any gap under the noise barrier that is necessary for drainage purposes must be minimized and must not distract from the acoustical performance. In addition to the recommended physical controls, specifically worded warning clauses may be mandatory. 4.2 INDOOR NOISE LEVELS Calculated nighttime road noise levels at the Plane of Window (POW) do not exceed the 50 dba criteria outlined in Table 1 for indoor space for any residential units throughout the proposed development. Specific building components (walls, windows, doors etc.) are required and confirmed using the STC (Sound Transmission Class) method. Building design specifications were not made available at report time and STC calculations (Sound Transmission Class) method are summarized in Table 6 following. dba Acoustical Consulting Inc. It is recommended that the appropriate warning clauses be inserted into all Offers and Agreements of Purchase and Sale or Lease. See the following for specific warning clause wording: TABLE 7 - Ventilation and Warning Clause Requirements LOCATION VENTILATION WARNING CLAUSE Lots 1 and 24 Provisions for A/C Type A & C TYPE A: Purchasers/tenants are advised that sound levels due to increasing road (rail) (air) traffic may occasionally interfere with some activities of the dwelling occupants as the sound levels exceed the Municipality s and the Ministry of the Environment s noise criteria. TYPE C: This dwelling unit had been fitted with a forced air heating system and the ducting, etc. was sized to accommodate central air conditioning. Installation of central air conditioning by the occupant will allow windows and exterior doors to remain closed, thereby ensuring that the indoor sound levels are within the Municipality s and the Ministry of the Environment noise criteria. (Note: The location and installation of the outdoor air conditioning device should be done so as to comply with noise criteria of MOE Publication NPC-216, Residential Air Conditioning Devices and thus minimize the noise impacts both on and in the immediate vicinity of the subject property.) 6.0 SUMMARY OF RECOMMENDATIONS The following noise control measures are required to satisfy the indoor and outdoor noise level criterion: Provisions for A/C Units for Lots 1 and 24 in Table 7. Window, Door, and Wall construction as recommended in Table 6. Registered warning clause on title (Lots 1 and 24) It is recommended that a qualified acoustical consultant certify that the required noise control measures have been incorporated into the builder s plans prior to issuance of a building permit. dba Acoustical Consulting Inc. 8 It is recommended that a qualified acoustical consultant certify that the required control measures have been properly installed prior to an occupancy permit. 7.0 CONCLUSIONS dba Acoustical Consulting Inc. has provided a noise impact study on behalf of Gapatas Inc. for the proposed Yarmouth Heights Estates Phase IV located on Manor Road, in the Geographical Township of Yarmouth, St Thomas, ON. The study determined the noise impact from Manor Rd and, Wellington St, St Thomas Ontario, vehicular traffic that may impact the proposed residential building as required for site plan approval for the City of St Thomas.
