ADMINISTRATION The meeting minutes from the 12/10/2012 meeting of the SRSTF was reviewed and approved. 2. CROSS-ZONAL COORDINATION CRITERIA REVIEW Mr. Boyle provided a brief update on the cross-zonal criteria for BS coordination which was developed during the technical teleconferences held on 12/13 and 12/ SOLUTION PACKAGE REVIEW Ms. Hendrzak utilized the time for this agenda item to answer any remaining questions with regard to the PJM/IMM and Exelon solution packages. She also provided information on the solution package vote, which was sent to Task Force participants on 12/19/2012. This vote will close on 1/11/2013 and the package(s) receiving the simple majority of the vote will be moved forward to the MRC. Results for this vote will be reviewed during the 1/18/2013 meeting of the SRSTF. PJM

3 4. FUTURE AGENDA ITEMS & PROPOSED SCHEDULE Date Ms. Hendrzak reviewed the schedule for the upcoming meetings scheduled in January, along with the proposed objectives for those meetings. Details 12/19 Survey (Vote) opens up 12/20 MRC Update on status of the SRSTF 01/11 Survey (Vote) closes 01/18 First 2013 SRSTF meeting to discuss voting results & begin discussions on compensation 1/31 MRC First read of SRSTF package solution(s) 2/28 MRC Final MRC vote on SRSTF package solution (s) 5. ACTION ITEMS Seek feedback from the MRC regarding compensation as it is currently not in this task force s scope. (STATUS - Complete Update FAQ document to include PJM s view on Target System Restoration Time and its relative importance to PJM. (STATUS - Complete) Add the margin / contingency / availability design component back to the matrix (i.e. 25% buffer ). (STATUS - Complete) Document that impact to PJM staff on whatever strategy is selected should be reviewed in Parking Lot tab of Matrix document. (STATUS Complete) Provide Survey Monkey (SM) vote 1 day prior to planned 9/26 release if possible. (STATUS Complete) Include PDF of all options in advance of the SM vote (or as an attachment). (STATUS Complete) Provide an updated matrix.(status - Complete). Provide poll results from 9/21 WebEx poll. (STATUS Complete). Add calculation 4 hour = 91 minutes > 4 hours to TF FAQ s document re definition of Tier 1 and Tier 2 Black Start proposed definitions. (STATUS Ongoing) Review recommended solution against the Task Force Charter and Mission. (STATUS Not Started) Solicit more representation from Generation Owner s to discuss if Component B, option B (Revise testing to 3 years) is due to how they are compensated for the testing. (STATUS New, In Progress) Reformat the Matrix to allow for a larger font. (STATUS In Progress) Create KEY DOCUMENTS section on SRSTF page of PJM.com. (STATUS Complete) 6. EDUCATIONAL REFERENCES PJM Manual 36: System Restoration Online Training: System Restoration Training material: FUTURE AGENDA ITEMS Review updated Task Force timeline. Review solutions matrix and vote. Review results of Task Force votes on solution packages. Compare solution to interests, document and review final recommendation to take to MRC, including a final vote. PJM
