3 NOTICE INVITING QUOTATION Sealed quotations are invited by Joint General manger (CNS), Airports Authority of India, Amritsar Airport from AAI empanelled/govt. firms for Site Survey of New NDB site due trans-installation of NDB at Middle Marker inside operational area at AAI, Amritsar Airport as per the scope of works attached in Annexure-A and having estimated Cost: - Rs. 1, 57, (One Lakh fifty Seven thousand three Hundred Fifty only), inclusive all taxes. The quotations should be submitted in a sealed envelope by post or in person and the envelope should be super scribed as Site Survey of new NDB site to determine Geographical coordinates (WSG-84) at AAI, Amritsar Airport, as per the following schedule: Last date and time of receipt of quotations: up to 15:30 IST Date and time of opening Quotations (Technical bid): at 16:00 IST. Date and time of opening Financial bid: at 16:00 IST Terms and conditions: 1. Duly completed quotation in the format given in Annexure D along with requisite documents should reach by registered/speed post or courier or in person at the following address on or before due date mentioned above positively. JOINT GENERAL MANAGER (CNS), OFFICER IN CHARGE, NEW ATS COMPLEX, AIRPORTS AUTHORITY OF INDIA, RAJASANSI, AMRITSAR, PUNJAB Quotations submitted in any other format will be rejected. 3. The site Survey has to be carried out for one site identified by AAI in its premises. 4. The quotations should be submitted on single master envelop basis, with NIQ scope of works duly signed by AAI empanelled/govt. firms for site Survey and seal, proof of PAN, GSTIN Registration Certificate in respect of Companies/Firms, Authorized surveyor certificate from State or Cent Government, Undertaking on unconditional Acceptance in Letter head in respect of Companies/ Firms or in plain paper duly signed with Rubber stamp and Price Bid. 5. The NIQ will be opened on the same day i.e. last date of bid submission, in presence of interested bidder or their authorized representatives. [NDB Site Survey] Page 3

4 6. AAI will not be responsible for any delay in submission of quotations sent by post and the bidder should ensure that the quotation reaches this office before the stipulated date and time. 7. The price quoted in Annexure-D should be inclusive of all taxes transportation of survey equipments to site manpower for survey. No extra payment will be made other than quoted amount. No accommodation will be provided by AAI. 8. The validity of quotation should be for a minimum period of 90days. 9. In- complete and ambiguous quotations will be rejected. 10. Only technically qualified bids shall be considered for financial bid opening. 11. Bids submitted not according to the guidelines for submission of Quotation shall be out rightly rejected. 12. Survey report containing requirements as specified Annexure A should be submitted within 15 days from the date of issue of work order plus three days. 13. Complete Survey report should be accompanied by suitable diagram fitting into a scale. 14. Manpower /equipments for survey and transportation of equipments to the site should be arranged by the company/individual. 15. The surveyor shall ensure that standard and calibrated equipments are used for surveying. 16. The following documents are required for bidding as given below: i) Copy of NIQ duly signed with Seal. ii) Scope of works to be carried out (Annexure-A) duly certified and signed by the bidder. iii) Unconditional acceptance of AAI terms and conditions (Annexure-C) duly signed by bidder affixing rubber Stamp. iv) Proof of PAN No. v) Proof of GSTIN certificate in respect of Companies/Firms. vi) Authorized surveyor certificate copy, if applicable. vii) [NDB Site Survey] Page 4

Payment terms: i) Payment will be made after successful completion of survey and satisfactory report duly certified by AAI. ii) The bills (Triplicate) for the survey work may be submitted after successful completion of survey. iii) The payment will be made THROUGH E-Payment system. As such the following information may please be provided in the quotation: a) Name of Surveyor or company as in Bank Account b) Bank Account number c) IFSC code of branch for e-payment. d) Name of the Bank and branch to which payment is to be credited. 18. AAI reserves the right to accept/ reject any quotation without assigning any reason. 19. 6 Guidelines for Submission of Quotation 1. Bidder(s) must use quotation document issued to him/them by Airports Authority of India, Amritsar or downloaded from AAI website. 2. Quotations must be submitted in two parts (two envelop system), each in separate envelopes marked ENVELOPE A & ENVELOPE B. Name of work & address of the bidder must be written on both the envelopes. Both the envelopes should be enclosed in a COMMON SEALED ENVELOPE superscripted as Site Survey of new NDB site to determine Geographical coordinates (WSG-84) at AAI, Amritsar Airport. 3. Envelope A : Technical Bid shall contain the following self-attested valid documents: i) Copy of NIQ duly signed with Seal. ii) Scope of works to be carried out (Annexure-A) duly certified and signed by the bidder. iii) Unconditional acceptance of AAI terms and conditions (Annexure-C) duly signed by bidder affixing rubber Stamp. iv) Proof of PAN No. v) Proof of GSTIN certificate in respect of Companies/Firms vi) Authorized surveyor certificate copy, if applicable. 4. Envelope - B :: Financial Bid shall contain only the price bids in the prescribed Annexure D [NDB Site Survey] Page 6

7 Annexure-A SCOPE OF WORK FOR SITE SURVEY OF NEW NDB SITES 1. There is one site for NDB installation. 2. Measurement of Coordinates of site using authorized device (DGPS, TS etc.). 3. At NDB site, there are 6-7 structures/poles/masts having Geographical coordinates (WSG- 84) are required with AMSL of base as well as top elevations. 4. All co-ordinates are shall be in both formats i.e decimal and minutes/seconds. 5. Measurement of distances from the threshold to the NDB site. 6. All points having co-ordinates taken shall be painted/marked properly. 7. Certified co-ordinates may require on 2-3 sheets separately. 8. Survey to be carried in accordance/compliance to all requirements specified in Annexure-B. Certified that the above Scope Work for site Survey of the proposed NDB sites will be carried out. 8 ANNEXURE-B Survey Requirements for Empanelled/Govt. Surveyors Reference Documentation: All work on the AAI airports must be related to the following documentation; accuracies and specifications and are methodically documented to ensure a systematic, repeatable and precise survey: a) AAI s Aeronautical Survey Manual, WEBSITE: b) CAR section 9, series G, Part 1, series E, part 1.CAR, section B, Part 1. c) To be read for compliance in Conjunction with Aeronautical Survey Manual version 1.01 September 2012 with amendments if any. The Quotation document for the work mentioned above have been downloaded from website and I/we hereby certify that I/We have read the entire terms and conditions of the quotation, I/We shall abide by the conditions/clauses contained therein. 2. I/we hereby unconditionally accept the quotation conditions of AAI s Quotation document in its entirety for the above works. 3. It is clarified that after unconditionally accepting the quotation conditions in its entirety, it is not permissible to put any remarks/conditions (except unconditional rebates on quoted rates if any) in the quotation. 4.
